Bab Ii Profil Kabupaten Seram Bagian Barat RENCANA TERPADU DAN PROGRAM INVESTASI JANGKA MENENGAH (RPIJM) ‐ BIDANG CIPTA KARYA 2016 KABUPATEN SERAM BAGIAN BARAT BAB II PROFIL KABUPATEN SERAM BAGIAN BARAT Profil Kabupaten Seram Bagian Barat merupakan bagian yang penting dalam penyusunan PIJM Bidang Cipta Karya, sebagai dasar perencanaan pembangunan infrastruktur pada masa yang akan datang. Bagian profil kabupaten/kota pada RPIJM Bidang Cipta Karya menggambarkan kondisi daerah dari berbagai aspek, yaitu gambaran kondisi geografis dan administrasi wilayah, demografi, topografi, geohidrologi, geologi, klimatologi, serta kondisi social dan ekonomi 2.1 Gambaran Geografis dan Administratif Wilayah Kabupaten Seram Bagian Barat merupakan salah satu kabupaten hasil pemekaran berdasarkan Undang‐Undang Nomor 40 Tahun 2003, yang semula merupakan bagian dari wilayah Kabupaten Maluku Tengah yang kemudian menjadi Kabupaten Maluku Tengah, Kabupaten Seram Bagian Barat dan Kabupaten Seram Bagian Timur. Rencana Tata Ruang Wilayah (RTRW) Kabupaten Seram Bagian Barat telah disusun pada tahun 2005, namun masih mengacu pada Undang‐Undang Nomor 24 Tahun 1992, sehingga perlu disempurnakan dengan berpedoman pada Undang‐Undang Nomor 26 Tahun 2007. Kabupaten Seram Bagian Barat adalah daerah berwilayah kepulauan, yang terletak antara 01° 19' ‐ 07° 16' Lintang Selatan dan 127°20’ ‐ 129°1’ Bujur Timur. Secara geografis Kabupaten Seram Bagian Barat mempunyai batas‐batas wilayah yaitu : (1). Utara : Laut Seram (2). Selatan : Laut Banda (3). Barat : Selat Buru (4). Timur : Kabupaten Maluku Tengah Kabupaten Seram Bagian Barat terdiri dari 62 buah pulau , yang berpenghuni hanya 10 buah pulau, dan 52 buah pulau tanpa berpenghuni. Kabupaten Seram Bagian Barat terdiri atas 11 kecamatan seperti tampak pada Tabel 2.1 berikut. RPIJM CIPTA KARYA ‐ BAB 2 ‐ I PROFIL KAB . SBB . Manipa 159,71 2,30 3 Seram Barat 503,33 7,24 4 Huamua 1.162,99 16,74 5 Kairatu 329,65 4,74 6 Kairatu Barat 132,25 1,90 7 Inamasol 504,61 7,26 8 Amalatu 665,35 9,58 9 Elpaputih 1.165,74 16,78 10 Taniwel 1.181,32 17,00 11 Taniwel Timur 733,80 10,56 Total 6.848,40 100,00 Sumber : Badan Pusat Statistik (SBB dalam angka 2014) Beberapa unsur geografis lainnya yang terdapat di Kabupaten Seram Bagian Barat adalah : (1) Wilayah daratan mencakup : (a) Gunung terdiri dari : Gunung Batulasa, gunung Rarola, Gunung Lihwatu, dan Bukit Batuputih, serta Bukit Hatu Toisiwa; (b) Sungai terdiri atas : Wae Mala, Wae Sapalewa, Wae Hanua, Wae Pana, Wae Lamasi, Wae Kawa, Wae Uli, Wae Benawa yang mengalir di sebelah Utara; sedangkan sungai‐sungai yang mengalir disebelah barat hampir belum dinamai kecuali Wae Samu; (c) Pulau‐pulau yang terdapat di Kabupaten Seram Bagian Barat adalah : Pulau Buano, Pulau Kelang, dan Pulau Manipa yang terdapat disebelah barat Pulau Seram, serta Pulau‐pulau kecil lainnya. (2) Wilayah laut mencakup : (a) Laut Seram di Utara dan Barat, (b) Laut Banda di Selatan, (c) Teluk Latira , (d) Teluk Hatu putih, (e) Teluk Piru, (f) Selat Boano, (g) Selat Kelang, dan (h) Selat Manipa RPIJM CIPTA KARYA ‐ BAB 2 ‐ I PROFIL KAB . Hal II - 4 RENCANA TERPADU DAN PROGRAM INVESTASI JANGKA MENENGAH (RPIJM) ‐ BIDANG CIPTA KARYA 2016 KABUPATEN SERAM BAGIAN BARAT 2.2 Gambaran Demografi 2.2.1 Jumlah, Pertumbuhan, dan Kepadatan Penduduk Penduduk seperti dua sisi mata uang, disatu sisi merupakan suatu potensi yang menjadi modal utama pembangunan sedangkan disisi lain merupakan target sasaran pencapaian pembangunan itu sendiri. Kesejahteraan penduduk merupakan sasaran utama dari pembangunan. Sasaran ini tidak akan mungkin tercapai apabila pemerintah tidak dapat memecahkan masalah kependudukan, seperti besarnya jumlahpenduduk dan penyebaran penduduk yang tidak merata. Berbagai usaha untuk menekan laju pertumbuhan penduduk yang tinggi telah dilakukan pemerintah melalui program keluarga berencana (KB). Selain itu dengan telah diberlakukannya program otonomi daerah, diharapkan dapat mengurangi perpindahan penduduk dari desa ke kota. Jumlah penduduk Kabupaten Seram Bagian Barat pada tahun 2011 sebesar 178.020 jiwa dan meningkat menjadi 180.398 jiwa pada tahun 2012, dan terakhir di tahun 2013 mencapai 179.781jiwa.Jumlah Kepala Keluarga (KK) pada tahun 2013 berjumlah 35.956 KK. Pertumbuhanpenduduk tahun 2013 mengalamipergerakan melambat, dari 1,34 padatahun 2012 menjadi 0,50 pada tahun2013. Jumlah penduduk yang terusbertambah setiap tahun tidakdiimbangi dengan pemerataanpenyebaran penduduk. Data tahun2013 menunjukkan sekitar 14,66persen penduduk tinggal di KecamatanKairatu. Sementara, luas KecamatanKairatu secara keseluruhan hanyasekitar 4,74 persen dari seluruhwilayah daratan Seram Bagian Barat.Sementara itu, Kecamatan Elpaputihyang memiliki luas sekitar 16,78 persendari luas total Seram Bagian Barat,hanya dihuni sekitar 2,83 persenpenduduk. Gambaran tersebut selainmenunjukan tidak meratanyapenyebaran penduduk jugamenunjukan daya dukung lingkunganyang kurang seimbang di antarakecamatan‐kecamatan di SeramBagian Barat. Kepadatan penduduk di Kabupaten Seram Bagian Barat mengalami peningkatan, dimana pada tahun 2011 tingkat kepadatan sebesar 25 jiwa/Km² dan pada tahun 2013 meningkat menjadi 26 jiwa/Km². Jumlah penduduk dan tingkat kepadatan penduduk di Kabupaten Seram Bagian Barat selama 3 (tiga) tahun terakhir dapat dilihat pada Tabel 2.2. Iniberarti bahwa jumlah penduduk lakilakilebih banyak daripada jumlahpenduduk perempuan.Namun demikian, bila dilihatpola rasio jenis kelamin sejak tahun2007 di Seram Bagian Barat, memangmendekati angka 100. Pada tahun2007 ‐ 2013 nilai rasio jenis kelaminberkisar antara 103 sampai 105, nilaitersebut dapat diartikan bahwa jumlahpenduduk laki‐laki dengan perempuantidak terlalu signifikan. Field data were gathered from the last remaining speaker of Hukumina and from the last four speakers of Kayeli. A significant historical event that set in motion changing social dynamics was the forced relocation by the Dutch in 1656 of a number of coastal communities on this and surrounding islands, which severed the ties between Hukumina speakers and their traditional place of origin (with its access to ancestors and associated power). The same event brought a large number of outsiders to live around the Dutch fort near the traditional village of Kayeli, creating a multiethnic and multilingual community that gradually resulted in a shift to Malay for both Hukumina and Kayeli language communities. This contrasts with the Buru language still spoken as the primary means of daily communication in the island's interior. Also, using supporting evidence from other languages in the area, the study concludes that traditional notions of place and power are tightly linked to language ecology in this region.

    Buru Pitta in a shady ginger grove (Craig Robson) REMOTE EASTERN INDONESIA 7 – 29 NOVEMBER 2014 LEADER: CRAIG ROBSON Our latest tour to Buru, Ambon, Haruku, Yamdena (Tanimbar Is), Kai and Seram was another action-packed adventure! There were a couple of special highlights this time. On Buru we were lucky enough to re-discover Blue-fronted Lorikeet. It seems that there have been no confirmed sightings of this tiny endemic parrot since the 1920s or 1930s. Our few record shots are the first pictures ever taken of the species. Another stand-out observation was the Chinese Crested Tern that we found again off the north coast of Seram, following on from our discovery in 2010. The bird was still present in late December, and it is now clear that this is a wintering area – the only one currently documented for this critically endangered species. This tour is packed with a seemingly ever-increasing number of endemics, and there was a constant stream of other highlights: Forsten’s, Tanimbar and Moluccan Megapodes, Pygmy Eagle, Rufous-necked Sparrowhawk, Great Cuckoo- Dove, Wallace’s Fruit Dove, Moluccan (or Lesser) Masked Owl, Salmon-crested (or Seram) Cockatoo, Blue- eared Lory, Moluccan King Parrot, Buru Dwarf Kingfisher, Buru, Seram and Tanimbar Boobooks, Buru and Papuan Pittas, Kai Leaf Warbler, Buru and Seram Bush Warblers, Rufescent Darkeye, Grey-hooded White- eyes, Long-crested Myna, Buru, Fawn-breasted and Slaty-backed Thrushes, and many more. Furthermore, the taxonomic position of many bird populations restricted to the archipelago or shared with nearby Bacan Island remains confused. We describe the results of a two-week avifaunal survey of Obi in March 2010. We provide frst records since 1982 of the poorly known Moluccan Woodcock Scolopax rochussenii as well as the frst description of its vocalisation and frst information on its habitat, which, contrary to what was previously speculated, includes lowland forest. We also provide confrmed records of fve taxa previously unknown on the island, including one that possibly represents a new subspecies (Sulawesi Myzomela Myzomela chloroptera). New elevational information is presented for 34 species. Comments on the taxonomy of several endemic taxa are made on the basis of new vocalisation or photographic material, suggesting that at least two deserve biological species status (Northern Golden Bulbul Thapsinillas longirostris lucasi, Dusky Myzomela Myzomela
