DEPARTMENT OF STATE WASHINGTON August 20, 1940.

My dear Kr. President : I regret that wben I bnd tbe bonor and pl oaaure of dining with you tbo other night , I did not bnve the oooaaion to epe&k t o you of tbe plight of former Pol ish Kinieter l oaet BOok, now l iving 1n a state ot 1ntemment 1n BUoharest. there waa a period, during the past year when t he present Polish Gonrn~~ent harbored ill f eeling towards the interned former Governcent . By the end of Kay! however, this antagonism had given way to a ser oua concern tor their welfare. Price .IUniator General Sikorski , as well u Fo r eign Kiniater Zaleski, informed me that due to their worry over tbe eeouri ty of the members of tbe former r egime , tbey had instructed their Special Representative on RefUgee Problema in Rumania, former Undersecretary ot State tor Forei gn Affaire , Ki nister Aroiezewek1 to make in thei r behalf , a formal request of tbe1 Ruman!nn Government , t o release Yinist er Beok and bis associates; Kiniater Aroi szewski waa furthermore instructed to pr oTide means for their evacuation. Kinister Aroiazn ald. in turn told me that in reoe1Ti.ng the toregoi.J16 instructions he bad been tol d that the Frenob Oovenllllent was Willing that certain ot the f ormer regime might evacuate int o A1ger1a; others were to go to :!g7pt and Turkey. Beoll:: we.a to go to !urll::ey. Fowei gn Kinister Zaleski subsequently informed me that in response to Aroiszewski's formal request , Rumanian Foreign Kinister, Qafenou bad told bia tbat while due to German preaaure , it would be ditfioult to release the members ot tbe former regime at tbat moment , be would The President The White Hous e - z - would give his solemn aosuranoos that he personally would soo t o it that Boo~ and his associates would be tree to evacuate when and ae a real threat t o their security became imminent. Gene~al Sikorski and Foreign J.Unistor Zalosh wore dleappoi nted in th.o Ru,canian oovornment ' a re~ly, e1nce reporto at that time indicated an i llll:linent throat to RUmani an territory b oth by Germaey and Bulgaria, aa well as Russia. Since giving his aaauranooo t o Yini eter Aroiszewaki, Qafenou was replaced aa Foreign Y1n1ater, and aa tho alroaey unhappy situation in RUmania booomoo more endangered, so the position ot Beck becomes =ore pre carious . Juat before QY dopnrture from Lisbon, the termor Counselor ot tho British Embassy in Rome imparted to mo that he bad received intorgation through oont1dent1al ohsnnolo , that Book's position waa growing rnpidly worao . Having in mind the State Dspartcont's cabl e o! inquiry to me aa of the latter part of April , oontidCAtially ind1oat1ng your huaan1tar1an interest in Beck' s we l fare , I bavo takon this oocaaion t o tlr ite you tho above information. Should it be possible for aey formula to be worked out whereby Bock could bo brought to tho United States, I personally would be glad to con• ribute my financial support and efforts towards proolueillg tbe possibility o! hie beoomi .ng a burden on tho coiii!!IUD1t;y. I bavo in mind creating a obair ot Contemporary History 1n aaae Uni versity for wbloh I sincerely believe be is well qualified.
