Information Management Unit Overview of the August 2020 3W

KACHIN State The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township, and IDP camps).

In total, 213 agencies participated in the August 2020 3W, providing information on their humanitarian and development activities across 22 sectors and 157 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities for local NGOs and CBOs, since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.

This Overview describes projects under implementation in Kachin as of August 28, 2020. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. 1. Organizations active in A total of 73 agencies reported activities in Kachin state: 50 are engaged in Development-focused projects (396 village tracts/towns), 17 are engaged in support to other vulnerable groups (not IDP related, 274 village tracts/towns), 29 are engaged in activities which target IDPs and Host Communities (215 village tracts/towns and 118 camps) and 23 are active in IDP-focused activities (95 village tracts/towns and 134 camps). IDP-related projects were reported in a total of 135 camps or camp-like settings.

A total of 173 projects were reported in Kachin State: 32% of the projects involve work with IDPs (56 IDP & Host Community or IDP-only focused projects), and 68% have a focus on other populations (117 Other Vulnerable Groups and/or Development-focused projects).

Non-IDP focused projects (Other Vulnerable Groups and/or Development activities): 59 organizations reported 117 village or township-based projects under implementation in 462 village tracts/towns. The majority are implemented by INGOs. Most of the reported projects are in (48 village tracts/towns), (41), and (38 in each), Mansi (36), (32), (31), (30) and (28).

IDP & Host Community and IDP-only focused activities: 38 organizations reported 56 projects under implementation in 236 village tracts/towns and 135 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Momauk (47 village tracts/towns and 15 camps), Waingmaw (29 and 25), Shwegu (23 and 3), Mansi (22 and 11), Bhamo (17 and 8), Myitkyina (16 and 26), Mogaung (16 and 11), Mohnyin (14 and 5) and (13 and 22).

2. Non-IDP focused projects - Other Vulnerable Groups and Development Projects

A total of 117 projects with a focus on non-IDP populations (Other Vulnerable Groups and/or Development-focused projects) were reported in 14 sectors in 462 village tracts/towns across Kachin, representing 14% of the total projects reported to the Countrywide 3W and 68% of the projects in the whole of Kachin state. Only 43% of total projects were reported at villages tracts/towns level, by 38 of the 59 agencies (mainly INGOs). As such, the actual number of villages/wards with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: has the highest concentration of active organizations (42 agencies), followed by Waingmaw (29 agencies), Bhamo (28), Mogaung and Mohnyin (23 in each), Momauk (20), Mansi (18), Puta-O (16), Hpakant (15), (13), Chipwi, Shwegu and (10 in each), Injangyang and (9 in each), Nawngmun (7), Tsawlaw (6) and Khaunglanhpu (5).

Frequency of project interventions: Note that the actual number of villages tract/towns level interventions would be higher than reported here as some agencies (21 of the 59 reporting agencies) did not include the villages tracts/towns level information in their 3W reports.

➢ Health is the most widespread intervention: 23 organizations reported 38 projects in 293 village tracts/towns and 706 villages/wards across all 18 townships in Kachin State. Agencies are reportedly more concentrated in the townships of Myitkyina (17 agencies), followed by Bhamo (13), Mogaung and Waingmaw (11 in each), Hpakant and Mohnyin (8 in each), Momauk and Tanai (7 in each), Mansi and Sumprabum (6 in each), Puta-O and Shwegu (5 in each), Chipwi and Injangyang (4 in each), Machanbaw and Nawngmun (3 in each), Tsawlaw (2) and Khaunglanhpu (1). The majority of health interventions are Malaria Programme (116 village tracts/towns), Reproductive Health Care (100), Harm Reduction (96), Community Home Based Care (76), HIV/AIDS Programme (67), Maternal and Child Health (50) and TB Programme (48). ➢ Protection is the second main sector: 13 agencies reported 22 projects in 106 villages/wards and 58 village tracts/ towns across 12 of the 18 townships in Kachin State. Activities were most concentrated in Myitkyina township (10 agencies), followed by Bhamo (6 agencies) and Waingmaw (5), Mansi, Mogaung, Mohnyin and Momauk (2 in each) and Machanbaw, Nawngmun, Puta-O, Shwegu and Tanai (1 in each). The most frequent activities are Promoting Gender Equality and Empowerment of Women (28 village tracts/towns), Awareness Raising on Protection Issues and Community Based Protection (Groups) (21 in each). ➢ Governance is the third main sector: 7 agencies reported 12 projects in 50 villages/wards and 41 village tracts in 14 townships. Activities were more concentrated in Myitkyina (6 agencies), Bhamo, Mohnyin and Waingmaw (5 agencies in each), Puta-O (4) and Hpakant and Momauk townships (3 in each). The most frequent activities are Housing, Property and Land Reform (29 village tracts/towns) and Strengthening Civil Society (12). ➢ Livelihoods is the fourth main sector: 8 agencies reported 9 projects in 202 villages/wards and 142 village tracts/towns in 16 of 18 townships across Kachin State, mainly in the Momauk and Waingmaw Townships (5 agencies in each). The most frequent activities are Income Generation Support (85 village tracts/towns) and Microfinance (65) with a lower number of interventions in other sub-sectors – Vocational Education and Training (23 village tracts/towns) and Cash Grants (10). ➢ Peace Building/ Conflict Prevention is the fifth main sector: 8 agencies reported 9 projects in all 11 townships, mainly in the Myitkyina Township (5 agencies). Most activities were focused on Conflict transformation and Peacebuilding (11 townships and 7 village tracts/towns). ➢ There are fewer activities focused on Other Vulnerable groups and/or Development-focused activity reported in other sectors: Education (5 agencies, 229 village tracts/towns), Nutrition (3 agencies, 103 village tracts/towns), WASH (5 agencies, 94 village tracts/towns), Agriculture (6 agencies, 78 village tracts/towns), Mine Action (2 agencies, 30 village tracts/towns), Environment (3 agencies, 16 village tracts/towns), DRR (1 agency, 2 townships) and Coordination and Social Protection (1 agency, 1 township in each). ➢ Among the more development-oriented sectors, no projects under implementation were reported for CCCM, Food, Infrastructure, Logistics, Non-Food Items, Private Sector Development, Responsible Tourism and Shelter.

Overall, the 3W reporting of non-IDP focused activities in Kachin (i.e. Other Vulnerable groups/Development-focused) indicates an increase in village tract reach of activities in all sectors namely Agriculture, Education, Health, Livelihoods, Mine Action, Nutrition, Peace Building, Protection and WASH except Food.

3. IDP & Host Community and IDP-only Focused Projects

In total, 56 projects with a focus on internally displaced persons were reported by 38 organizations in 15 sectors in 236 village tracts/towns and 135 IDP Camps across Kachin, representing 32% of the total projects reported for Kachin State.

Number of agencies: has the highest concentration of active organizations (26 agencies), followed by Myitkyina (25 agencies), Momauk (24), Mansi (20), Bhamo (18), Mogaung (16), Hpakant (15), Chipwi and Shwegu (14 in each), Tanai (12), Mohnyin, Puta-O and Sumprabum (9 in each), Injangyang and Machanbaw (2 in each) and Khaunglanhpu (1).

Frequency of project interventions: ➢ Protection is the most widespread intervention: 16 organizations reported 27 projects in 134 villages/wards, 94 village tracts/towns and 126 camps in 13 townships, particularly in Waingmaw (14 agencies), Myitkyina (13), Momauk (12), Bhamo (9), Hpakant and Mansi (8 in each). The most frequent activities related to Promoting Gender Equality and Empowerment of Women (42 village tracts/towns, 35 camps), Protection Assessment (36 village tracts/towns, 120 camps), Community Based Protection (Groups) (28 village tracts/towns, 119 camps) and Gender Based Violence (28 village tracts/towns, 85 camps).

➢ Health is the second main sector: 14 organizations reported 19 projects in 164 villages/wards, 82 village tracts/towns and 111 camps in 14 townships across Kachin State. Townships with the highest number of these activities are Myitkyina and Waingmaw (9 agencies in each), Momauk (5) and Hpakant, Mansi and Tanai (4 in each). The majority of health interventions are Maternal and Child Health (36 village tracts/towns, 15 camps) and Reproductive Health Care (21 village tracts/towns, 68 camps).

➢ Livelihoods is the third main sector: 12 agencies reported 15 projects in 121 villages/wards, 81 village tracts/towns and 76 camps in 12 townships across Kachin. Projects are most concentrated in Waingmaw (10 agencies), Myitkyina (9), Momauk (7), Mansi (6), Chipwi (5) and Bhamo (4). The most frequent activities are Vocational Education and Training (69 village tracts/towns, 59 camps), Microfinance (42 village tracts/towns, 35 camps) and Income Generation Support (38 village tracts/towns, 61 camps).

➢ WASH is the fourth main sector: 7 agencies reported 11 projects in 50 villages/wards, 47 village tracts/towns and 75 camps in 14 townships in Kachin, particularly in Myitkyina (6 agencies), Hpakant (5), Chipwi and Waingmaw (4 in each) and Bhamo, Mohnyin and Momauk (3 in each). The most frequent activities are Hygiene Promotion & Behaviour Change (44 village tracts/towns, 42 camps) and Water Supply – Community (16 village tracts/towns, 37 camps).

➢ Education is the fifth main sector: 7 organizations reported 8 projects in 45 villages/wards, 36 village tracts/towns and 36 camps in 16 townships. Projects are most concentrated in Momauk and Myitkyina (5 agencies in each), Mansi and Waingmaw (4 in each) and Hpakant and Shwegu (3 in each). The most frequent activity is Disaster Preparedness Response in Education (28 village tracts/towns, 5 camps).

➢ Other sectors with lower levels of camp/village-based activity: Mine Action (4 agencies, 80 village tracts/towns, 19 camps), Nutrition (6 agencies, 65 village tracts/towns, 111 camps), CCCM (2 agencies, 53 village tracts/towns, 115 camps), Shelter (3 agencies, 52 village tracts/towns, 117 camps), Food (4 agencies, 47 village tracts/towns, 119 camps), Peace Building / Conflict Prevention (4 agencies, 39 village tracts/towns, 95 camps), Non-Food Items (1 agency, 11 village tracts/towns, 21 camps), Agriculture (2 agencies, 14 village tracts/towns, 19 camps), Social Protection (1 agency, 5 village tracts/towns, 4 camps), and Coordination (2 agencies, 2 townships).

➢ No projects were reported as under implementation for these populations related to DRR, Environment, Governance, Infrastructure, Logistics, Private Sector Development and Responsible Tourism.

Overall, the 3W reporting of IDP/IDP & Host Community focused projects in Kachin indicates an increase in camp-reach of activities in Agriculture, CCCM, Food, Health, Mine Action, Non-Food Items, Nutrition, Protection, Shelter and WASH sectors over the past 6 months, and a reduction in the reported Education, Livelihoods and Peace Building / Conflict Prevention projects.
