voted to · accept · Eastern President Daniel E. Marvin's recommendation to . hire Stanley Rives as Eastern's vice president for academic affairs. Marvin said the decision to hire Rives, currently associate provost and dean of instruction at Illinois State University, was backed by the search committee and many campus groups .. Rives will begin his Eastern duties Jan. 1. His salary will be $48,000. The BOG also voted to allow Margaret Soderberg to act as vice president for academic affq,irs until Rives takes over. Soderberg, who is assistant vice president for academic affairs, will be paid a monthly salary of $3,660. In other business, the BOG approved the capital priorities list for capital improvements at Eastern. The list organizes capital projects which the BOG approved in July in order of their importance. Almost every Halloween, stories of eerie and bizarre deaths surface. In most cases, the stories are completely unfounded and untrue, but sometimes ... Murder on Ice

Two men wearing black ski caps, ponchos and brandishing shotguns bursted into a grocery store on a cold, February night in 1975. They robbed the store and fled from the scene in a car. One of the robbers was arrested early the following morning· in Mattoon. The other was missing. Three days later, passers-by found Darwin Ray Webb's frozen body in a snow-filled ditch on the north side of Illinois 16 about3/ 4 of a mile west of Loxa road. Webb had been shotgunned twice-once in the chest and again in the back of the neck. It turned out that Webb and the arrested man , Russel Lee Roberts, were . both prisoners in the Macon County Jail in Decatur from Jan. 30 to Feb. 3, 1975. Roberts was released from prison a few days before Webb. Authorities tried to determine if there was any connection between the grocery store robbery and Webb;s death. Roberts was considered the prime suspect in both cases but police could not locate either of · the two shotguns used in the robbery and slaying. Roberts was convicted of the robbery charges. No one was convicted of the slaying because the weapons were not .found. The Darwin Webb case remains unsolved to this day.
