The CAR enjoys propitious agro- ecologic conditions. After more than five decades of existence, the CAR has just few agro-industries. In the framework of industrial development policy and of diversification export products from the CAR, the Government envisages to develop palm oil sector. To encourage agro- industrial initiatives whose, palm oil and soon innovating sectors, it would be important to encourage palm oil production. Besides, it has been shown that all population and certain industries consume palm oil, thus the vested interest to have an industry which can produce palm oil in large quantity and quality. With the liberation today, government offers an undoubtedly opportunity for this sector.

The CAR’ massive forestry belongs to Congo basin, the second largest forest in the world after the Amazonia in south America .it offers a huge eco-system diversity, it covers more than 8 percent of national territory and it is divided into two blocs. The south west bloc has a surface of 3.8 million hectares not exploited by industry. The remaining of the territory is covered to more than 60% of wooded savannah with multiple tropical forests. Today a forestry code has been put in place to redynamize timber sector. Given the above, the government wishes through private partners of the sector to conduct this project of wood and its derivatives processing.

CAR’ economy relies on the performance of farming sector (agriculture, livestock...). The latest data showed that the sub sector livestock represents 24% of GDP. The sector cow meets faces a lack of structured industry for production and export.

.The government had conducted a study on the live stock and agriculture of the CAR. This study confirmed by rural development strategy paper, of agriculture and food security (SDRASA) adopted by the government in 2011, laid an emphasis on production of milk product. While milk production has been performed in artisanal way by nomad stock- breeders.

In order to improve the quality of this product then strengthen the offer capacity, the government envisages welcoming any private sector investors to help it set up production and commercialization dairy industry via the insemination technique.

The CAR’ agriculture has a huge potential to ensure quality and quantity for the population’ food need.

Land in CAR is still natural; it can grow up fruit plants of superior quality. So, fruit plants such as : mango trees of small and medium seize, orange trees, grapefruit trees of yellow kind, rose and red one ; mandarin orange-trees, Guava trees ; papaya trees ; lemon trees , custard-apple trees, pineapple and banana will be ingredients for exploitation of a plant

It is in this view that, the government through its sub- programme “sectors development and the access to markets “put in the framework of this investment programme. Knowing that the CAR does not have sufficiently agro- industry, it is imperative that the country has them for the launching of its economy. The setting up of this unit will help produce sufficient food crops for local consumption and for export.

Amongst the factors which determine the live stock sub sector and the aggravation of poverty in rural area, it should be noted that the successive events that enormously contributed to the general poverty and a distress situation in livestock domain, leaded to the a situation characterised notably by : (I) Insecurity ; (II) weak capacity of support to stock breeders structure, (III) Lack of policy for diversification income source, (IV) Lack of general census of agriculture and livestock (V) lack of national programme, (VI) Lack of de financing of agricultural sector (VII) infancy development of processing system of live stock product, etc.

Head of Economic Division, Finance, Budget, International Cooperation The Autonomous Agency of Rural and PPRSP Monitoring Electrification of the Central African P.O BOX 93 Bangui (AAREC) had been created in 2005 Central African Republic in the context of electricity sector E: [email protected] reform in CAR. This aims at getting the sector performing and to make it an effective instrument for the fight against poverty. Contrary to the other rural electrification, AAREC has not yet a fund for rural electrification an avoidable component and indispensable for obtaining concretely convincing results.

Rural electrification becomes a means for improving the living conditions of the target populations and alleviates poverty.

After many years of hesitation, the political will is to proceed to the increase of rural electrification in order to support an accelerated economic growth in accordance with the directives of PRSP 2 that wants to lay on rural area that has 60% of CAR’ population.

This is in that context that AAREC formulated the project to meet effectively the goals of the PRSP 2 which target determining development actions in energy area in order to improving the standard of life and to fight sustainably against poverty.

Specific objectives are:  electrifying 100 schools  electrifying 100 health care centres  creating 600 points of public lighting  creating 25 stations for batteries charging

The Government’s vision for 2015 horizon in the framework of energy is that, the populations of urban and rural areas get access to energy services of quality and at low cost and the resources, managed in a lasting manner through public and private partnerships. The hydroelectric adjustment of these sites will serve as catalyst to socio- economic development by the reinforcement of the electricity production. The project will thus contribute to the political stability and security. The project consists in building and equipping six hydroelectric stations with connection in the towns of Kaga- Bandoro, Bambari, Mbaïki, Carnot and Mongoumba which constitute great socio-economic development centers of the country.

Significant actions have been undertaken by the Government to save some priority networks and, among other things, we note: Bouar Garoua Boulai (158 km) is about to be endorsed on funding joint EU- WB-ADB, 1500 km of earth roads already maintained in 2010the resources of Road Maintenance Fund.

It is important to continue strengthening the quality of road infrastructure and interconnection border in order to reduce transport time.

The paper that comprises the adoption of national energy policy in CAR allowed the AAREC to electrify in short run 2% of rural households with solar energy.

AAREC conducted several missions for the data collection amongst them those of Béloko that led to the formulation of technical economical study of the electrification of the area through hybrid photovoltaic/diesel power station. This region is located at the borders with Cameroon more precisely in the Sub Division of de Baboua. Béloko has many infrastructures and, the lack of electricity causes certain CentralAfricain civil servants to live in Cameroonian side. There is a project of construction of sub- regional Cemac zone market in Béloko and the recent tarring of the road Bouar Béloko reinforce the strategic location of this locality and made it the main economic road of the CAR. the formulation the electrification of Béloko study has mainly its rationale in strategic aspect and also by the presence of big consumer that are mobile phone companies (Orange, Moov, Telecel and Azur), the bank (Ecobank) and the customs department that may ensure profitability.

Thus, the project falls under the National Food Security Strategy (NAHS-RCA) and also the improvement of living conditions of livestock, particularly poultry farmers Central.

With this in mind, the installation of the Center of Production and Marketing Day-old chicks is consistent with the main projects centers of economic development of Central African Republic following the third pillar 3 of the Strategic Document of the Poverty Reduction ( PRSP).

The establishment of CPCJ allows to restrict imports of products of poultry meat and table eggs for the food needs of the population of Central and housewives. The value of livestock products in national installation CPCPJ brings value added, thus reducing the shortage of poultry meat and egg consumption in the domestic market, secures the consumption of livestock products and increase income of urban and suburban areas.

According to the TPA’s Ports Master Plan (2008-2028), these opportunities ranges from establishment of sugarcane and jatropha plantations leading to export of ethanol and jatropha seeds for production of energy at Kilwa Masoko, and gypsum and fishing activities at Kilwa Kivinje.

The remaining costal ports of Pangani, Mafia and Lindi have fishing, oil and gas exploration potentialities.

TPA wishes to develop these ports to accommodate multitudes of economic activities starting with large scale fishing, which will allow calling of large fishing ships and construction of modern fishing facilities offshore.

The coastline is 1450km long with a narrow continental shelf and an Exclusive Economic Zone in the Indian ocean of about 223,000 sq.km. The fisheries potential for Tanzania is 730,000 metric tons per year.

An estimated 60,000 people are employed as full-time fishermen, while another 30,000 are engaged in part-time fishing and fisheries- related activities, such as fish processing, marketing, distribution, net-making, marine engine repair, boat-building and other activities.

The fisheries resources are renewable resources, which are limited, and therefore they have to be conserved, managed and developed on sustainable basis. The Tanzania promotes sustainable exploitation, utilization and marketing of fish resources to provide the intended national social economic objectives and achieve effective protection of the aquatic environment to sustain development.

The private sector, the community, non-governmental organizations and other non-state actors have a useful role to play in the development, management and sustainable utilization of the fisheries resources. Support effort is important to achieve the sector objectives. The active involvement in the sector would enhance investment; improve business and general management in the fishing industry.

Modern fishing techniques have started to be employed in the coastal waters though in a small scale. There are significant opportunities for investors to establish fish processing plants, crustacean fisheries, and deep-sea fishing in Tanzania.

These developments in the fishing industry will require well established port facilities along the Tanzanian coastline, which will support large scale investors.
