Section 1 Commission

1.1 Commission Soils Limited was commissioned by ProVision on behalf of their client Rattue & Griffiths Ltd to carry out a Phase I Desk Study and Phase II Ground Investigation on land at Shrewton Steam Laundries, High Street, Shrewton, Wiltshire SP3 4BZ.

This report comprises the Desk Study phase of the investigation and incorporates the site walkover. This report must be read in conjunction with the Phase II Ground Investiagtion undertaken on the above site by Soils Limited (Report ref: J12026/GI, October 2010).

1.2 Caveat Whilst reasonable skill and care has been taken to determine the site history and the environmental setting within the time constraints applied by the programme, it should be appreciated that it may be that site conditions are better or worse than those indicated by desk study, particularly on sites with a history of past development. No responsibility can be accepted should such conditions alter the recommendations made in this report.

Section 2 Introduction

2.1 Objective of the Investigation The Phase I Desk Study was undertaken to advise the client on risk factors pertaining to the site with special reference to former and present day potential contaminative uses and their impact on sensitive receptors these being human health, controlled waters, buildings, building materials and services.

2.2 Location The approximate O.S. Land Ranger Grid Reference at the centre of the site was SU 069 444. The general site location and layout is provided on Figures 1 and 2. The site area was approximately 0.15 Ha.

2.3 Proposed Development It was understood that proposals for the site had not been finalised, as such plans of the proposed development were not available at the time of reporting and therefore any geotechnical comment was to be indicative only. It was however assumed that any redevelopment is likely to comprise residential housing with associated infrastructure and private garden areas.

2.4 Legislative Background Part IIA of the Environment Act 1995 provides powers in relation to the identification, remediation and apportionment of liability for contaminated land.

Local Authorities are required to identify contaminated land and serve on every person who is an appropriate person a remediation notice setting out what is to be done by way of remediation and the period within which it must be done.

If the person who caused, or knowingly permitted the contaminating substance cannot be found, the owner and/or occupier for the time being of the property can be the appropriate person.

For the first time in the there is a legal meaning to the term Contaminated Land as: -

“Land which is in such a condition by reason of substances in, on or under the land that significant harm is being caused or that there is a significant possibility of such harm being caused or that pollution of controlled waters is being, or is likely to be caused”.

Where the Act defines harm as: -

“harm to the health of living organisms or other interference with the ecological systems of which they form a part and, in the case of man, includes harm to his property”. and pollution of controlled waters is defined as: -

“the entry into controlled waters of any poisonous, noxious or polluting matter or any solid waste matter”.

With regard to contaminated waters the Environment Act 1995 amends the Water Resources Act 1991 and provides the Environment Agency with the power to force clean-up of historical contamination by issuing a “Works Notice”, with remediation paid for by the responsible parties.

In addition, the Groundwater Regulations (1998) state that entry of List 1 substances into groundwater must be prevented and List II substances must be controlled. Petroleum hydrocarbons, pesticides and some herbicides are List I substances.

2.5 Limitations and Disclaimers The ground is a product of continuing natural and artificial processes. As a result, the ground will exhibit a variety of characteristics that vary from place to place across a site, and also with time. Whilst a ground investigation will mitigate to a greater or lesser degree against the resulting risk from variation, the risks cannot be eliminated.

The investigation, interpretations, and recommendations given in this report were prepared for the sole benefit of the client in accordance with their brief. As such these do not necessarily address all aspects of ground behaviour at the site.

Current regulations and good practice were used in the preparation of this report. An appropriately qualified person must review the recommendations given in this report at the time of preparation of the scheme design to ensure that any recommendations given remain valid in light of changes in regulation and practice, or additional information obtained regarding the site.

The conclusions and recommendations relate to land at Shrewton Steam Laundries, High Street, Shrewton, Wiltshire SP3 4BZ.

There may be other sources of information not included in those listed that hold data relevant to the Desk Study undertaken at the site that could materially affect the conclusions made in this report.

Ownership of land brings with it onerous legal liabilities in respect of harm to the environment. “Contaminated Land” is defined in Section 57 of the Environment Act 1995 as “Land which is in such a condition by reason of substances in, on or under the land that significant harm is being caused or that there is a significant possibility of

such harm being caused or that pollution of controlled waters is being, or is likely to be caused”.

Where a contaminative use is identified in the Desk Study this does not determine whether contamination has actually occurred, or if it has the degree to which it may have taken place. An intrusive investigation(s) and analysis is required to establish the nature and degree of any contamination present.

Ownership of copyright of all printed material including reports, laboratory test results, trial pit and borehole log sheets, including drillers log sheets, remain with Soils Limited. Licence is for the sole use of the client and may not be assigned, transferred or given to a third party.

Section 3 Site Conditions

3.1 Site Walkover A Site Walkover was undertaken on 30th September 2010.

Details of the Site Walkover are presented in the table below.

Hardstandings, both internal and external, were generally in poor condition being cracked and locally broken up. Environmental practices and controls on the site appeared to be very poor with process chemicals stored in a haphazard way at various locations across the site. Inside the main laundry buildings were open drainage channels and sumps, again being made from poor quality concrete. Any spillage or disposal of process chemicals would be likely to impact the soil and/or groundwater underlying the site.

Details of the site drainage system were not available and the use of soakaways, a significant contaminant pathway to groundwater, was common place.

A plan of the site is presented on Figure 2.

3.2 Laundry Operations Laundry operations involve the use of detergents and large amounts of process water. Subsidiary chemical usage included products for water softening, of importance for ‘hard water’ from chalk aquifer, and stain removers such as oxalic acid.

Dry cleaning using chlorinated hydrocarbon solvents was commonly carried out at laundry sites.

Heating of process water was required. Boilers were commonly oil-fired and both above and below ground fuel storage tanks are often found. De-scaling of boilers to maintain efficient operation was required on a regular basis and hydrochloric acid was commonly used to do this. Lagging of hot water pipes on old laundry sites invariable used asbestos, which may also be present in pipe gaskets and building materials.

3.3 Chemical Inventory A chemical inventory for the site was not available, however, the presence of a number of chemical containers yielded some information and details of the principal items in terms of apparent volume used are given below.

PERCHLOROETHENE a chlorinated hydrocarbon used for ‘dry cleaning’, either as a spot treatment of for entire garments. A number of empty 20l containers were present.

GAS OIL is a middle chain length petroleum hydrocarbon used for heating. An above ground internally bunded storage tank was present.

HYDROCHLORIC ACID is used to buffer alkali groundwater used in laundry operations and to remove limescale from boilers. A number of empty plastic containers were seen.

DISODIUM TRIOXOSILICATE is primarily used in laundries as a water softener. A number of empty plastic containers were seen.

SODIUM HYPOCHLORITE is used for bleaching. A number of empty plastic containers were seen.

EMULSIFIER IDEAL MANUFACTURING is used in laundry washing to remove mineral oil stains and is a detergent with anionic and ionic surfactants and whiteners. A number of empty plastic containers were seen.

HYDROSOFT SALT is sodium chloride and is used as a water softener.

Section 4 Geology, Hydrogeology, Hydrology and Radon

4.1 Anticipated Geology The 1:50,000 Geological Survey of Great Britain ( and Wales) sheet number 282 and BGS website of the Devizes area, showed the site to be located on River Terrace Deposits (undifferentiated) overlying soils of the Lewes Nodular Chalk Formation, Seaford Chalk Formation and Newhaven Chalk Formation (undifferentiated) which form part of the White Chalk Sub-Group.

4.1.1 River Terrace Deposits (undifferentiated) River Terrace Deposits are described as comprising variable quantities of sand and gravel but are often found to also contain variable quantities of clay and silt.

4.1.2 White Chalk Sub-Group The White Chalk Sub-Group comprises a number of formations including the Lewes Nodular Chalk Formation, Seaford Chalk Formation and Newhaven Chalk Formation.

The BGS Lexicon describes the White Chalk Sub-Group as “Chalk with flints with discrete marl seams, nodular chalk, sponge-rich and flint seams throughout. The lower boundary is conformable on the Grey Chalk Subgroup. The upper boundary is unconformable beneath the Palaeogene/Quaternary basal unconformity onshore in the UK.”

The thickness of the unit onshore is within the Hampshire / Sussex area of the Southern Province, where up to about 470 to 515m of strata are preserved (dependent upon the degree of Post Cretaceous erosion).

Weathering by frost action may extend to a depth of several metres.

4.2 Hydrogeology To assess the vulnerability of groundwater to contamination, consideration must be given to the leaching characteristics of the overlying soils and the characteristics of the strata in the unsaturated zone. Information on the geological strata, such as lithological type and permeability characteristics has been combined with the physical properties of the soil to produce varying degrees of vulnerability.

The 1:100 000 map of Groundwater Vulnerability of the North West Hampshire (Sheet 44) showed the site to be located on soil having a Geological Class of ‘Principal Aquifer’. These are layers of rock or drift deposits that have high intergranular and/or fracture permeability - meaning they usually provide a high level of water storage. They may support water supply and/or river base flow on a strategic scale. In most cases, principal aquifers are aquifers previously designated as major aquifer

Examination of the Environment Agency records showed the site did not fall within a Groundwater Source Protection Zone as classified in the Policy and Practice for the Protection of Groundwater.

An abstraction point was shown to be present on site. This was for ‘Laundry use’ and therefore not classed as a potable supply. Environment Agency records given in the Landmark Envirocheck Report showed no potable abstraction points within 500m of the site.

Prior to redevelopment the well will need to be decommissioned to the Environment Agency Specification and any abstraction license rescinded.

Any works or development, which may have an impact on surface water, aquifer or groundwater quality must be approved by the Environment Agency prior to implementation.

4.3 Hydrology The site was located on flat and level land.

The typical site elevation was at approximately 80m above ordnance datum (AOD).

The nearest surface water feature noted was situated on the western boundary of the site and pertained to the River Till, flowing towards the south.

Depending on the lithology of the River Terrace Deposits the shallow groundwater within them may be perched relative to the groundwater level in the underlying chalk. In such a case it is possible for the groundwater flow direction of the two water bodies to differ.

Groundwater was anticipated at shallow to moderate depth (2.0-5.0 metres below existing ground level) and the groundwater flow was anticipated to be towards the on- site abstraction point.

4.4 Radon Gas The BGS National Geoscience database stated that the site was not situated within an area where protection or risk assessment against the ingress of radon was required.

This means that no radon protection measures will need to be installed within the proposed development. It is not possible in the course of a survey or inspection to determine whether radon gas is present as the gas is colourless and odourless. Tests can be undertaken to assess the concentration of radon in existing structures.

4.5 Flood Risk The site was within an area considered by the Environment Agency to be at risk from flooding.

A Stage 2 Flood Risk Assessment will be required as a part of the planning application.

Section 5 Site History

5.1 Historic Map Study The object of this search was to report on the evidence of site history and redevelopment of the site and its environs from available County Series and Ordnance Survey Maps dating from the mid to late 19th Century to the present day and downloaded from Landmark Environmental.

Maps only represent a “snap shot” of the site and its environs at the date of the survey. Changes that had occurred either to the site and/or the environs may well not have been recorded on the maps and could represent a hazard to the site.

Any distances quoted for features remote from the site have been scaled from the maps and are only approximate. Where dates have been noted in brackets, these are the actual dates applicable to the map editions.

The information reported might not represent all pertinent information that could be obtained.

The interpretation of the maps and/or other data commented on in this report is subjective.

In the following sections dealing with individual maps, only features considered to have a potential contaminative impact on the site and usually within a notional 250 metre radius of the site boundaries are discussed.

The north point and approximate extent of the site are indicated on each figure.

The historic maps referred to are given within Appendix A.

A précis of the implications, if any, of the maps is given in tabular form overleaf.

6.2 Site Sensitivity Maps No other significant potential sources of contamination were shown on the Landmark Envirocheck Site Sensitivity Maps, copies of which are presented in Appendix C.

Section 7 Discussion

7.1 Summary The findings of the Phase 1 Desk Study are summarised below and overpage:

1) The 1:50,000 Geological Survey of Great Britain (England and Wales) sheet number 282, and BGS website, of the Devizes area, showed the site to be located on River Terrace Deposits (undifferentiated) overlying soils of the Lewes Nodular Chalk Formation, Seaford Chalk Formation and Newhaven Chalk Formation (undifferentiated).

2) The 1:100 000 map of Groundwater Vulnerability of the North West Hampshire (Sheet 44) showed the site to be located on soil having a Geological Class of ‘Principal Aquifer’ (formerly referred to as a major-aquifer).

3) Examination of the Environment Agency records showed that the site did not fall within a Groundwater Source Protection Zone as classified in the Policy and Practice for the Protection of Groundwater.

6) The site was not situated within an area where protection or risk assessment against the ingress of radon was required. This means that no radon protection measures will need to be installed within the proposed development.

7) The site was within an area considered to be at risk from flooding of rivers or sea without defence.

8) The earliest historic map dated 1887 showed the site itself to be occupied by a number of unidentified buildings – some of which appeared to be in the location of buildings that remain on the site today. The surrounding environs were typically of mixed use including residential, commercial (including a smithy, kiln, chalk and gravel pits) and undeveloped possible orchard. A low risk of contamination potentially impacting the site is posed from these activities, both on and off-site.

9) The 1924 historical map showed some development of the site which was now referred to as a ‘Laundry’. The surrounding area remained predominantly unchanged albeit the kiln and smithy are no longer labelled. Based on the on-

site appearance of a laundry, a moderate risk is posed to the site from this land use.

10) No further major development of the site (other than minor layout changes) has occurred up until the present day that would require amendment of the risk rating. Development of the surrounding area has been restricted to residential and therefore the risk to the site from potential off-site contamination sources should remain ‘low’.

11) A Chemical Inventory for the laundry operation was not available though some information was obtained by examining empty chemical containers and chemicals stored on the site.

12) Drainage runs and soakaways are a significant route by which contaminants can impact soils and groundwater. No details of the drainage arrangements for the site were made available.

13) In summary, a Moderate risk of contamination is posed to the site from on- site activities (laundry) and a Low risk is posed from the activities within the site’s environs.

Section 8 Sources, Pathways and Receptors

8.1 General Within the UK contaminated land regime the test is for ‘fitness for purpose’ for the intended use.

A hazard is the potential to cause harm; a risk on the other hand is the likelihood of harm (in defined circumstances, and usually qualified by some statement of the severity of the harm).

For a site to be contaminated there must be satisfied linkages between the source of contamination, a migration pathway and the final receptor.

An intrusive investigation is required to establish whether a site is contaminated.

8.2 On-Site Potential Contamination Sources Map evidence, study of Landmark Envirocheck Report and Site Walkover show potentially contaminative activities in the form of the present day site use as a laundry. Anecdotal evidence obtained during the site walkover suggests potential for minor oil spillages and vehicle related fuel spillages.

Due to the historical development of the site and the present day site use it was considered that the relevant risk exposure of the underlying soils could be characterised as moderate.

Additional information derived from a phase II investigation will assist in order to provide a more conclusive evaluation of the risk exposure of the underlying soils.

8.3 Off-Site Potential Contamination Sources Map evidence, study of Landmark Envirocheck Report and Site Walkover identified a low risk of off-site potentially contaminative activity impacting the site.

8.4 Potential Pathways Anthropogenic (or artificial) pathways for contaminant migration can be present in the form of land drains etc. Leaking sewage supply pipes and site drainage could also provide pathways for potential contaminant migration. Granular backfill to trenches for cables, gas pipes, water pipes etc. can also provide pathways for movement of mobile contaminants and contaminated groundwater.

The geological map showed the site to be located on River Terrace Deposits overlying the White Chalk Sub-Group which is expected to have high permeability. Therefore, the natural stratum is likely to potentially act as a migration pathway for contaminants.

8.5 Potential Receptors The source-pathway-receptor framework was used to assess potential risks posed by identified plausible pollutant linkages.

The sources and pathways were as identified in the Conceptual Site Model whilst the receptors comprised demolition/construction workers, service maintenance workers, future site occupiers, building materials and services and were selected to represent those receptors to which harm could be posed.

The potential receptors are presented below and comprise:

Section 10 Recommendations

10.1 General Based on the information obtained during the desk study and the conceptual site model derived for the site, an intrusive contaminated land investigation is recommended to be undertaken to determine the concentration of contaminants within the soil which may impact identified receptors if pathways are found.

An intrusive investigation may reveal on-site sources of contamination that were not established by the Desk Study and Site Walkover and thus require modification of the conceptual model.

10.2 Identification of Satisfied Pollutant Linkages In order to show which of the scenarios in the Conceptual Site Model constituted satisfied pollutant linkages, a risk assessment using data from an intrusive investigation will be conducted.

10.3 Proposed Site Works It is recommended that shallow (<2.0m) soil sampling and chemical laboratory testing is undertaken for a range of typical brownfield contaminants. Additionally, soil samples should be obtained from areas of chemical storage and tested for appropriate substances used in the laundry process.

Groundwater samples should also be recovered and analysed for potential impact to controlled waters.

10.4 Selection of Test Parameters The Phase 1 Conceptual Site Model identifies the test parameters relevant to the investigation, though this may require modification or addition from the findings of the intrusive investigation.

10.5 Discovery Strategy There may be areas of contamination not identified during the course of the intrusive investigation. Such occurrences may also be discovered during the demolition and construction phases for any proposed redevelopment of the site.

Groundworkers should be instructed to report to the Site Manager any evidence for such contamination; this may comprise visual indicators, such as fibrous materials within the soil; discolouration, or odours and emission. Upon discovery, advice must be taken from a suitably qualified person before proceeding, such that appropriate remedial measures and health and safety protection may be applied.

New security measures in the 1950's meant that every photograph was re- checked for potentially unsafe information with security sites replaced by fake fields or clouds. Introduction

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client.

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreements with a number of Data Suppliers.
