Camp profile questionnaire briefing has been successfully completed in Bhamo, Lashio and . The deadline for data collection was 30 April 2019.

Shelter need in Nyau Na Pin has been shared to partners. NRC in process to request to allocate the MHF funding for Nyau Na Pin.

Shelter support for IDPs from Mai Hkaung RC is ongoing for solution. UNHCR supported with CGIs, shelters being implemented by KMSS-Bhamo. Support provided for school construction for returnees.

Bhamo Muyin movement: As per the follow up: UNHCR Bhamo team visited to the camp on 6 Shelter needs to be shared to all May 2019. Specially, those who want to return, they haven’t yet contacted with GAD. And most of the IDPs said they need livelihood assistance (farming and capital). Within the group, at-least 2 IDPs said they need 1 year of food support after leaving the camp. Interesting is that for local integration purpose, the families have already reported to the Immigration office and got HH registration certificate. But they still have not reported to the land registration department neither verified about the land feasibility to stay. They have not thought of requesting for any basic services improvement where they are relocating. Tarpaulins for temporary prevention for leakage in the camp has been provided by UNHCR during the visit.

Some suggestion made: To discuss among themselves and provide the list of need of Shelter and Wash for new construction, renovation or repair in the site of return or integration. Should also discuss about the arrangement of their children’s studies. About livelihood, they should also consider what type of livelihood would be sustainable for them, for those planning to integrate to provide the plan of their livelihood ideas as farming for them would not be possible because of lack of land. While they are planning to meet the GAD, they also need to consider to discuss about the basic security and services and think of taking holistic approach where UNHCR can provide technical support for the letter preparation and coordination. UNHCR will also support them to receive the durable solution awareness and Mine risk education, if and when needed. 2 Recent updates:

1) Loije Mission: Almost all shelters in needs of replacement. There was a request for NFI replenishment in all 5 camps in Area. NFI transportation and distribution is being coordinated within UNHCR, KBC-Bhamo and KMSS-Bhamo benefitting 2,672 IDPs. Loije Lisu fencing: It is planned that the dismantled shelter materials from Nyau Na Pin (if the shelter construction rolls out in this camp) will be used for fencing in Loije Lisu camp, however, funding for it still remain gap. There is also a need of maintenance of old electric wiring in Lweje Lisu camp which is being used since 2011. While there was an assessment done by a government however no follow up or action was taken to replace the wiring.

Recommendation: Out of over 100 Bamboo shelter units, Nyau Na Pin and Lisu camp (2) Shelter gaps to be shared to all were considered the priorities as the shelter and its roofing were collapsing. The IDPs who returned were supported with Individual WASH partners to be housing for all 17 HHs in 4 different location. coordinated. 4) 2 Storey shelter design/Shelter TWG meeting: The shelter constructed in Loije in 2017 will be reviewed during the Shelter TWG meeting to be held in 13 May 2019 in Myitkyina UNHCR office, based on the findings from the loije mission conducted by UNHCR with KBC-Bhamo & KBC- Myitkyina. Key findings and draft revised design will be shared for further discussion.

3. Agency update;

KBC- Bhamo: raised an issue of partners not coordinating with the camp management agencies during the implementation. 2) Situation of IDPs being expelled from camps and subsequently also from camp list: It is found that camp mangers or CMC take the decision to expel individuals who break camp rules, however they also remove the IDPs from CCCM list. WFP had highlighted a case where they found it difficult to provide food assistance to a family that was removed from the camp list. While in another case, through their partner they managed to get the expelled family included in the GAD list. In such cases, Camp managers are requested to maintain the IDPs in CCCM list to not create additional protection risks for expelled families by removing them from the list altogether. The assistance provided needs to be allocated at the point nearby the camp site, if not inside the camp. 3) When to remove IDP names from CCCM list after IDP leave the camp? It was agreed that, IDPs from their side officially needs to state that they are leaving the camp to find the solution. In case if IDPs are under preparation process, they still need to be included in the CCCM list with relevant comments in remark. In case of IDPs living in the shelter and land owned by them, joint assessment needs to be conducted to recommend for the status of IDPs leading to advocacy for the solution. Awareness of durable solution has to be raised in order to decrease the dependency and support on connecting the IDPs with host families, local authority and development actors.
