1. Introduction

The Stirling Council Employment Land Audit provides an annual update on the supply of employment land across the Stirling Local Development Plan Area1 and an overview of planning and development activity relating to employment uses. This 2017 audit covers the 12 months from 1st July 2016, providing an up-to-date picture, at 30th June 2017, of the status and availability of employment sites in Stirling. The audit will inform the consideration of planning applications that relate to employment land or sites in employment use, specifically with regard to the requirement to maintain an effective land supply. It also assists in the monitoring the performance of local development plan policies and the strategy which underpins it. ‘Employment’ for the purposes of this audit and the local development plan encompasses activities and uses falling within Classes 4 (Business), 5 (General Industry) and 6 (Storage and Distribution) as defined in the Town and Country Planning (Use Classes) () Order 1997. ‘Employment Land’ is defined as land currently in use, designated in the development plan or with planning permission for these uses.

2. Context

Stirling is at the beginning of a transformation; the aspiration to place it alongside the best cities in the world. A collaborative approach has identified a programme of projects founded on an ambition to make the city as an economic and cultural powerhouse, recognising Stirling’s assets, people and potential to generate wealth and increase opportunities for all via a City Region Deal and private sector investment. First announced by the Chancellor of the Exchequer in the 2017 Autumn Statement, formal negotiations with both Scottish and UK Governments on the Stirling City Region Deal are expected to conclude with a Heads of Terms agreement by the end of 2017. These negotiations will determine overall objectives, timescales, themes and specific projects to be pursued. Further detailed business cases will be required in order to release funds, on a phased basis.

City Region Deal projects identified to date include:  The Harbour The co-location of public sector organisations within new, modern office space; a centre for third sector innovation; a national centre for tartan and a shared civic space extending and unifying Stirling’s city centre and the river, creating a new and exciting area alongside the Engine Shed – a unique centre for conservation skills and heritage excellence.  Digital District Centred on a Digital Hub located within the existing Municipal Buildings, this will be the catalyst which places Stirling at the forefront of digital innovation and enterprise nationally and internationally.  Grow-on Space Addressing the shortage of space in the city for incubating and developing small to medium sized enterprises (SME), a bespoke space for established businesses to develop. The City Region Deal complements Stirling’s Economic Strategy: A Strategy for Jobs, which envisages an increase in the number of high value jobs through the provision of an excellent quality of life for residents and visitors and a location of first choice for business; complemented by the ability to capitalise on an ambitious, diverse and growing economy and knowledge base. New business space has an important role to play in Stirling’s future. The availability of a good range of employment sites and commercial space to sustain and grow the economy is critical, adding to the attractiveness of the area. Scottish Planning Policy Scottish Planning Policy (SPP) sets out national planning policies that reflect Scottish Ministers’ priorities for the operation of the planning system and the development and use of land. SPP includes policies on business and employment, including business land audits. Paragraph 101 of SPP states: “Local development plans should allocate a range of sites for business, taking account of current market demand, location, size, quality and infrastructure requirements; whether sites are serviced or serviceable within five years; the potential for a mix of uses; their accessibility to transport networks by walking, cycling and public transport and their integration with and access to existing transport networks. The allocation of such sites should be informed by relevant economic strategies and business land audits in respect of land use classes 4, 5 and 6.”

2.Summary2. Context Context

With regard to business (or employment) land audits, SPP advises they should be undertaken regularly by local authorities to inform reviews of development plans, and updated more frequently if relevant. Audits should monitor the location, size, planning status, existing use, neighbouring land uses and any significant land use issues (e.g. underused, vacant, derelict) of sites within the existing business land supply. Although the regularity of business land audits is not specified, Stirling Council has, since 2012, carried out the Employment Land Audit on an annual basis. Stirling Council Local Development Plan Stirling adopted its first Local Development Plan (LDP) in September 2014. The LDP identifies 53 employment sites, providing 82.9 ha of employment land in the period to 2024. Beyond this, a further 116 ha is identified in Period 2 (2024-34). The amount of employment land required was based on an aspirational rate of economic growth, calculated in 2010, translated into a projected increase in jobs; a business space requirement and then a land requirement of 86.8 ha, with the distribution of sites reflecting the spatial strategy of the Plan. In addition to the allocation of sites for employment development, the Local Development Plan identifies Employment Safeguarding Areas – areas which encompass existing business activity including business parks and industrial estates. The policies of the Plan seek to safeguard land allocated for employment use, sites within Employment Safeguarding Areas and sites currently in employment use (Policy 2.4); direct new Class 4, 5 and 6 use, plus waste management facilities, to locate within allocated employment sites or an area safeguarded for such uses, in the first instance (Policy 2.5); and direct developments supporting rural economic activity in the Countryside in-and-around identified Rural Activity Areas, settlements and redundant and underutilised buildings (Policy 2.9). Where a site is no longer required to maintain an effective supply of employment land set out in within the spatial strategy, or the use is ancillary to or complements the overall employment use, other uses may be permitted and Policy 2.4, part (d) gives a commitment to monitor the employment land through an annual Employment Land Audit, which will include windfalls and will be used to determine if an effective land supply is being maintained On 1st February 2017, Stirling Council submitted a Proposed Plan to Scottish Ministers for Examination. The main purpose of bringing forward the review of the adopted Local Development is to address a shortfall in the 5-year housing land supply and to take account of SPP, which was published after the date of the first Proposed Plan. While many of the sites allocated in the adopted Local Development Plan have been rolled forward to the Proposed Plan, there have been some changes to the Employment Land Schedule: five sites are no longer identified as employment sites as a result of the site having been developed; identified for an alternative use or because the 6

landowner no longer intends to develop the site. Three new sites have been added to the schedule: one windfall site; one due to the subdivision of an existing site and one as the result of a retail site now being identified for both retail and employment use. Overall, the effect of the changes to the sites allocated for employment use in the Proposed Plan is that 79.2 ha of employment land is identified by the plan in the period to 2027 with a further 114.9 ha identified in Period 2 (2027-37). In total there are 51 sites. The policy framework relating to employment use – particularly Policies 2.4, 2.5 and 2.9 – remains largely the same. It is, however, proposed that applications for a non- employment uses upon sites currently in employment use but not allocated or within an Employment Safeguarding Area will no longer be required to demonstrate there is no interest in the site for another employment use by way of an unsuccessful marketing exercise of at least 12 months. Following receipt of the Report of Examination, it is expected the new Local Development Plan will be adopted in early 2018.

3. Audit approach

The purpose of this Employment Land Audit is to provide an update on the supply of employment land across the Stirling Local Development Plan area, with a specific focus on whether an effective land supply exists. The audit also serves to provide an overview of planning and development activity relating to employment uses over the 12 month period of the audit. There are three main elements to this audit report which sequentially represent a logical approach to monitoring:  Monitoring of planning applications (Section 4) All planning applications submitted which propose the development, redevelopment or change of use to or from employment use(s) are tracked. Those determined within the audit year are noted and analysed in Section 4 and Appendix A. Developments which relate to a floor area of less than 50m² are not included within the monitoring. All applications are monitored, regardless of being located within an allocated site or Employment Safeguarding Area or otherwise. Sites which are not allocated in the adopted Local Development Plan which obtain planning permission for an employment use are defined as ‘windfall sites’. These sites contribute to the available employment land supply and, in time, may become allocated sites in future development plans.  New development of employment land (Section 5) The next stage of the audit approach is monitoring new development on the ground. The ‘take-up’ of employment land is defined as development commencing upon a site that has been granted planning permission. The site will then remain on the employment land schedule until the development has been completed. The level of employment land take-up is one indicator of demand.  Employment land supply (Section 6) Local Development Plans are required to allocate a range of sites for business, taking account of factors including current market demand, location, size and quality. Section 6 of the audit details the sites which make up the Stirling Local Development Plan area’s established employment land supply. This is comprised of: land allocated for employment use in the Local Development Plan and any windfall sites. Section 6 of the Employment Land Audit information on each employment site in the audit is held in a business sites database (BSD). Each site record in the database contains a number of pieces of information including site name and reference number, size, location, status, LDP programming and identified constraints. The information gathered is presented within the Employment Land Schedule and gives a snapshot of their status at 30th June 2017. A key element of the established land supply is whether sites are ‘effective’. For the purposes of this audit, for a site to be considered effective it must be:  Available to come forward in the next 5 years;  Serviced or serviceable within 5 years;

 A site which benefits from a secure planning status (either has a valid planning consent or is an allocated site in the LDP);  Free from major constraints (major constraints would include lack of access to the site, infrastructure and utilities);  Undeveloped or under construction. Please note: some site areas are given as approximations of how much employment land may come forward within a mixed-use opportunity. Site sizes may not reflect the full developable area.

4. New permissions

In the 12 months from 1st July 2016, the Council granted planning permission for 13 applications proposing the development, redevelopment or change of use from or to employment use.

Proposed employment development All of the seven permissions granted for new employment floorspace during the monitoring year propose new build premises.

Of these applications, four were upon allocated sites: two in (B45) and two in Springkerse, Stirling (B31 & B35). Two were within Employment Safeguarding Areas, at Cowie and Back O’Hill, Stirling. The one permission granted for development outwith an allocated or safeguarded site was an ‘in principle’ consent for a new office building within the grounds of an existing factory on Alloa Road, Stirling.

Proposed loss of employment floorspace/sites Six applications were granted for the loss of employment floorspace or land, double the number of the previous audit year.

Two of these applications propose the development of allocated employment land for alternative (non-employment) uses: two car showrooms at Craig Leith Road, Stirling and a coffee shop with meeting room and conference facilities at Manor Farm 10

4. New permissions

Business Park, . Of the four change of use applications, two proposed conversion of offices back to residential use (in Stirling and Fallin), one a renewal application for change of use from offices to a hotel in Stirling and the fourth application was for the creation of a coffee shop at the Castle Business Park.

Cumulatively, if all implemented, these applications would result in the loss of 3,925 m² of Class 4 office space and 1.7 ha of effective business land.

Overall, permission was granted for a net increase in employment floorspace of 5,080 m².

Applications refused Two applications for employment use was refused planning permission during the last 12 months. Both were ‘Planning Permission in Principle’ applications for mixed- uses covering the Berryhills site in Cowie.

5. Employment Take-Up

Take-up of employment land during the period 1 July 2016 – 30 June 2017 amounted to 1.4 ha. This is around half the amount of take-up than the previous monitoring period but greater than in preceding years. Development commenced on three sites, all of which are allocated in the Local Development Plan for employment use. Two of the sites are within the Core Area at Springkerse, Stirling while the third, in Doune, is within the Rural Villages Area. 375m² of Class 4 floorspace was lost during the year at the Castle Business Park with the change of use to a coffee shop. This a minor change which can be considered complementary to the overall employment function of the business park.

7.Summary Conclusions

This 2017 Employment Land Audit demonstrates that within the Stirling Local Development Plan area there is an effective employment land supply of 75.2 ha. Within the employment land supply, there is a range of sites in terms of both size and location. Size The majority of the effective sites are less than 1 hectare in size, which reflects the typical scale of recent development. Larger effective sites are available, with the largest being Kildean (14 ha). Non-effective sites are more likely to be larger – six of the 16 non-effective sites a larger than 5 ha, two are larger than 40 ha.

The large majority of both effective and non-effective employment land within the Plan area is located within the Core Area. This is reflective of both the Spatial Strategy of the Local Development Plan and the availability of brownfield land. 17

7.Summary Conclusions

The employment land supply is dominated by sites at the Bandeath Industrial Estate in Throsk, however, there has been limited new development here and most sites are considered to be ineffective. Other concentrations of employment land are found around Springkerse/Broadleys/ Crookbridge/Millhall (labelled Stirling West in the graph above) and at the two M9 motorway junctions (Pirnhall, Kildean, Tradstocks, Craigforth and Stirling Agricultural Centre – Other Core: outwith settlement). Springkerse has seen the most interest in terms of planning applications and development. It is anticipated that six of the sites identified in the Local Development Plan will have been built out at the time of the next audit. With regard to larger sites in the Stirling West area, and others on the edge of Stirling, while a number of these sites have permission, again there has been limited development in recent years. Overall, the location of both new proposals for employment use and development has also been focused mainly in the Core Area, within allocated employment sites and employment safeguarding areas. In comparing recent take-up with the supply of effective employment land it is judged that there is an adequate supply to meet current demand. It is vital, however, that within the employment land supply there continues to be a range of sites for employment use, both in terms of location and size. There has been increasing pressure from non-employment use, particularly change of use from Class 4 (Business) to Class 3 (Food and Drink), Class 9 (Residential) and Class 11 (Assembly and Leisure). Special consideration must be given to such applications in areas like Springkerse where the demand for sites for employment use has been high and in locations where the supply of effective employment land is limited.
