Smith, USN, Ret. 3 ADMIRAL FRANK CALDWELL DIRECTOR, NAVAL NUCLEAR PROPULSION PROGRAM Admiral James Caldwell received his commission graduating with distinction from the United States Naval Academy in 1981 with a Bachelor of Science in Marine Engineering. He also holds a Master of Science in Operations Research from the Naval Postgraduate School. Caldwell commanded USS Jacksonville (SSN 699) homeported in Norfolk, Virginia; Submarine De- velopment Squadron (DEVRON) 12 in New London, Connecticut; Submarine Group 9 in Bangor, Wash- ington; and the Submarine Force, U.S. Pacific Fleet, Hawaii. His sea tours include service in both the At- lantic and Pacific Fleets. His Operational assignments include duty as a division officer on USS Boston (SSN 703), engineer officer on USS Alabama (SSBN 731) (GOLD), and executive officer on USS Buffa- lo (SSN 715). Ashore, Caldwell served on the Pacific Fleet Nuclear Propulsion Examining Board and later as Under- sea Warfare (USW) Requirements officer on the staff of Commander in Chief, U.S. Pacific Fleet. He also served as senior member of the Naval Submarine Force’s Tactical Readiness Evaluation Team; on the Joint Staff as deputy director for Politico-Military Affairs for Europe, the North Atlantic Treaty Organiza- tion, Russia and Africa; and deputy commander for U.S. Strategic Command’s Joint Functional Compo- nent Command for Global Strike in Omaha, Nebraska and as Naval Inspector General, Washington Navy Yard, D. C. His most recent tour was on the (Office of Naval Operations) OPNAV Staff as the Director, Navy Staff. He assumed his duties as the Director, Naval Nuclear Propulsion Program in August 2015. Caldwell’s awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, Navy and Marine Corps Achievement Medal, and the Naval Submarine League’s VADM Charles A. Message From the Chairman The theme of this edition of Pull Together is the growing number of outreach activities that aim to educate the general public on aspects of our great naval heritage. An alliance of partners is helping to make these activities happen. Again in 2015 we offer many opportunities for members to discuss, share, and be a part of naval history. On April 15, the NHF is partnering for two member events. Once again at the Washington Navy Yard, we are joining with the Naval Submarine League to cohost the annual Submarine History Seminar, which will focus on the submarine-launched ballistic missile partnership this nation has maintained with Great Britain for a half a century. Meanwhile at Fraunce’s Tavern in New York, we will join with the local Navy League Council to honor Commo. Dudley W. Knox medal recipient Craig Symonds who will receive the John Barry Book Prize for his publication of Operation Neptune. A week later, on April 23, we gather with the National Maritime Historical Society for our joint Washington Awards dinner at the National Press Club where I will join with retired Coast Guard Commandant Robert Papp to present CNO Adm.

    BBIIOOGGRRAAPPHHIICCAALL DDAATTAA BBOOOOKK Keystone Class 2021-2 7-18 June 2021 National Defense University NDU PRESIDENT Lieutenant General Mike Plehn is the 17th President of the National Defense University. As President of NDU, he oversees its five component colleges that offer graduate-level degrees and certifications in joint professional military education to over 2,000 U.S. military officers, civilian government officials, international military officers and industry partners annually. Raised in an Army family, he graduated from Miami Southridge Senior High School in 1983 and attended the U.S. Air Force Academy Preparatory School in Colorado Springs, Colorado. He graduated from the U.S. Air Force Academy with Military Distinction and a degree in Astronautical Engineering in 1988. He is a Distinguished Graduate of Squadron Officer School as well as the College of Naval Command and Staff, where he received a Master’s Degree with Highest Distinction in National Security and Strategic Studies. He also holds a Master of Airpower Art and Science degree from the School of Advanced Airpower Studies, as well as a Master of Aerospace Science degree from Embry-Riddle Aeronautical University. Lt Gen Plehn has extensive experience in joint, interagency, and special operations, including: Middle East Policy in the Office of the Secretary of Defense, the Joint Improvised Explosive Device Defeat Organization, and four tours at the Combatant Command level to include U.S. European Command, U.S. Central Command, and twice at U.S. Southern Command, where he was most recently the Military Deputy Commander. He also served on the Air Staff in Strategy and Policy and as the speechwriter to the Vice Chief of Staff of the Air Force.

    MILITARY Ultimate test of leadership under stress The Navy’s Perisher submarine command course is celebrating its centenary Ali Kefford April 15 2017 The Times Lieutenant-Commander Dan Simmonds on a Perisher exercise aboard HMS Talent BRAD WAKEFIELD Standing between Russia’s increasingly assertive Northern Fleet submarines and British shores are the Royal Navy submarine captains, deemed the most “feared” in the world by Tom Clancy, the author of The Hunt for Red October. Their reputation is based on the officers’ ability to push a boat and her crew confidently to the very edge of what each is capable of, acting aggressively but without becoming rash or endangering the lives of those on board. These skills are honed on an infamously brutal command course, a century old this year, known within the service as “Perisher”, because the 35 per cent who fail can never serve underwater again, making a decade’s sea preparation redundant. Perisher is knowingly unforgiving; the submarine service’s responsibilities are too complex, perilous and crucial to British defence for it not to be. In addition to keeping the nuclear deterrent on permanent patrol, its other key tasks include the launching of cruise-missile attacks, the planting of boats off enemy shores to soak up intelligence, and covertly deploying the Special Boat Service. Those running the operations must be devoid of fear — and they are. “The underwater world is still very largely impenetrable. And, as long as that remains so, it will dominate the surface of the sea, and the sky above, and the space above that,” says Admiral Sir George Zambellas, the former First Sea Lord.

    CAPT KENNETH R. FRANKLIN United States Navy Captain Franklin is the Naval Base Point Loma Commanding Officer. He is a native of Plant City, Florida. Enlisting in the Navy in 1989, he was trained as an Electronics Technician and reported to USS MARYLAND (SSBN 738) in 1991. He was selected for the Enlisted Commissioning Program in 1993 as a Second Class Petty Officer and attended the Florida State University earning a Bachelor of Science Degree in Computer Science in 1996. Following nuclear power training, he reported to USS HARTFORD (SSN 768) in 1998 where he served as the Chemical and Radiological Controls Assistant, Main Propulsion Assistant, and Assistant Engineer. HARTFORD completed a North Atlantic Deployment in 1998 and Mediterranean Deployment in 2000 and earned the Submarine Squadron Four Battle Efficiency “E” for 1998. Captain Franklin attended the Submarine Officer Advanced Course in 2004 and was the recipient of the L.Y. Spear Award as class honorman. Upon graduation, he reported to the USS MAINE (SSBN 741) (BLUE) as the Navigation and Operations Officer. While onboard, the ship completed 5 strategic deterrent patrols and was awarded the Battle Efficiency “E” for 2007. In December 2009, he completed the Submarine Command Course and reported as Executive Officer to USS CHICAGO (SSN 721) in Pearl Harbor, HI. While onboard, the ship completed a 24 month major CNO Availability while preparing for a change of homeport to Guam. During his tour as Commanding Officer of USS COLORADO (SSN 788), the ship was christened, placed in service following a new construction period at General Dynamics Electric Boat, including initial sea trials and INSURV, and was awarded the Submarine Squadron 4 Personnel Readiness White P.
