Architectural and Artistic Concepts of Three Metro Stations Will Be Developed During an Open International Competition Architectural and artistic concepts of three metro stations will be developed during an open international competition The open international competition for development of the architectural and artistic concepts of three stations of Moscow Metro will start on the 15th of November. The objective of the competition is to create unique design solutions for the interiors and entrance pavilions of three new stations of the Third Interchange Circuit — Sheremetyevskaya, Rzhevskaya, Stromynka. The competition initiator is Mosinzhproekt JSC, under the auspices of the Moscow City Government and involving Sergey Kuznetsov - Chief Architect of Moscow. The competition organizer is Agency for Strategic Development CENTER. Both Russian and foreign teams can take part in the competition including specialists in the field of architecture, interior design, engineering, urban planning, economics and finance. In order to participate in the competition, it is necessary to fill in the application before the 15th of December, on the competition's official website www.design-metro.ru. The open competition will be held in two stages. On the the first qualification stage selection of 15 finalists will take place based on their applications and portfolios; on the second further concepts development stage the competition finalists will develop and present their projects to the jury. Each finalist will obtain 400,000 roubles compensation, inclusive of all taxes and fees. The results, three best concepts, will become known on the 04th of April 2017. One winner will be selected for each metro station. The contract for further project development will be signed with every winner. According to the competition criteria, the finalists' solutions shall take into account urban environment and historic contexts of the districts, should be use modern technologies and durable and eco-friendly materials, as well as be adapted for movements of all population categories and be convenient from the point of view of navigation. The jury includes Marat Khusnullin, Deputy Mayor for Urban Development and Construction; Sergey Kuznetsov, Chief Architect of Moscow; Mars Gazizullin, Director General of Mosinzhproekt JSC; Andrey Bochkarev, the Head Moscow Department of Construction; Dmitriy Pegov, the Head of Moscow Metro; as well as leading Russian and foreign specialists in the field of architecture and urban development. Marat Khusnullin: "It is our fundamental position that each metro station should be unique. The Moscow Metro is one of the most beautiful and well-known in the world. It is important to preserve this status. In 2014, on the initiative of Sergey Sobyanin, Mayor of Moscow, for the best metro stations design solutions we revitalized the remarkable tradition of holding competitions. And there is no doubt that the best and successful projects will be embodied as a result of this competition." Sergey Kuznetsov: "I am very happy that Moscow has returned to the idea of architectural competitions for new metro stations, we holding them for the third year in a row. The fundamentally new image of the metro is being formed right before our eyes — a more dynamic, vivid, perhaps not such monumental as before but undoubtedly very interesting. Reviving of the competition practice which resulted in a number of brilliant design solutions for metro stations in 1930s, the Moscow Metro continues to maintain the status of the unique architectural ensemble." Mars Gazizullin: "Mosinzhproekt company is a single operator for construction of new lines and stations of the Moscow Metro. Taking into account that the new stations have a typical structural design, a decision has been taken to announce the architectural competition which will give an opportunity for new architects, designers, engineers to participate and win. That is to say their proposals may make the new stations beautiful and interesting from the architectural point of view and make the Third Interchange Contour of the Metro correlate with city environment around it." The competition stations are Sheremetyevskaya, Rzhevskaya, Stromynka - new stations of the Moscow Metro Third Interchange Circuit The Sheremetyevskaya station will be situated at the intersection of Suschevsky Val and the 2nd street of Maryina Roshcha and will have an interchange to the Maryina Roshcha station of the Lyublinsko-Dmitrovskaya line. The Rzhevskaya station. This is the Third Interchange Circuit station that is located closest to the Kremlin; besides, it is the only one located in the Central Administrative District of Moscow. The station has one entrance hall with exit to the Riga Railway Terminal on Rizhskaya Square from the west side of the platform, from the east side the interchange to the Rizhskaya station will take place. The Stromynka station will have exits to the main entrance of the Sokolniki Park, to Stromynka Street. The interchange to the Sokolniki station of the Sokolnicheskaya line will be performed from it. It is important to realize that the Moscow Metro is one of recognizable symbols of the capital, its visual look has been developed in parallel with the city architecture and reflects its history. The open professional competition for these three new stations will help to find fresh architectural and artistic standards for future design of Moscow Metro stations and allow to implement unique projects for the selected stations. Statement of the problem. The aim of the study is to analyse the basic elements of creating visual comfort in the urban environment in the conditions of the renovation of the existing development of Russian small towns. Results. The main results of the research are the development of the syntactic context of architecture in urban space; the definition of the architectural language as the basis for the formation of compositional characteristics of visual comfort in urban space. Conclusions. The significance of the obtained results lies in the novelty of the approach to the mechanism of updating the architectural environment of cities based on the reform of the visual characteristics of the existing buildings; in the interpretation of architectural forms that reveal the original qualities of urban architecture. The use of the methodological basis of the mechanism of visual renewal of the architectural environment and the formation of urban space as a meaningful context that reveals individual characteristics to the viewer who is in the space of the city. At the same time, the visual- figurative context of the architectural environment of cities acquires a meaningful meaning, which allows us to comprehensively consider the process of renovation of existing buildings, including the tool for visual- spatial construction of architectural solutions.

  • Kesarev Memo | New Russian Government | January 2020
Kesarev phone: +32 (2) 899 4699 e-mail: [email protected] www.kesarev.com NEW RUSSIAN CABINET: STAFF “REVOLUTION” INSTEAD OF STRUCTURAL REFORMS? Summary On January 21, 2020, President Putin approved the structure of the new Russian Government and appointed Deputy Prime Ministers and federal Ministers. New Prime Minister Mikhail Mishustin was appointed on January 16. What are the key specifics of the new Cabinet? The key specific feature of the new Russian Cabinet is that while the structural changes are minimal, the staff reshuffles proved to be radical, both in terms of the number of new people appointed to top offices and change of political status of key Cabinet members (how close they are to the President). This is an extremely atypical decision for Putin, compared to previous Cabinets over the entire period of his stay in power. Earlier, as a rule, the Cabinets included influential figures close to the President and personally associated with him, and a system of checks and balances between different elite groups existed. But at the same time, the decision to change the approach to the Cabinet appointments is logical in the context of a broader presidential “staff policy” over recent years - the so-called “technocratisation” of power (the appointment of young “technocratic” governors, the penetration of such figures into Medvedev’s second Cabinet, the appointment of the head of the Presidential Administration, a “technocrat” Anton Vayno during the Parliamentary election campaign in 2016 and the launch of “Leaders of Russia” contest in order to select and train a “succession pool” for the top positions in the federal and regional civil bureaucracy).
