Akte nomor: 3 tanggal 18 Maret 2020 , Notaris Fivie Fauziah Mansyur SH,Mkn. tentang Persetujuan Perubahan Badan Hukum Perkumpulan Asosiasi Perusahaan Penerbangan dan Perubahan Anggaran Dasar Asosiasi Perusahaan Penerbangan Nasional Indonesia (INACA) dikukuhkan oleh Surat Keputusan Menteri Hukum dan Hak Asasi Manusia Nomor : AHU-000327.AH.01.08 tahun 2020 (Akte diatas adalah merupakan persetujuan perubahan nama Pembina dan penunjukkan Pegawas) VISI & MISI VISI Menciptakan iklim persaingan usaha yang sehat dibidang angkutan udara penerbangan nasional pada umumnya dan anggota INACA pada khususnya agar terbina kedirgantaraan nasional yang memiliki daya guna dan hasil guna yang sebesar-besarnya, sehingga dapat berkembang menjadi sarana utama yang menunjang pembangunan nasional. MISI 1. Menyediakan hasil analitis yang berkualitas tinggi untuk mendukung semua anggota dalam mengevaluasi dan mengembangkan peluang kemungkinan kerjasama bilateral dan multilateral dalam bidang keselamatan dan keamanan penerbangan dan sumber daya manusia, serta kerjasama lainnya yang tidak bertentangan dengan peraturan perundang-undangan yang berlaku. 2. Menjadi pusat atau sumber informasi yang terkait dengan aspek keselamatan dan keamanan penerbangan juga aspek pengetahuan serta ahli teknologi yang terkait dengan industri penerbangan bagi semua anggotanya 3. Menyediakan sebuah kerangka kerja efektif untuk semua anggota untuk membicarakan langkah-langkah mengurangi dampak kerugian dari persaingan yang tidak sehat, mencari pemecahan terhadap dampak negatif dari pembatasan peraturan pemerintah dan industri. 4. Menjadi wadah pemersatu pendapat, tekad, niat para anggota dalam rangka menciptakan iklim yang dapat mendorong pertumbuhan dan peningkatan usaha bidang angkutan udara yang mengutamakan azas manfaat, dan kesadaran hukum, guna terwujudnya penerbangan yang selamat, aman, tertib, dan teratur, nyaman berdaya guna dan berhasil guna. 5. Mewakili kepentingan bersama para anggota atau bertindak untuk dan atas nama anggota dalam memenuhi kewajiban hukum berdasarkan ketentuan peraturan perundang-undangan yang berlaku serta mencari dan menempuh upaya-upaya yang perlu dilakukan bersama berbagai instansi termasuk pemerintah maupun pihak terkait lainnya di dalam maupun di luar negeri untuk mencapai tujuan. 6. Menjalankan fungsi kesekretariatan INACA agar berjalan sesuai hasil keputusan Rapat Umum Anggota. 2. Mengkoordinasikan rapat-rapat yang diperlukan oleh Anggota maupun internal dan eksternal. 3. Mengelola keuangan INACA untuk pendapatan maupun pengeluaran dengan baik. 4. Memfasilitasi penyediaan informasi dan data untuk kepentingan anggota. 5. Mengembangkan ketersediaan informasi melalui system teknologi informasi (website INACA , Email, Sosial Media dsb). 6. Mewakili kepentingan anggota dalam hal-hal yang berhubungan dengan industri aviasi yang perlu dikomunikasikan kepada lembaga – lembaga eksekutif, legislatif maupun yudikatif dan pihak – pihak terkait lainnya baik dalam maupun luar negeri. 7. Meningkatkan hubungan kerja dengan dunia Pers baik cetak maupun elektronik. 8. Mengadakan kegiatan seminar, konfenrensi baik yang berskala nasional maupun internasional.     BAB III ANALISIS DESKRIPTIF 3.1 DATA UMUM 3.1.1 SEJARAH PT GAPURA ANGKASA Tuntutan kegiatan operasional pada dunia kedirgantaraan yang mengharuskan maskapai penerbangan agar dapat memberikan pelayanan operasional secara cepat, tepat, dan akurat tanpa mengabaikan prosedur keselamatan semakin jelas terlihat pada era modern seperti sekarang ini. Demikian juga yang dirasakan oleh PT Garuda Indonesia selaku maskapai penerbangan nasional milik Republik Indonesia, dimana selama ini maskapai tersebut menangani secara tunggal proses operasional kegiatan penerbangan yang ada yakni mulai dari keberangkatan pesawat (pre flight) hingga kedatangan pesawat (post flight) tanpa adanya keterlibatan pihak perantara yang bertindak sebagai jasa penunjang pelayanan kegiatan operasional darat (ground handling). Atas dasar hal tersebutlah mengapa kemudian PT Gapura Angkasa selaku perusahaan ground handling yang menangani secara khusus maskapai penerbangan Garuda Indonesia didirikan. PT Gapura Angkasa sendiri berdiri pada tanggal 26 Januari 1998 dengan nama perusahaan pada saat awal berdiri yakni Gapura, dimana dalam pendiriannya perusahaan ini di modali oleh tiga perusahaan BUMN yakni PT Garuda Indonesia (Persero) Tbk, PT Angkasa Pura I (Persero), serta PT Angkasa Pura II (Persero). Kerjasama antara ketiga perusahaan milik negara tersebut mengacu pada Keputusan Menteri Keuangan dengan Nomor SR 04/MK/016/1996 dan juga 23 akta no.32 tanggal 26 Januari tahun 1998. Identitas PT Gapura Angkasa sebagai perusahaan ground handling bagi maskapai penerbangan nasional nomor wahid tersebut juga dipertegas dengan mayoritas kepemilikan saham PT Garuda Indonesia di PT Gapura Angkasa yang jumlahnya mencapai 1.263.360 (Satu Juta Dua Ratus Enam Puluh Tiga Ribu Tiga Ratus Enam Puluh) atau dengan prosentase saham persero sebesar 58,75 % mulai tanggal 9 Desember 2014.

It is anticipated that a greater number of Flight Data Analysis Programs will lead to significantly greater safety levels through analysis of critical event sets and incidents. Like marketing and finance, operation management is a functional field of business with clear line management responsibilities. This point is important because operations management is frequently confused with operation research and management science and industrial engineering (Chase, 2001, pp.6-7). Operations management decisions at the strategic level impact the company’s long-range effectiveness in terms of how it can address its customer’s needs. Thus, for the firm to succeed, these decisions must be in alignment with the corporate strategy. Decisions made at the strategic level become the fixed conditions or operating constrains under which the term must operate in both the intermediate and short term. At the next level in the decision-making process, tactical planning primarily addresses how to efficiently schedule material and labor within the constraints of previously made strategic decisions. Issues on which Operation Management concentrates on this level include: How many workers do we need? When do we need them? Should we work overtime or put on a second shift? When should we have material delivered? Should we have a finished goods inventory?
