Demonstration on speedwatch sign by Simmonsigns – Kevin Clark brought along a speed watch sign, and demonstrated it’s capabilities, the costs involved, and the installation options - he will send BW a written quotation summarising all. 5. Speedwatch Signs – Is the Speedwatch signs necessary for the village? It was suggested that we should get a temporary speedwatching device from highways to collect data to make a more informed decision. Planning Applications:  S/1651/18/RM – Unity Campus – half car park – Still awaiting decision  S/1619/18/FL – Change of Use for part of existing building from storage to vehicle repair and MOT testing – in progress – Comment on website - Support  S/2578/87/F White Horse Garage – JH and JB to be consulted as neighbours were informed – Complaint to SCambs planners, as neighbours weren’t consulted, and it was planned retrospectively – raise with PMcD  North Chesterford Garden Community – Scambs have considered that it is affecting area, PMcD to be consulted  S/2209/18/E2 Welcome Genome Campus – Ongoing AW has responded regarding the impact it will have on the village 9. 12. Highways: a) Speed watch – We need more volunteers as the team is too small 8:30am seems to be a good time to do carry out checks b) Buses – 7A Bus Changes as of the 30th July – Please update website and facebook 13. Neighbourhood Plan:  The Memorandum Of Understanding - To be signed off in September at next Parish meeting  Next meeting – Chaired by AW – 27th July – Neighbourhood Planning Meeting 14. Playgrounds:  Gary will be checking playgrounds and needs to send text as completed  Looking at new maintenance contracts for playground: BW to ask other Clerks who has a Zip Wire, and who does the maintenance on the equipment professionally  Haags Maintenance Schedule – to be located and checked through. 15. Village Entrance Gates: BG has given BW an audit trail to follow up on as we have made initial contact with the county council so that we can proceed with gates AW to arrange that Evan Laughlin to meet with AW and BG to discuss location of the village gates, when measurements can be done on site visit 16. Village Maintenance:  Parish council notice board – ongoing  Beech Lane footpath sign needs TLC & Drainage under old railway [Highways have confirmed work for September/October]– Peter Topping – Update on Report 17. Village hall matters:  Fete raised more than £400  No PC rep for VHMC agreed 18. Meetings:  Neighbourhood Planning Meeting – 27th July – discussing housing, will confirm with Mark Dias for another timeslot as he is unable to attend Friday evenings. 7A bus route

I’m very pleased to report that after a good deal of lobbying, the county council negotiations with Stagecoach have been successful and that the new bus route that starts on 30 July run by the tiny A2B will STOP at Shelford so people can access the surgery there – Stagecoach originally said this stop would take customers away from their C7 bus route. The new route will also call at the Imperial War Museum at Duxford which is a good move and gives visitors to the IWM a public transport option.

It will be important to encourage Pampisford village residents to use the service otherwise we will lose it, after all the hard work that went in to securing this after Whippet withdrew from the franchise last year.

Highways

I have chased up highways because while progress on pothole filling is being made, there are still ones reported in May not done. The County is investigating ways in which it can deal with potholes should there be another severe prolonged winter. The two new dragon patcher machines will both be in use by the end of July.

LHI bid deadline

It is important to put an outline bid in by the deadline of later this month – there are many traffic issues in the village. Other parish councils are working up their bids!

Grass cutting at junctions

The grass and undergrowth at the junctions with the A505 have been cut back – the work was scheduled by highways for July but the growth earlier in the year meant the visibility for drivers was severely limited – so I told highways to bring the schedule forward.

Travellers

At the moment the traveller group that occupied land at Thriplow, Duxford and Hinxton at various times during the months of April and May have moved on to other sites, including the football ground and further east to the Norfolk coast. I have proposed that the district council explore preventative injunctions of green spaces, including village greens and sports grounds. However, South District Council has replied to a government consultation on this issue of illegal encampments saying that there should be a commission on how to meet the needs of Gypsies and Travellers who need to move around the country for activities such as work, or to visit relatives who may be unwell in hospital.

Major planning issues

The major planning issues in this part of the district continue:

19. Genome Campus proposals for housing and expansion of the Wellcome Campus. Consultation with local residents ongoing but no formal planning application until autumn; PAMPISFORD PARISH COUNCIL MEETING MINUTES 12th July 2018 3 20. Smithson Hill proposals for an agri-tech business park along the A1307 at Hinxton. Likely to go to appeal by the planning inspectorate having been turned down by South cambs District council planning committee; 21. North Uttlesford Garden Community – the proposals for 5,000 houses have been adopted by Uttlesford District Council. My concern is that the infrastructure and transport proposals from the developers behind the NUGC don’t address how Cambridgeshire will cope with the traffic generated by the development. The lead authority is the district council, under the duty to co-operate rules.

Community chest – the District Council Community Chest is now open again although the amounts have been reduced to £500 per application.

Rural travel hub and the future of the A505

The Combined Authority and the Greater Partnership (GCP) had both included in their forward plans of infrastructure projects to fund research into how to enable the A505 to better cope with the current and future volumes of traffic.

I am writing to the chief executives of both authorities to find out where we are on these proposals, as we want the A505 work to move forward. The rural travel hub for Whittlesford had a useful workshop with interested parties last week, and there is one at Sawston later in the month..

The annual South Cambs free family fun day took place July 1st. There were about 5,000 visitors.

Local Developments

I hardly need tell the PC’s that the local developments are significant.

Latest Status:

Genome Campus: A meeting took place with some of the new Cabinet, myself, SCDC officers at the GC on Monday June 30th. I have reported this in notes to the PC Chairs. Meanwhile Willy has responded together with other PC’s to the Scoping Document.

North Uttlesford Garden Village: As I updated the PC Chairs the draft SCDC response to UDC has been published and will be reviewed at the July 12th Scrutiny Committee before Cabinet of July 26th. The 29‐ page document is here: http://scambs.moderngov.co.uk/documents/s106470/Uttlesford%20Local%20Plan%20Reg1 9%20response%20Final%20Scrutiny.pdf I have already some feedback on this namely reading the aquafers and school provision. One of my colleagues acknowledged ‘the vigour and rigour’ of the village opposition.

Agri Tech: I met with Cambridge Enterprise (part of the University) June 18th to discuss their Agri Tech plans. My feedback from them concurs with Willy’s feedback that the Agri Tech development isn’t part of their thinking.

Babraham Research Campus: Meeting on July 18th to discuss any future plans.

Duxford: On‐ going discussion ref the S106 monies from Greenacres development. The Grange Rd/Hunts junction has now been re surfaced. I attended the Greater Cambridge Partnership meeting ref the Whittlesford Travel Hub and our group selected the Welch’s potential access as one of the 5 quick wins here.
