The CAR enjoys propitious agro- ecologic conditions. After more than five decades of existence, the CAR has just few agro-industries. In the framework of industrial development policy and of diversification export products from the CAR, the Government envisages to develop palm oil sector. To encourage agro- industrial initiatives whose, palm oil and soon innovating sectors, it would be important to encourage palm oil production. Besides, it has been shown that all population and certain industries consume palm oil, thus the vested interest to have an industry which can produce palm oil in large quantity and quality. With the liberation today, government offers an undoubtedly opportunity for this sector. Activities: • Acquisition of machines ; • Installation of production units in the targeted area. • Implementing production and marketing, • Choice of surface of production; • Preparation of the ground ; • Development of the settings ; • Purchase of nut pre-germinated, small sachet and other products, • Putting in place of the plantation by pegs, putting into the soil the plant, and the protection again st rodents ; • Activities report. The CAR’ massive forestry belongs to Congo basin, the second largest forest in the world after the Amazonia in south America .it offers a huge eco-system diversity, it covers more than 8 percent of national territory and it is divided into two blocs. The south west bloc has a surface of 3.8 million hectares not exploited by industry. The remaining of the territory is covered to more than 60% of wooded savannah with multiple tropical forests. Today a forestry code has been put in place to redynamize timber sector. Given the above, the government wishes through private partners of the sector to conduct this project of wood and its derivatives processing. CAR’ economy relies on the performance of farming sector (agriculture, livestock...). The latest data showed that the sub sector livestock represents 24% of GDP. Because of its importance in the economy and in the framework of building capacity for offering export product, the Government envisages conduct through private investors this project for setting up a plant in order to produce and export beef meet with the aim to improve the quality of the meet on markets in so doing, ensure food security. This study confirmed by rural development strategy paper, of agriculture and food security (SDRASA) adopted by the government in 2011, laid an emphasis on production of milk product. While milk production has been performed in artisanal way by nomad stock- breeders. In order to improve the quality of this product then strengthen the offer capacity, the government envisages welcoming any private sector investors to help it set up production and commercialization dairy industry via the insemination technique. The CAR’ agriculture has a huge potential to ensure quality and quantity for the population’ food need. Land in CAR is still natural; it can grow up fruit plants of superior quality. So, fruit plants such as : mango trees of small and medium seize, orange trees, grapefruit trees of yellow kind, rose and red one ; mandarin orange-trees, Guava trees ; papaya trees ; lemon trees , custard-apple trees, pineapple and banana will be ingredients for exploitation of a plant It is in this view that, the government through its sub- programme “sectors development and the access to markets “put in the framework of this investment programme. Knowing that the CAR does not have sufficiently agro- industry, it is imperative that the country has them for the launching of its economy. The setting up of this unit will help produce sufficient food crops for local consumption and for export.     NATIONAL ENVIRONMENT MANAGEMENT COUNCIL (NEMC) NOTICE TO COLLECT APPROVED AND SIGNED ENVIRONMENTAL CERTIFICATES Section 81 of the Environment Management Act, 2004 stipulates that any person, being a proponent or a developer of a project or undertaking of a type specified in Third Schedule, to which Environmental Impact Assessment (EIA) is required to be made by the law governing such project or undertaking or in the absence of such law, by regulation made by the Minister, shall undertake or cause to be undertaken, at his own cost an environmental impact assessment study. The Environmental Management Act, (2004) requires also that upon completion of the review of the report, the National Environment Management Council (NEMC) shall submit recommendations to the Minister for approval and issuance of certificate. The approved and signed certificates are returned to NEMC to formalize their registration into the database before handing over to the Developers. Therefore, the National Environment Management Council (NEMC) is inviting proponents/developers to collect their approved and signed certificates in the categories of Environmental Impact Assessment, Environmental Audit, Variation and Transfer of Certificates, as well as Provisional Environmental Clearance.
