McGoff, Editor PREFACE After a year’s hiatus the Ehrensperger Report returns to its place as a major publication of the American Name Society (ANS). This document marks the 51st year since its introduction to the membership by Edward C. Ehrensperger. For over twenty-five years, from 1955 to 1982, he compiled and published this annual review of scholarship. Edward C. Ehrensperger 1895-1984 As usual, it is a partial view of the research and other activity going on in the world of onomastics, or name study. In a report of this kind, the editor must make use of what comes in, often resulting in unevenness. Some of the entries are very short; some extensive, especially from those who are reporting not just for themselves but also for the activity of a group of people. In all cases, I have assumed the prerogative of an editor and have abridged, clarified, and changed the voice of many of the submissions. I have encouraged the submission of reports by email or electronically, since it is much more efficient to edit text already typed than to type the text myself. For those not using email, I strongly encourage sending me written copy. There is some danger, however, in depending on electronic copy: sometimes diacritical marks or other formatting matters may not have come through correctly. In keeping with the spirit of onomastics and the original Ehrensperger Report, I have attempted where possible to report on research and publication under a person’s name. -

Fifth report of the Committee of Experts in respect of Spain Item to be considered by the GR-J at its meeting on 19 September 2019 In accordance with Article 16 paragraph 3 of the Charter, the Committee of Experts of the European Charter for Regional or Minority Languages submits its fifth report on the application of the Charter in Spain to the Committee of Ministers of the Council of Europe. The report contains proposals for recommendations to be addressed by the Committee of Ministers to Spain. The Spanish Government has been given the opportunity to comment on the content, in accordance with Article 16 paragraph 3 of the Charter. 1 This document has been classified restricted at the date of issue. In accordance with the Deputies’ decision (CM/Del/Dec(2001)765/10.4), it will be declassified after examination by the Committee of Ministers. Website: www.coe.int/cm CM(2019)125 2 The European Charter for Regional or Minority Languages provides for a control mechanism to evaluate how the Charter is applied in a State Party with a view to, where necessary, making recommendations for improving its legislation, policy and practices. The central element of this procedure is the Committee of Experts, set up under Article 17 of the Charter. Its principal purpose is to report to the Committee of Ministers on its evaluation of compliance by a Party with its undertakings, to examine the real situation of regional or minority languages in the State and, where appropriate, to encourage the Party to gradually reach a higher level of commitment. -

Riassunto a nascita del romanzo in lingua sarda è un’importante novità L nello scenario della letteratura in Italia e in Europa, e soprat- tutto nell’ambito delle lingue minoritarie. Il romanzo, infatti, era un tassello mancante in seno alla letteratura in “limba”, dove erano già presenti i maggiori generi letterari, tra cui la poesia e il teatro. Questa maggiore completezza contribuisce, pertanto, a farne una letteratura matura, da annoverare tra le grandi letterature, o per lo meno subito dopo le letterature degli Stati nazionali europei. Spesso sottovalutato, quando non del tutto ignorato, questo fenomeno let- terario merita di essere trattato e approfondito. In questo breve sag- gio si cerca di individuare gli autori, le opere principali e le motiva- zioni che hanno portato negli anni ’80 il romanzo in sardo a nascere e, nei decenni successivi, a crescere. Si analizzano, inoltre, alcune problematiche che non hanno finora consentito a questo genere let- terario di raggiungere il grande pubblico dei lettori e di farsi apprez- zare. Parole chiave: limba, romanzo, sardo, nuovo, etnicità. 1 Il termine limba in logudorese, una delle principali varianti del sardo, significa “lingua” e si userà qua come sinonimo di lingua sarda, includendo anche il campidanese. ABSTRACT The aim of this thesis is to assess attitudes of speakers towards their local or regional variety. Research in the field of sociolinguistics has shown that factors such as gender, age, place of residence, and social status affect linguistic behaviour and perception of local and regional varieties. This thesis consists of three main parts. In the first part the concept of language, minority language, and dialect is discussed; in the second part the official position towards local or regional varieties in Europe and in Italy is considered; in the third part attitudes of speakers towards actions aimed at safeguarding their local or regional varieties are analyzed. The conclusion offers a comparison of the results of the surveys and a discussion on how things may develop in the future. OsservaMedia Sardegna Caso studio: l'allarme sicurezza de La Nuova Sardegna nel centro di Sassari Abstract: Tra il 3 ottobre e il 2 novembre del 2018 La Nuova Sardegna ha costruito una lunga campagna di stampa sulla sicurezza nel centro storico di Sassari. Impostata a partire da un caso di cronaca piuttosto banale, la campagna si è prolungata con toni allarmistici e sensazionalistici, talora marcatamente razzisti, in un discorso volto esplicitamente a problematizzare la presenza dei nigeriani, e a proporre una idea di riqualificazione del quartiere sostanzialmente escludente ed aggressiva nei confronti degli attuali residenti. In questo caso studio, attraverso l'analisi testuale della imponente mole di materiale prodotta dal giornale, intendiamo mostrare le contraddizioni e i meccanismi distorsivi dell'informazione con cui si è cercato di giustificare un discorso marcatamente discriminatorio, volto esplicitamente a produrre effetti concreti nella definizione delle politiche locali, e ad imporre nell'agenda della campagna elettorale per le comunali la cornice interpretativa emergenziale dell'"allarme sicurezza". Chapter 2. Native Languages of West-Central California This chapter discusses the native language spoken at Spanish contact by people who eventually moved to missions within Costanoan language family territories. No area in North America was more crowded with distinct languages and language families than central California at the time of Spanish contact. In the chapter we will examine the information that leads scholars to conclude the following key points: The local tribes of the San Francisco Peninsula spoke San Francisco Bay Costanoan, the native language of the central and southern San Francisco Bay Area and adjacent coastal and mountain areas. San Francisco Bay Costanoan is one of six languages of the Costanoan language family, along with Karkin, Awaswas, Mutsun, Rumsen, and Chalon. The Costanoan language family is itself a branch of the Utian language family, of which Miwokan is the only other branch. The Miwokan languages are Coast Miwok, Lake Miwok, Bay Miwok, Plains Miwok, Northern Sierra Miwok, Central Sierra Miwok, and Southern Sierra Miwok. Other languages spoken by native people who moved to Franciscan missions within Costanoan language family territories were Patwin (a Wintuan Family language), Delta and Northern Valley Yokuts (Yokutsan family languages), Esselen (a language isolate) and Wappo (a Yukian family language). Below, we will first present a history of the study of the native languages within our maximal study area, with emphasis on the Costanoan languages. In succeeding sections, we will talk about the degree to which Costanoan language variation is clinal or abrupt, the amount of difference among dialects necessary to call them different languages, and the relationship of the Costanoan languages to the Miwokan languages within the Utian Family. -

Eslema receives minor funding from the Spanish government, which is fundamental for basic issues such as equipment acquisition. However, it is insufficient for hiring researchers for a reasonable period of time. The scarcity of funding prompted us to look for much needed resources in entities with no institutional relation to the project, such as publishing companies and radio stations. In addition, we have started collaborations with external research groups. We are for example initiating a project devoted to developing a wiki-based platform, to be used by the community of Asturian speakers, for loading and annotating texts in Eslema. That will benefit both our project, allowing to enlarge the corpus at a minimum cost, and the Asturian community, causing a stronger presence of Asturian in information technologies and, as a consequence, boosting the confidence of speakers in their language, which will hopefully contribute to slow down the serious process of substitution it is currently undergoing. 1. Both Aragonese and Catalan are minority and minoritised languages within the territory, while Castilian Spanish, the majority language, enjoys total legal protection and legitimation. The fact that we live in the era of the nation-state is crucial for understanding endangered languages in their specific socio-political context. This is why policies at macro-level and micro-level are essential for language maintenance and equality. In this article, we carry out an in-depth analysis of 57 documents: international and national legal documents, education reports, and education curricula. The aims of the paper are: 1) to analyse the current state of Aragonese language teaching in primary education in Aragon, and 2) to suggest solutions and desirable policies to address the passive bilingualism of Aragonese- speaking schoolchildren. We conclude that the linguistic diversity of a trilingual autonomous community is not reflected in the real life situation.
