Purpose a. To publish the fiscal year (FY) 2015 to FY 2019 unrestricted line (URL) major command - sequential; URL major command at sea; URL major command ashore; Restricted Line (RL) and staff corps major command; and major program manager (PM) lists, per reference (a). b. To establish membership, responsibilities and procedures of the FY15 major command review board (MCRB). c. To publish procedures for submitting change requests to enclosures (1) through (6). 2. Background a. Billets. The designation of O-6 command billets as major command – sequential, major command at sea, major command ashore, or major PM is required to ensure that the most OPNAVNOTE 5450 17 Aug 2015 qualified officers are placed in these demanding billets. Officers selected for command are recognized for their proven managerial and technical expertise, professional qualifications, operational and tactical acumen, and exceptional leadership ability. b. MCRB. The MCRB is the forum provided by the Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) (CNO N1) for all “major command” stakeholders to address major command policies, procedures, plans, and apportionment. The Director, Military Personnel Plans and Policy (OPNAV N13) executes the MCRB. c. Command Review Board (CRB). The CRB is a component of the MCRB that acts as a working group below the flag officer level. The CRB also addresses changes to the captain (non- major), commander, and early command lists, published by OPNAV N13 in separate correspondence. The Head, Officer Plans and Policy (OPNAV N131) executes the CRB. 3. MCRB – Membership a. URL Membership. Review of and recommendations for URL major command billets must be conducted by the members listed in subparagraphs 3a(1) through 3a(13). Major PM Membership. Review of acquisition program major command equivalent billets must be conducted by the members listed in subparagraphs 3c(1) through 3c(10). Responsibilities a. MCRB (1) Assign a representative to the CRB. (2) Review and make recommendations regarding changes to enclosures (1) through (6). CRB (1) Review and make recommendations regarding changes to the captain (non-major), commander, and early command lists to OPNAV N13. (2) Review and make recommendations regarding command and commanding officer policy and procedures. (3) Address other command or command-related issues, as appropriate. 5. MCRB Procedures a. The MCRB must meet annually, or as directed. b. MCRB recommendations must be forwarded to CNO N1 for approval. c. Requests for additions to or deletions from enclosures (2) through (6) must be submitted to OPNAV N13 via the chain of command no later than 1 March annually. Requests for additions must include the activity name, unit identification code (UIC), command billet designator, and justification per criteria delineated in MILPERSMAN articles 1301-800 and 1301-806. d. Requests for acquisition-coded command billet (or command equivalent billet (major PM)) additions to or deletions from any command list must be submitted via ASN (RD&A) and the Director, Acquisition Career Management. 6. Policy a. Per reference (a), officers selected for commands listed in enclosures (2) through (6) are required to be qualified and selected by formal board action (i.e., “screened for command”) unless waived by CNO N1. CNO N1 is responsible for convening those administrative boards. b. Changes to enclosures (2) through (6) are effective immediately upon CNO N1 approval. 5 OPNAVNOTE 5450 17 Aug 2015 c. Assistant Commander, Navy Personnel Command for Career Management (PERS-4) is responsible for the assignment of officers to billets listed in enclosures (2) through (6), as well as billets listed in the captain (non-major), commander, and early command lists. d. COMNAVPERSCOM is responsible for ensuring officers detailed to any billet contained in enclosures (2) through (6) possess the correct designator and that the billet is assigned the appropriate Navy officer billet code. e. Systems commands are responsible for the selection of officers to billets listed in enclosure (6) per references (b) and (c). f. Director, Acquisition Career Management is responsible to ensure officers detailed to any acquisition billet contained in enclosure (6) meets the qualifications as outlined in references (b) and (c). 7. Records Management. Records created as a result of this notice, regardless of media and format, must be managed per Secretary of the Navy Manual 5210.1 of January 2012. 8. Cancellation Contingency. This notice is in effect for 1 year or until superseded, whichever occurs first, and may be retained for reference purposes only. W. F. This apportionment plan provides guidance for the execution of major command planning and assignment functions for the URL communities.
