Apresentação Presentation A realização de um evento no segmento Mobilidade Urbana vem ao encontro das grandes questões que atingem toda a socie- dade nos dias de hoje: trânsito, infraestrutura, segurança, acessibilidade, meio ambiente, sustentabilidade. Mais que oportuna, a discussão sobre o legado dos Jogos Olímpicos e Paralímpicozs Rio 2016 possibilita analisar detalhadamente os modais de transporte atualmente existentes e seu impacto direto na mobilidade urbana, apontando soluções inovadoras, alinhadas à ges- tão de políticas públicas e ao ordenamento urbano. Para tanto, apresentamos um projeto para reunir os principais parceiros e fornecedores de produtos e serviços desta indústria, alian- do debates profissionais para discussão sobre as novas tecnologias, estudos e, em paralelo, oportunidades de negócios. Trata-se da Rio Mobi, uma excelente vitrine para realização de negócios, troca de experiências e vislumbre de novos horizontes, partindo para ações mais pró-ativas no segmento de Mobilidade Urbana, Acessibilidade e Sustentabilidade. A mobilidade urbana, quando pensada principalmente priorizando o transporte individual motorizado (carros e motos), gera muitos impactos negativos para as pessoas, cidades e o planeta. Implica consumo elevado de energia, recursos naturais e espaço público e causa problemas como poluição, acidentes, de saúde e perda de produtividade. The holding of an event in the Urban Mobility segment meets the major issues that affect all of society today: traffic, infrastructure, safety, accessibility, environment, sustainability. More than timely, the discussion about the legacy of the Rio 2016 Olympic and Paralympic Games makes it possible to analyze in detail the existing transport modes and their direct impact on urban mobility, point- ing to innovative solutions, aligned with the management of public policies and urban planning. To do so, we present a project to bring together the main partners and suppliers of products and services of this industry, com- bining professional debates to discuss new technologies, studies and, in parallel, business opportunities. It is the Rio Mobi, an excellent showcase for conducting business, exchange experiences and a glimpse of new horizons, starting for more proactive actions in the segment of Urban Mobility, Accessibility and Sustainability. Urban mobility, when thought primarily prioritizing individual motorized transport (cars and motorcycles), generates many neg- ative impacts for people, cities and the planet. It involves high consumption of energy, natural resources and public space and causes problems such as pollution, accidents, health and loss of productivity. 2. Mobilidade e Meio Ambiente Mobility and Environment Na escala nacional, o Programa de Aceleração do Crescimento (PAC) tem alocado recursos na área de mobilidade urbana na ordem de R$ 100 bilhões. Em 2012, foi publicada a Lei da Mobilidade Urba- na (Lei 12.587/2012), que institui as diretrizes da Política Nacional de Mobilidade Urbana (PNMU). A Lei promove prioridade aos meios de transporte não motorizados (alternativas de emissão zero) e ao transporte público coletivo, além da integração entre os modos e serviços de transporte urbano. Além disso, a Lei também impõe que municípios com população acima de 20.000 habitantes desen- volvam seus planos de mobilidade urbana. A implementação das diretrizes nacionais, na prática, é um grande desafio para as cidades brasileiras. A capacitação de técnicos e de equipes multidisciplinares são alguns dos desafios a serem enfrenta- dos. No entanto, muitas cidades já se comprometeram com um desenvolvimento sustentável e estão caminhando na direção de um sistema de mobilidade mais eficiente. (Fonte: Ministério das Cidades). At the national level, the Growth Acceleration Program (PAC) has allocated resources in the area of ​​ urban mobility in the order of R $ 100 billion. In 2012, the Law on Urban Mobility was published (Law 12,587 / 2012), which establishes the guidelines of the National Urban Mobility Policy (PNMU). Acessibilidade, Sustentabilidade e Tecnologia Accessibility, Sustainability and Technology O Estatuto das Cidades, que regulamenta os artigos da Constituição Federal referentes à Política Urbana, consti- tui um dos maiores avanços da legislação urbanística brasileira. Ele apóia os municípios na execução da Política Nacional de Desenvolvimento Urbano, com base em princípios que estimulam processos participativos de gestão territorial e ampliam o acesso à terra urbanizada e regularizada, principalmente beneficiando grupos sociais tradi- cionalmente excluídos. Para cumprir sua missão, a SNAPU conta com seis áreas de atuação: apoio à elaboração de Planos Diretores, regularização fundiária, reabilitação de áreas centrais, prevenção e contenção de riscos as- sociados a assentamentos precários, acessibilidade e conflitos fundiários urbanos.(Fonte: Ministério das Cidades) Os aplicativos de transporte público, Moovit e Trafi, que foram homologados pela Prefeitura do Rio como apps ofi- ciais dos Jogos Rio 2016, continuam ofertando os serviços de todos os modais disponíveis na cidade de forma gra- tuita aos passageiros. Os aplicativos apontam as melhores rotas e modais usando as informações fornecidas pela Prefeitura no banco de dados Data Rio, elaborado pelo Comitê de Mobilidade, formado pela Secretaria Municipal de Transportes, Governo Estadual, Centro de Operações Rio e IplanRio. A parceria contempla todos os meios de transporte público do município: ônibus, BRT, VLT, trens, metrô, vans, barcas e teleféricos. (Fonte: SMTR) The Statute of Cities, which regulates the articles of the Federal Constitution regarding Urban Policy, constitutes one of the major advances of Brazilian urban planning legislation. It supports municipalities in the implementation of the National Urban Development Policy, based on principles that stimulate participatory territorial management proces- ses and expand access to urbanized and regularized land, mainly benefiting social groups traditionally excluded. In order to fulfill its mission, SNAPU​​has six areas of activity: support to the elaboration of Executive Plans, land regula- rization, rehabilitation of central areas, prevention and containment of risks associated with precarious settlements, accessibility and urban land conflicts. (Source: Ministry of Cities) The public transportation applications, Moovit and Trafi, which have been approved by Rio’s City Hall as official Rio 2016 Games apps, continue to offer the services of all modalities available in the city for free to passengers. The applications point out the best routes and modalities using the information provided by the City in the Data Rio data- base, elaborated by the Mobility Committee, formed by the Municipal Transportation Secretariat, State Government, Rio and IplanRio Operations Center. The partnership includes all means of public transport in the municipality: bus, BRT, VLT, trains, subway, vans, boats and cable cars. (Source: SMTR) 4. Ônibus e BRT Bus and BRT A organização do sistema de transporte público incluiu uma inédita licitação das linhas de ônibus em 2010, colocando fim à forma ca- ótica como eram operadas desde a década de 1960. Hoje, a frota de ônibus na cidade do Rio de Janeiro é composta por 8.686 ônibus urbanos, incluindo os articulados, além dos 763 ônibus executivos, conhecidos como “frescões”, segundo dados de agosto de 2016. Para assegurar a eficiência do transporte público para os usuários, a prefeitura implantou faixas preferenciais em vias de grande movimento da cidade, o sistema BRS (Bus Rapid Service). Pelos BRSs só podem trafegar coletivos, táxis tripulados e transporte escolar, em determinados horários. Com as novas regras, os ônibus não podem mais trafegar no lado esquerdo das pistas, o que torna o trânsito mais organizado para todos. Ao todo, a cidade possui 17 faixas BRS. Para levar transporte de alta capacidade a um grande número de cariocas no menor tempo possível, racionalizando custos e com mínimo impacto sobre a rotina dos bairros, a Prefeitura implantou na cidade uma rede articulada com quatro sistemas de BRTs: Transoeste (Barra-Santa Cruz), Transcarioca (Barra-Galeão), Transolímpica (Barra-Deodoro) e Transbrasil (Deodoro- -Centro). A frota atual do BRT é composta por 456 ônibus, segundo dados de agosto de 2016, com capacidade para transportar mais de 500 mil passageiros por dia. Some of which are: increasing birth rates and decreasing death rates improved health care in many developing countries leading to longer life expectancies employment opportunities are greater within urban areas better paid jobs in the cities, an expected higher standard of living, and more reliable food are all pull factors - reasons why people are attracted to the city people who migrate to towns and cities tend to be young adults and therefore have higher birth rates better medical conditions compared to the countryside mean more successful births and a better life expectancy However, there are many problems associated with rapid growth. These include unplanned housing (squatter settlements/shanty towns), dealing with urban waste, pollution and stress on infrastructure and the city's services. Problems in urban areas Population growth has led to problems in many urban areas. Traffic congestion is a major issue in developed and developing countries. In developed world cities, there has been an increase in the number of cars on the road. As more people move to the edge of towns and cities, traffic congestion may get worse. Many people will drive their cars into the city centre for work. Substantial numbers get there on newer, larger roads or motorways. These roads then link up with older, narrower roads in the city centre. This causes a bottleneck and congestion. Many inner city areas, with a network of narrow roads and many junctions, cannot cope with the increased volume of traffic.
