Information Management Unit Overview of the August 2019 3W

KACHIN State

The MIMU 3W gathers inputs from participating humanitarian and development agencies on Who is doing What, Where, across Myanmar. It is conducted every 6 months and provides information on agencies’ activities at various levels (village/village tract/township and IDP camps).

226 agencies participated in the August 2019 3W, providing information on their humanitarian and development activities across 22 sectors and 155 sub-sectors as defined by technical/sector working groups. 3W reporting is quite comprehensive for projects of INGO, UN and Red Cross agencies, but there is under-reporting of activities of local NGOs and CBOs since not all are participating. Agencies must report to a sufficiently detailed level (village or camp level) for their work to be reflected fully in the MIMU 3W products.

This Overview describes projects under implementation in Kachin as of August 23, 2019. Further information on planned and recently completed projects is available from the 3W dataset, published on the MIMU website. 1. Organizations active in 68 agencies reported activities in Kachin state: 44 are engaged in Development focused projects (332 village tracts/towns), 13 are engaged in support to other vulnerable groups (not IDP related, 192 village tracts/towns), 28 are engaged in activities which target IDPs and Host Communities (156 village tracts/towns and 122 camps) and 23 are active in IDP-focused activities (125 camps). IDP-related projects were reported in a total of 133 camps or camp-like settings. A total of 174 projects were reported in Kachin State: 30% of the projects involve work with IDPs (53 IDP & Host Community or IDP-only focused projects), and 70% have a focus on other populations (121 Other Vulnerable Groups and/or Development-focused projects).

Non-IDP focused projects (Other vulnerable groups and/or Development activities): 52 organizations reported 121 village or township-based projects under implementation in Kachin. The majority are implemented by INGOs. Most of the reported projects are in and (41 village tracts/towns in each), (40), (39), (37), (33), , (32), Mansi (29) and (26).

IDP & Host Community and IDP-only focused activities: 35 organizations reported 53 projects under implementation in 175 village tracts/towns and 133 IDP camps. The majority are implemented by INGOs and UN agencies. Most of these projects are in Momauk (31 village tracts/towns and 14 camps), Bhamo (29 and 8), Myitkyina (28 and 25), Mohnyin (23 and 3), Waingmaw (16 and 26), Mogaung (16 and 8), Mansi (13 and 11) and (8 and 23).

2. Non-IDP focused projects - Other Vulnerable Groups and Development Projects

121 projects with a focus on non-IDP populations (Other vulnerable groups and/or development focused projects) were reported in 14 sectors in 401 village tracts/towns across Kachin, representing 15% of the total projects reported to the Countrywide 3W and 70% of the projects in the whole of Kachin state. Only 36% of total projects were reported at villages/wards level, by 21 of the 52 agencies (mainly INGOs). As such the actual number of villages/wards with activities is likely to be higher than what has been reported to the MIMU 3W.

Number of agencies: has the highest concentration of active organizations (38 agencies), followed by Mohnyin (22 agencies), Bhamo (21 agencies), Waingmaw (18 agencies), Mogaung (17 agencies), Hpakant and Momauk (15 agencies in each), Puta- O and (12 agencies in each), Mansi (11 agencies), Shwegu (8 agencies), Chipwi and (7 agencies in each), Injangyang, and Tsawlaw (5 agencies in each) and Khaunglanhpu and Nawngmun (3 agencies in each).

Frequency of project interventions: Note that the actual number of villages/wards level interventions would be higher than reported here as some agencies (31 of the 52 reporting agencies) did not include the villages/wards level information in their 3W reports.

➢ Health is the most widespread intervention: 23 organizations reported 42 projects in 250 village tracts/towns and 551 villages/wards across Kachin State. Agencies are reportedly more concentrated in the townships of Myitkyina (15 agencies), followed by Bhamo and Waingmaw (9 agencies in each), Hpakant, Mogaung and Mohnyin (8 agencies in each), Momauk and Tanai (6 agencies in each), Mansi and Shwegu (4 agencies in each), Chipwi and Injangyang (3 agencies in each), Machanbaw, Nawngmun, Sumprabum, Tsawlaw and Puta-O (2 agencies in each) and Khaunglanhpu (1 agency). The majority of health interventions are Malaria Programme (123 village tracts/towns), Harm Reduction (95), HIV/AIDS Programme (69), TB Programme (46), Reproductive Health Care (34) and Health Education (12). ➢ Protection is the second main sector: 12 agencies reported 17 projects in 91 villages/wards and 50 village tracts/ towns across 12 of the 18 townships in Kachin. Activities were most concentrated in Myitkyina township (7 agencies) Bhamo (4 agencies), and Mohnyin, Puta-O and Waingmaw (3 agencies in each). The most frequent activities are Promoting Gender Equality and Empowerment of Women (36 village tracts/towns), Awareness Raising on Protection Issues and Community Based Protection (Groups) (21 in each). ➢ Governance is third the main sector: 9 agencies reported 16 projects in 53 villages/wards and 42 village tracts in 13 townships. Activities were more concentrated in Myitkyina (8 agencies), Bhamo, Mohnyin and Puta-O (4 agencies in each) townships. The most frequent activities are Housing, Property and Land Reform (30 village tracts/towns) and Strengthening Civil Society (12). ➢ Livelihoods is the fourth main sector: 8 agencies reported 10 projects in 180 villages/wards and 129 village tracts/towns in 16 of 18 townships across Kachin. The most frequent activities are Income generation support (84 village tracts/towns) and Micro-Finance (62) with a lower number of interventions in other sub-sectors – Vocational Education and Training (24 village tracts/towns), Cash Grants (5). ➢ Education is the fifth main sector: 4 agencies reported 7 projects in all 18 townships, mainly in the Myitkyina (3 agencies) Township. Most activities were focused on Food/Cash for Education (85 village tracts/towns) and Quality Basic Education/Formal Education (17 townships). ➢ There is less activity focused on Other vulnerable groups and/or Development focused activity reported in other sectors: Agriculture (4 agencies, 72 village tracts/towns), Peace Building/ Conflict Prevention (4 agencies, 7 townships), Environment (3 agencies, 17 village tracts/towns) , WASH (3 agencies, 15 village tracts/towns), Mine Action (2 agencies, 13 village tracts/towns), Nutrition (2 agencies, 109 village tracts/towns), Food (2 agencies, 10 village tracts/towns) and Coordination and Social Protection (1 agency, 1 township in each). ➢ Among the more development-oriented sectors, no projects under implementation were reported for CCCM, DRR, Infrastructure, Logistics, Non-Food Items, Private Sector Development, Responsible Tourism and Shelter.

Overall, the 3W reporting of non-IDP focused activities in Kachin (i.e. Other Vulnerable groups/Development-focused) indicates an increase in village tract reach of activities in Agriculture, Education, Food, Governance, Health, Livelihoods, Mine Action, Nutrition, Peace Building/ Conflict Prevention and Protection sectors over the past 6 months, and a reduction in the reported Environment and WASH interventions.

3. IDP & Host Community and IDP-only Focused Projects

53 projects with a focus on internally displaced persons were reported by 35 organizations in 14 sectors in 175 village tracts/towns and 133 IDP Camps across Kachin, representing 30% of the total projects reported for Kachin State.

Number of agencies: Myitkyina township has the highest concentration of active organizations (25 agencies), followed by Mansi, Momauk and Waingmaw (19 agencies in each), Shwegu (16 agencies), Bhamo and Mogaung (15 agencies in each), and Hpakant (14 agencies), Chipwi and Mohnyin (11 agencies in each), Puta-O (9 agencies), Tanai (7 agencies), Sumprabum (4 agencies), Injangyang (2 agencies) and Khaunglanhpu (1 agency).

Frequency of project interventions: ➢ Protection is the most widespread intervention: 14 organizations reported 24 projects in 53 villages/wards, 47 village tracts/towns and 122 camps in 14 townships, particularly in Myitkyina, Momauk and Mansi (10 agencies in each), Waingmaw (9 agencies), Shwegu (7 agencies), Bhamo and Hpakant (6 agencies in each). The most frequent activities related to Gender Based Violence (33 villaget tracts/towns, 75 camps), Child Protection in Emergencies (19, 44), Persons with Disabilities (13, 29), Child Protection (9, 17), and Protection Assessment (8, 28).

➢ Health is the second main sector: 10 organizations reported 15 projects in 45 villages/wards, 34 village tracts/towns and 80 camps in 15 townships across Kachin State. Townships with the highest number of these activities are Myitkyina (5 agencies), Mansi (4 agencies), Momauk and Waingmaw (3 agencies in each). The most of health interventions are Reproductive Health Care (26 village tracts/towns, 70 camps).

➢ WASH is the third main sector: 8 agencies reported 14 projects in 38 villages/wards, 33 village tracts/towns and 82 camps in 13 townships in Kachin, particularly in Momauk and Waingmaw (6 agencies in each), Chipwi, Hpakant, Mansi, Mohnyin and Myitkyina (5 agencies in each) and Bhamo and Mogaung (3 agencies in each). The most frequent activities are Hygiene Promotion & Behaviour Change (29 village tracts/towns, 72 camps), Water Supply – Community (26, 68), Excreta Disposal/Treatment/ Management – Household Level (17, 42) and Environmental Sanitation (16, 44).

➢ Livelihoods is the fourth main sector: 9 agencies reported 13 projects in 49 villages/wards, 42 village tracts/towns and 83 camps in 14 townships across Kachin. The most frequent activities are Income Generation Support (26 village tracts/towns, 48 camps), Cash Grants (21, 41) and Vocational Education and Training (20, 33). Projects are most concentrated in Mansi and Momauk (7 agencies in each), Hpakant, Mogaung, Myitkyina and Waingmaw (4 agencies in each) and Bhamo, Chipwi and Mohnyin (3 agencies in each) townships.

➢ Education is the fifth main sector: 6 organizations reported 12 projects in 3 villages/wards, 8 village tracts/towns and 35 camps in 11 townships. Projects are most concentrated in Mansi, Momauk, Myitkyina and Shwegu (4 agencies in each) and Chipwi and Waingmaw (3 agencies in each). The most frequent activity is Quality Basic Education/Formal Education (11 townships, 25 camps).

➢ Other sectors with lesser levels of camp/village-based activity: Food (7 agencies, 50 village tracts/towns, 85 camps), CCCM (4 agencies, 46 village tracts/towns, 113 camps), Peace Building / Conflict Prevention (3 agencies, 17 village tracts/towns, 94 camps), Shelter (5 agencies, 46 village tracts/towns, 112 camps), Nutrition (3 agencies, 39 village tracts/towns, 59 camps), Non-Food Items (4 agencies, 17 village tracts/towns, 22 camps), Mine Action (3 agencies, 109 village tracts/towns, 19 camps), Agriculture (1 agency, 4 Townships, 11 camps) and Coordination (3 agencies, 5 townships).

➢ No projects were reported as under implementation with these populations related to DRR, Environment, Governance, Infrastructure, Logistics, Private Sector Development, Responsible Tourism and Social Protection.

Overall, the 3W reporting of IDP/IDP & Host community focused projects in Kachin indicates an increase in camp- reach of activities in Agriculture, Education, Health and Livelihoods.
