In a country where the majority of politicians have been indistinguishable, grey and quick to compromise, he stalked among them as a Titan. He has been called ‘blackmailer’, ‘opportunist’, ‘Bhutto Khan’ (an undisguised comparison with Pakistan’s military dictators Ayub Khan and Yahya Khan) and ‘His Imperial Majesty the Shahinshah of Pakistan’ by his enemies. Time magazine referred to him as a ‘whiz kid’ on his coming to power in 1971. His supporters called him Takhare Asia’ (The Pride of Asia) and Anthony Howard, writing of him in the New Statesman, London, said ‘arguably the most intelligent and plausibly the best read of the world’s rulers’. Peter Gill wrote of him in the Daily Telegraph, London: ‘At 47, he has become one of the third world’s most accomplished rulers.’ And then later, after a change of heart and Bhutto’s fall from power, he described him as ‘one of nature’s bounders’.

Most Ahmadis believed in the prophethood of Mirza Ghulam Ahmad, a nineteenth century religious reformer from the Punjab. Many had come to see this belief as an affront to Muhammad’s status as khatm-i-nubuwwat or seal of the prophets, which is predominantly, although not universally, interpreted to mean that Muhammad was God’s last prophet.1 With the passage of the Second Amendment, this predominant interpretation was enshrined in the constitution. In his speech on that day, Prime Minister Zulfikar Ali Bhutto insisted, “This is a religious issue. It is a decision affecting our faith and it is a decision of the whole House, of the entire nation.”2 His statement was a mischaracterization on two counts. The issue of khatm-i-nubuwwat was not “purely religious.”3 Nor was the amendment simply a result of formal political process in the National Assembly. In fact, Bhutto had been strong-armed into passing the amendment by the anti-Ahmadi movement.

Received: August 11, 2017 Accepted: October 23, 2017 ABSTRACT Democracy thrives in the presence of strong political parties. The essence of a strong democratic system thus depends upon a political system where political parties follow democratic principles in letter and spirit. Political parties are, however, bound to operate within a set of factors both internal and external to their respective parties’ organizations. This research is a modest attempt to critically analyze a set of internal and external factors that caused the fragmentation of Pakistan Muslim League (hereinafter PML). A study of the PML is timely and important on the following three accounts. The factors that could be identified with the fragmentation of the PML are the presence of military influence, elitist leadership, lack of intra-party democracy, lust for powers, loose organizational structure, personality clashes among the leaguers, weak roots in the masses, lack of specific ideology, and coercive behavior of office-bearers. This fragmentation generated a faction-ridden political culture that may be one of the reasons of the crisis of democracy in the political history of Pakistan. The paper revolves around the main questions that how PML has historically been fragmentized and what were the factors that could be identified with the fragmentation of the PML and how the PML have been used for personal advantages.

Parties develop a political programme that defines their ideology and sets out the agenda they would follow, to win elective office or get power through constitutional means. Different countries have single party, two parties or multi party systems. The single party system is established in the states where true political argument is not allowed. The two parties and multi-party system presents way of resolving political difference among plural culture and hence are analytical of democratic system. As Pakistan is a plural society thus multi-party system where parties have different political trends, beliefs and programmes is suitable. In the 1970 General Elections, Pakistan had seen for the first time mobilization and iinter-play of diversified ideologies. Along with other ideologies „Socialism‟,was the base of Pakistan People‟s Party which generated very serious debate in the country during the elections. Afterwards „Socialism‟ is no more an idea like a far cry, it became a household ideology and evolved because of peculiar religio-social fabric of Pakistani society into „Islamic Socialism‟, Musawat-i-Muhammadi‟, and „Bhuttoism‟. Pakistan People‟s Party was founded by Zulfikar Ali Bhutto on December 1, 1967 at Lahore. Bhutto was accompanied by stalwart ideologues like Mubashir Hasan, J.A. Rahim, Mairaj Mohammad Khan, Mumtaz Bhutto, Rafi Raza, Mustafa Khar, and Hayat Sherpao, at the historic place of Mubashir Hasan‟s residence.
