Demikian juga yang dirasakan oleh PT Garuda Indonesia selaku maskapai penerbangan nasional milik Republik Indonesia, dimana selama ini maskapai tersebut menangani secara tunggal proses operasional kegiatan penerbangan yang ada yakni mulai dari keberangkatan pesawat (pre flight) hingga kedatangan pesawat (post flight) tanpa adanya keterlibatan pihak perantara yang bertindak sebagai jasa penunjang pelayanan kegiatan operasional darat (ground handling). Atas dasar hal tersebutlah mengapa kemudian PT Gapura Angkasa selaku perusahaan ground handling yang menangani secara khusus maskapai penerbangan Garuda Indonesia didirikan. PT Gapura Angkasa sendiri berdiri pada tanggal 26 Januari 1998 dengan nama perusahaan pada saat awal berdiri yakni Gapura, dimana dalam pendiriannya perusahaan ini di modali oleh tiga perusahaan BUMN yakni PT Garuda Indonesia (Persero) Tbk, PT Angkasa Pura I (Persero), serta PT Angkasa Pura II (Persero). Kerjasama antara ketiga perusahaan milik negara tersebut mengacu pada Keputusan Menteri Keuangan dengan Nomor SR 04/MK/016/1996 dan juga 23 akta no.32 tanggal 26 Januari tahun 1998. Identitas PT Gapura Angkasa sebagai perusahaan ground handling bagi maskapai penerbangan nasional nomor wahid tersebut juga dipertegas dengan mayoritas kepemilikan saham PT Garuda Indonesia di PT Gapura Angkasa yang jumlahnya mencapai 1.263.360 (Satu Juta Dua Ratus Enam Puluh Tiga Ribu Tiga Ratus Enam Puluh) atau dengan prosentase saham persero sebesar 58,75 % mulai tanggal 9 Desember 2014.

E-mail: [email protected] Submitted: Sep 15, 2016; Reviewed: Nov 21, 2016; Accepted: Dec 4, 2016 Abstract: Numerous and consecutive aircraft accidents combined with a consistent failure to meet international safety standards in Indonesia, namely from the International Civil Aviation Organization and the European Aviation Safety Agency have proven a nightmare for the country’s aviation safety reputation. There is an urgent need for bureaucracy reform, harmonization of legislation, and especially ensuring legal enforcement, to bring Indonesian aviation safety back to world standards. The Indonesian Aviation Law of 2009 was enacted to reform the situation in Indonesia. The law has become the ground for drafting legal framework under decrees of the Minister of Transportation, which have allowed the government to perform follow-up actions such as establishing a single air navigation service provider and guaranteeing the independency of the Indonesian National Transportation Safety Committee. A comparison with Thailand is made to enrich the perspective.

Introduction 1.1. The Long Term Height Monitoring Impact Statement developed by RASMAG was endorsed by APANPIRG/20 in September 2009. That statement included a determination by each of the Asia/Pacific Regional Monitoring Agencies (RMAs) of the anticipated monitoring burden for each State within the region. RASMAG/12 tasked the RMAs to review and update that data and subsequent meetings have seen RMAs report accordingly. The Australian Airspace Monitoring Agency (AAMA) last provided anticipated monitoring burden data at RASMAG/20. This current paper provides an update to that data. 2. Discussion 2.1 The AAMA has previously supplied data on its anticipated monitoring burden following the implementation of long term height monitoring in November 2010. The data was based on a review of the current RVSM approvals data for the State airspaces that the AAMA is responsible for, taking into account completed successful monitoring activity. 2.2 A review of the most recent RVSM approvals databases maintained by the AAMA on behalf of ICAO determined that the total number of RVSM approved aircraft totalled 1135 as at 8 June 2016.
