Parish Council ANNUAL GENERAL MEETING DRAFT MINUTES- Meeting: 12th June 2014

Open Forum: no attendees. 1. Apologies and reasons for absence: Peter Draper (personal reasons); Heather Fordham (personal reasons), Nigel Upton (personal reasons), Peter Topping (CCC) 2. Election of new Chairman. Aureole Wragg was proposed by AJ, seconded by JM. All voted in favour. AW elected as chairman for the forthcoming year. Many thanks were given to Aureole for standing again. 3. Declarations of interest with regard to items on the agenda- none 4. To sign and approve minutes dated 8th May 2014- AW approved and signed. New format for reporting PC news in the Panser News was proposed by AJL and agreed on by the PC. Clerk to do a summary of minutes for the PN to make reporting more reader friendly and accessible. Full minutes will still be available on the village website. AJL to email report round to all councillors. 5. Matters arising from previous minutes: Section 106 money from the development adjacent to the White Horse S/0246/14/FL. AJL to look into what proportion of the Section 106 money comes to the PC from this development. 6. Reports by County and District Councillors : Thanks to be given from the PC to Linda Browne and Gemma Barron, Clerk Liaison Officers from the District Council for help in providing the Clerk with contacts within the District Council.

Tony Orgee: South District Council. Cambridge City FC planning application: The planning application for a new 3,000 capacity stadium for Cambridge City to be sited north of the Dales Manor Business Park in was considered by the District Council’s Planning Committee on 4 June 2014. Whilst there were potential community benefits, the officers’ view was that these were outweighed by the arguments against such a development. The officers’ recommendation was therefore one of refusal. At the meeting, residents spoke for and against. The three Sawston District Councillors supported the application. TO opposed the application as District Councillor for citing in particular traffic implications for Babraham village and for the Pampisford junction. The views of Sawston Parish Council (support for the application) and Babraham Parish Council (opposed to the application) were included with the agenda papers. Planning Committee members supported the application (vote 12 – 0), being of the view that community benefits outweighed the arguments against the application. The decision was for delegated approval, with a number of issues, for example, ecology and access issues, still to be resolved. The Secretary of State will be informed about the decision, and has the power to call in the decision. Proposed Solar Farm: Local councillors received a letter about a proposed Solar Farm on Green Belt land north of Dales Manor Business Park This appears to be wholly or almost wholly situated in Sawston Parish but the Public Consultation Event organised in relation to this proposal has been organised at The George in Babraham. TO wrote on behalf of local District and County Councillors to request a Public Exhibition of the proposals in Sawston. The promoters of the scheme agreed to an additional Public Exhibition to be held in Sawston – at Spicer’s Sports Pavilion – on 17 June. Local Plan representation: At its meeting on 10 June, Sawston Parish Council decided that it should be represented at the Examination in Public into the District Council’s South Plan. In particular, The Parish Council opposes two sites in the Green Belt that are allocated for housing. TO suggested that other parish councils had the same view regarding these two sites, and that Sawston Parish Council should contact these councils, for example, Babraham, Pampisford, Stapleford and Whittlesford parish councils, to present a united front. Tour de France update: The Tour de France stage in Cambridgeshire is getting closer and it will cause delays and disruption. Further details are emerging about road closures. TO has specifically requested that the A1301 / A505 roundabout area remains open until 8am to enable access to and from Sawston and Pampisford.

Tree Works : Result of 21 Church Lane C/11/40/077 (approval for works on T1 and T2, Tree Preservation order put on 6 sycamore trees); 1 Hammond Close Ref: 10355 C/11/40/077- approved: PC regrets the loss of any tree and would suggest that more suitable substitute trees be planted. AJ has asked N. Zealey to be a volunteer tree warden for the village. Thanks to Nina. 9. Gross Salary £180, Income tax £36 (to be paid quarterly), Net pay £144 Chq No: 100910 Clerk hours: 21hrs 10mins £173.57 Chq No: 100911 10.Cycle Track to Granta Park hedge update- PD has secured a grant for the PC from South Cambs DC for the sum of £1427.58 to plant 231m of hedgerow at £6.18 per metre alongside a section of the A505 from Town Lane to the Causeway houses. A formal order needs to be placed by the Clerk to Pinner and Sons making clear that if there is a price change since the PC received the estimate, the PC will not have the authority to spend more than the sum granted by SCambs. B. Moore to investigate funding for the rest of the section towards the A505 roundabout. Thanks to B. Moore for agreeing to maintain the hedges. 11.Noise from Sealmasters- Complaints were received from parishioners at the APMeeting regarding noise and smells from Sealmasters. Sealmasters are regularly giving residents e-mails with details of burnings but these are not always accurate and they are going on for longer than expected. PC appreciates that it will not always be possible to accurately predict burning times. AJL to write to Sealmasters to make them aware of parishioners’ concerns 12.Barclays and change of account correspondence address- Barclays have failed to change the clerk’s correspondence address and to provide a new cheque book as requested. AW to ring Barclays to follow this up as this may put the Parish Council in default of payments. 13.Jack Ellis picnic bench opening and cycle celebration- 5th July from 2-4pm on the Brewery Road Rec. Families to bring picnics; tree planting and bench opening; children’s cycle competition for best dressed cycle and rider; pin the saddle on the bike; bring and buy stall in aid of village hall funds. Tasks were distributed and meeting scheduled for Wed 18th June. 14.Fund raising yard/garage sale for Panser News/village hall – JM happy to organise this for next year, perhaps in a central location in Pampisford. 15.Bus reliability- A parishioner complained of buses not turning up for over an hour with two scheduled buses not turning up. Parishioner wrote to Stagecoach who replied with an apology and a free bus ticket. PT has written to Stagecoach. AJL to write to Stagecoach. 16.Neighbourhood Panel Meeting- Thursday 12th June 7:30pm Linton Heights School- unfortunately the PC were not able to send a representative due to the timing of the meeting clashing with our own PC meeting. 17.Parish Map- AJL secured an A3 and an A1 map of the parish from SCambs. Thanks to Michael Sexton for this. GB to organise buying a frame. AJL to colour conservation area. 18.CAPALC Clerks Catch Up Day Friday 11th July 2014- Agreed by all that AJL can attend. 19. Environment : a) Playground inspections: No change to condition of the playgrounds seen in the monthly inspection. ROSPA annual inspection report by Playsafety- no significant risks but some aspects to be aware of. PC will monitor playground safety. AJL to check the loose bolt on the fort. Groundsman to remove weeds around the fort. b) Meeting between Village Hall Management Committee and PC- a positive and constructive meeting was had between the representatives of the trustees and the VHMC. c) Survey of the Village Hall by Cambridge Home Design- AJL to give B. Penny the letter requesting a visit to survey the Village Hall and request that they should organise the visit on the trustees’ behalf. Unanimous agreement. d) CGM quote for cutting grass in Orchard- CGM have quoted to flail mow the grass in the orchard beside the recreation ground. A one off price to get grass down to a manageable height: £60.00 + vat. To cut same area regularly after initial cut: £28.00 + vat per cut. AW to ask Graeme Udall for advice regarding length of the grass. e) Dog fouling prohibition signs on lampposts- SCambs no longer cover the cost of these signs. It has been suggested that the PC buy their own signs- Greenhams of Cambridge was recommended. AW to contact police about the dog fouling penalties and AJL to investigate cost of signs and any bylaws that exist regarding dog fouling. f) Dog bins- The installation of new dog bins needs to be approved by H. Duffett at SCambs. She is arranging a site visit to decide if extra bins are necessary. If not the PC will be charged for extra collections. TO agreed to be present at the site visit if necessary to support the need for the two new bins. If they are not deemed necessary, the PC will be billed for extra collections. g) Bus Shelter Brewery Road / Stagecoach – Groundsman has reported that the bus shelter smells of urine, possibly from Stagecoach drivers. Groundsman should keep bus shelters clean of leaves to prevent this and clean with bleach. 20.
