PRESENTATION: COWIE TEST SITE UPDATE

1 SUMMARY

1.1 Through the community tests we are exploring community empowerment, promoting social justice and working increasingly collaboratively and innovatively with partners, local businesses, third sector and communities to design and deliver services that meet local need. The communities working alongside us are those of Cowie, Mercat Cross, , and , and Strathfillan and .

1.2 The presentation focuses on the significant progress with Cowie, a recognised regeneration area with clear aspirations to rejuvenate its heart and improve the outcomes for the individuals and families who live there.

2 OFFICER RECOMMENDATION(S)

The Community Planning & Regeneration Committee is asked:-

2.1 to note the contents of this presentation; and

2.2 to receive a presentation on a rural test site area at June Committee.

3 CONSIDERATIONS

Cowie

3.1 A local Community Leadership Forum has been established, meeting quarterly and comprising of the local headteachers, community representatives, Norbord, First Bus, Police and Council Officers.

3.2 Three meetings have now taken place and forum members have identified 3 major priorities that they wish to concentrate on. These are:

3.2.1 Cowie Main Street should become the attractive heart of the village with places to meet and connect; 3.2.2 Cowie should be a safe place to live and bring up children; with crime, anti-social behaviour and vandalism being tackled more collaboratively;

3.2.3 There should be more opportunities to increase the well-being of children and young people in the village and a raising of aspirations.

3.3 The video presented offers a case study to gain a better understanding of how the Cowie Leadership Forum works in practice and some of the excellent initiatives being progressed.

Mercat Cross, Strathblane, Balfron and Killearn, Strathfillan and Killin

3.4 Work continues to progress within the other three test site areas. Examples of progress include:

3.3.1 Running a series of community, family and stakeholder events in the Mercat Cross area to identify local priorities and shape community understanding and input into the City Development Framework;

3.3.2 Establishing a Community Care Hub project in Stathblane, Balfron and Killearn to work collaboratively with the community, third sector, local businesses and partner agencies. The purpose of this project is to shape a viable future for Strathendrick Care Home and to develop a model of holistic care and support of elderly local residents e.g. training of responder volunteers;

3.3.3 Developing innovative outreach health/care services in the remote and areas by exploring how village halls could be used for video conferencing or outreach surgeries.

This is an update report on the Cowie Community test site project. It has no negative impact on people with protected characteristics. It is envisaged that by developing this project, there will be a positive impact for communities/individuals experiencing poverty.
