Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program: Background and Issues for Congress Updated September 14, 2021 Congressional Research Service https://crsreports.congress.gov R41129 Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program Summary The Navy’s Columbia (SSBN-826) class ballistic missile submarine (SSBN) program is a program to design and build a class of 12 new SSBNs to replace the Navy’s current force of 14 aging Ohio-class SSBNs. Since 2013, the Navy has consistently identified the Columbia-class program as the Navy’s top priority program. The Navy procured the first Columbia-class boat in FY2021 and wants to procure the second boat in the class in FY2024. The Navy’s proposed FY2022 budget requests $3,003.0 (i.e., $3.0 billion) in procurement funding for the first Columbia-class boat and $1,644.0 million (i.e., about $1.6 billion) in advance procurement (AP) funding for the second boat, for a combined FY2022 procurement and AP funding request of $4,647.0 million (i.e., about $4.6 billion). The Navy’s FY2022 budget submission estimates the procurement cost of the first Columbia- class boat at $15,030.5 million (i.e., about $15.0 billion) in then-year dollars, including $6,557.6 million (i.e., about $6.60 billion) in costs for plans, meaning (essentially) the detail design/nonrecurring engineering (DD/NRE) costs for the Columbia class. (It is a long-standing Navy budgetary practice to incorporate the DD/NRE costs for a new class of ship into the total procurement cost of the first ship in the class.) Excluding costs for plans, the estimated hands-on construction cost of the first ship is $8,473.0 million (i.e., about $8.5 billion). -

His most recent books include Rethinking Military History (Routledge, 2004) and The British Seaborne Empire (Yale University Press, 2004), on which this article is based. or a century and a half, from the Napoleonic Wars to World War II, the British Empire was the greatest power in the world. At the core of that F power was the Royal Navy, the greatest and most advanced naval force in the world. For decades, the distinctive nature, the power and the glory, of the empire and the Royal Navy shaped the character and provided the identity of the British nation. Today, the British Empire seems to be only a memory, and even the Royal Navy sometimes can appear to be only an auxiliary of the U.S. Navy. The British nation itself may be dissolving into its preexisting and fundamental English, Scottish, and even Welsh parts. But British power and the Royal Navy, and particularly that navy’s power projection, still figure in world affairs. Properly understood, they could also continue to provide an important component of British national identity. The Distinctive Maritime Character of the British Empire The relationship between Britain and its empire always differed from that of other European states with theirs, for a number of reasons. First, the limited authority and power of government within Britain greatly affected the character of British imperialism, especially, but not only, in the case of colonies that received a large number of British settlers. -

2/16/2017 U.S. Navy Biographies VICE ADMIRAL LUKE M. MCCOLLUM Vice Admiral Luke M. McCollum Chief of Navy Reserve Commander, Navy Reserve Force Vice Adm. Luke McCollum is a native of Stephenville, Texas, and is the son of a WWII veteran. He is a 1983 graduate of the U.S. Naval Academy and is a designated surface warfare officer. McCollum holds a Master of Science in Computer Systems Management from the University of Maryland, University College and is also a graduate of Capstone, the Armed Forces Staff College Advanced Joint Professional Military Education curriculum and the Royal Australian Naval Staff College in Sydney. At sea, McCollum served on USS Blue Ridge (LCC 19), USS Kinkaid (DD 965) and USS Valley Forge (CG 50), with deployments to the Western Pacific, Indian Ocean, Arabian Gulf and operations off South America. Ashore, he served in the Pentagon as naval aide to the 23rd chief of naval operations (CNO). In 1993 McCollum accepted a commission in the Navy Reserve where he has since served in support of Navy and joint forces worldwide. He has commanded reserve units with U.S. Fleet Forces Command, Military Sealift Command and Naval Coastal Warfare. From 2008 to 2009, he commanded Maritime Expeditionary Squadron (MSRON) 1 and Combined Task Group 56.5 in support of Operation Iraqi Freedom. He also served as the Navy Emergency Preparedness liaison officer (NEPLO) for the state of Arkansas. Scope This publication provides joint doctrine for the formation and employment of a joint task force (JTF) headquarters to command and control joint operations. It provides guidance on the JTF headquarters’ role in planning, preparing, executing, and assessing JTF operations. 2. Purpose This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for US military coordination with other US Government departments and agencies during operations and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. 3. Application a. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, the Services, and combat support agencies. b. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. -

As President of NDU, he oversees its five component colleges that offer graduate-level degrees and certifications in joint professional military education to over 2,000 U.S. military officers, civilian government officials, international military officers and industry partners annually. Raised in an Army family, he graduated from Miami Southridge Senior High School in 1983 and attended the U.S. Air Force Academy Preparatory School in Colorado Springs, Colorado. He graduated from the U.S. Air Force Academy with Military Distinction and a degree in Astronautical Engineering in 1988. He is a Distinguished Graduate of Squadron Officer School as well as the College of Naval Command and Staff, where he received a Master’s Degree with Highest Distinction in National Security and Strategic Studies. He also holds a Master of Airpower Art and Science degree from the School of Advanced Airpower Studies, as well as a Master of Aerospace Science degree from Embry-Riddle Aeronautical University. Lt Gen Plehn has extensive experience in joint, interagency, and special operations, including: Middle East Policy in the Office of the Secretary of Defense, the Joint Improvised Explosive Device Defeat Organization, and four tours at the Combatant Command level to include U.S. European Command, U.S. Central Command, and twice at U.S. Southern Command, where he was most recently the Military Deputy Commander. He also served on the Air Staff in Strategy and Policy and as the speechwriter to the Vice Chief of Staff of the Air Force. -

Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress September 16, 2021 Congressional Research Service https://crsreports.congress.gov RL32665 Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress Summary The current and planned size and composition of the Navy, the annual rate of Navy ship procurement, the prospective affordability of the Navy’s shipbuilding plans, and the capacity of the U.S. shipbuilding industry to execute the Navy’s shipbuilding plans have been oversight matters for the congressional defense committees for many years. In December 2016, the Navy released a force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-ship goal was made U.S. policy by Section 1025 of the FY2018 National Defense Authorization Act (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense (DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring a smaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier of large unmanned vehicles (UVs). On June 17, 2021, the Navy released a long-range Navy shipbuilding document that presents the Biden Administration’s emerging successor to the 355-ship force-level goal. The document calls for a Navy with a more distributed fleet architecture, including 321 to 372 manned ships and 77 to 140 large UVs. A September 2021 Congressional Budget Office (CBO) report estimates that the fleet envisioned in the document would cost an average of between $25.3 billion and $32.7 billion per year in constant FY2021 dollars to procure. -

In 1999 he became President of Lockheed Martin Missiles and Fire Control in Orlando, Florida. He retired from Lockheed Martin in 2005. He is presently a private consultant. • Vice Admiral Lyle G. Bien, USN (Ret) is currently a defense industry consultant in the related fields of Space and Communications. Color profile: Generic CMYK printer profile Composite Default screen Koh: Seeking Balance SEEKING BALANCE Force Projection, Confidence Building, and the Republic of Singapore Navy Swee Lean Collin Koh espite the widespread proliferation of studies on the major navies in DAsia, first and foremost that of China, writings on the small navies of Asia—Southeast Asia in particular—have been few and far between. The slant toward those major navies is warranted by their influence on the regional na- val balance of power. However, it scarcely does justice to the small navies of Southeast Asia, a region of huge maritime geostrategic importance with po- tential security ramifications for wider Asian and global maritime security. Southeast Asia is also the scene of an interesting and serious buildup of sophis- ticated naval capabilities. This article therefore attempts to redress, at least partially, the dearth of inter- est in the small navies in Southeast Asia, using the Republic of Singapore Navy (RSN) as a case study.
