Bibliography 273 Abstract The nation-state is now the dominant form of sovereign statehood, however, a century and a half ago the political map of Europe comprised only a handful of sovereign states, very few of them nations in the modern sense. Balkan historiography often tends to minimize the complexity of nation-building, either by referring to the national community as to a monolithic and homogenous unit, or simply by neglecting different social groups whose consciousness varied depending on region, gender and generation. Further, Bulgarian and Serbian historiography pay far more attention to the problem of "how" and "why" certain events have happened than to the emergence of national consciousness of the Balkan peoples as a complex and durable process of mental evolution. This dissertation on the concept of nationality in which most Bulgarians and Serbs were educated and socialized examines how the modern idea of nationhood was disseminated among the ordinary people and it presents the complicated process of national indoctrination carried out by various state institutions.

Vidin County, as defined by the Ottoman Provincial Regulation of 1864, is the area that includes the districts of Vidin (the administrative center), ‛Adliye (modern-day Kula), Belgradcık (Belogradchik), Berkofça (Bergovitsa), İvraca (Vratsa), Rahova (Rahovo), and Lom (Lom), all of which are located in modern-day Bulgaria. My focus is mostly on the post-1864 period primarily due to the document utilized for this dissertation: the copy registers of the county administrative council in Vidin. Doing a close reading of these copy registers together with other primary and secondary sources this dissertation analyzes the politics of local administration in Vidin as a case study to understand the Ottoman governmentality in the second half of the nineteenth century. The main thesis of this study contends that the local inhabitants of Vidin effectively used the institutional framework of local administration ii in this period of transformation in order to devise strategies that served their interests. This work distances itself from an understanding of the nineteenth-century local politics as polarized between a dominating local government trying to impose unprecedented reforms designed at the imperial center on the one hand, and an oppressed but nevertheless resistant people, rebelling against the insensitive policies of the state on the other.

Riegg: Claiming the Caucasus: Russia’s Imperial Encounter with Armenians, 1801-1894 (Under the direction of Louise McReynolds) My dissertation questions the relationship between the Russian empire and the Armenian diaspora that populated Russia’s territorial fringes and navigated the tsarist state’s metropolitan centers. I argue that Russia harnessed the stateless and dispersed Armenian diaspora to build its empire in the Caucasus and beyond. Russia relied on the stature of the two most influential institutions of that diaspora, the merchantry and the clergy, to project diplomatic power from Constantinople to Copenhagen; to benefit economically from the transimperial trade networks of Armenian merchants in Russia, Persia, and Turkey; and to draw political advantage from the Armenian Church’s extensive authority within that nation. Moving away from traditional dichotomies of power and resistance, this dissertation examines how Russia relied on foreign-subject Armenian peasants and elites to colonize the South Caucasus, thereby rendering Armenians both agents and recipients of European imperialism. Religion represented a defining link in the Russo-Armenian encounter and therefore shapes the narrative of my project. Driven by a shared ecumenical identity as adherents of Orthodox Christianity, Armenians embraced Russian patronage in the early nineteenth century to escape social and political marginalization in the Persian and Ottoman empires.

From Abkhazia to Chechnya, the region fractured ferociously and neighboring communities took up arms against each other in the name of ethnicity and religion. In the midst of some of the worst conflict in Europe since 1945, the semiautonomous, multiethnic Kabardino-Balkar Republic in the North Caucasus remained a relative oasis of peace. This is not to say there were no tensions—there is no love lost between Kabardians, Balkars, and Russians, Kabardino- Balkaria’s principal communities. But, why did these communities, despite the agitation of ethno-political entrepreneurs, not resort to force to solve their grievances, while many neighboring ones did? What institutions and practices have facilitated this peace? What role have state officials and state structures played in, on the one hand, producing inter- communal conflict, and, on the other hand, mediating and defusing such conflict? And why has land played such a crucial rule in inter-communal relations in the region over the longue durée? More than enhancing our knowledge of a poorly-understood yet strategically important region, the questions I ask of Kabardino-Balkaria are windows on larger issues of enduring global relevance.

Russian Empire and Caucasus This paper focuses on the history of the Russian Empire after the Napoleonic War in the first half of the nineteenth century, when young aristocrat generals were dispatched with their forces to Russian frontiers to expand the empire’s territories, and gradually carried out their missions using both administrative authority and military power. These territories included the Grand Duchy of Finland, the Baltic Sea countries, and the Kingdom of Poland in the west, the Siberian steppes in the east, and the New Russia (currently the Autonomous Republic of Crimea, Ukrainian Republic) and the Caucasus in the south. These territories were confronted along their respective borders by European empires, or more specifically the Ottoman Empire and the Persia. In particular, the Russian Empire experienced great hardships in the Caucasus concerning colonial administration and decolonization wars. The famous Caucasian War (1817-1864) lasted about half a century, led by the “anti-imperialist” and Sufism (Islamic mysticism) leader Imam Shamil (1797-1871), who fought for independence from Russian rules and sought to create a Muslim state with the Caucasian mountaineers. Crucial to this work are the issues of state-centred versus tsar-centred ideology and the evolution of the service ethos. Thus we begin with a brief overview of seventeenth-century Muscovy, the reign of Peter I, and the post-Petrine eighteenth-century. The 'thread' of Petrine heritage, as interpreted by successive rulers and their servitors, runs through every chapter, sometimes obliquely, sometimes to the fore. Our examination of the grand dukes themselves is divided between the objective issue of role, and the subjective one of identity.
