Dear Voters, The 2020 civic year was incredible. In the 2020 U.S. Census, you helped Washington State rank 2nd in the nation in self-response rates. Pierce County ranked 8th among counties in Washington State. Truly, Pierce County was a national in this very important civic task. Thanks to you, the Washington State Redistricting Commission is well-prepared to adjust federal and state district boundaries with accurate and complete data. Thank you!

2020 Election Our community broke records in the November election, too. Pierce County Elections managed 567,803 active registered voters and counted 467,072 Pierce County ballots. Only 337 ballots arrived too late to count, which we can attribute to mega news coverage, Washington’s 18-day early voting period, and Pierce County’s 46 ballot drop boxes (95% of voters have a ballot drop box within a two mile radius).

Importantly, our election displayed the best civic engagement. There was rigorous competition and a fighting spirit among partisans. Yet, people were respectful and pleasant toward each other and showed gratitude to election workers.

August Primary – Tips! The August 3 Primary focuses on local elections. Voters will only see competitive races on this primary ballot.

• If three or more candidates file for a seat, they appear on the primary ballot. The top two “vote getters” advance to the November ballot. • If one or two candidates file, there is no primary. The candidate(s) will only appear on the November ballot.

So, don’t be surprised if a race that you’re tracking doesn’t appear on your August ballot.

And finally, please pay attention when you sign the ballot return envelope. Every signature is reviewed. Since most voters have been registered to vote online, using their drivers’ license or state ID card, it’s most likely that your voter registration signature comes from the Department of Licensing. Take a moment and look at the signature on your Washington State drivers’ license or ID. When signing your ballot envelope, keep that signature in mind.

If you think your signature has changed, send us an updated signature. It’s easy! Simply return a paper voter registration form. You can print out a registration form at bit.ly/WAVoteRF. Or, send us an email or call us. We’re happy to mail the form.

Explanatory Statement

The Town Council of the Town of Steilacoom has passed a resolution requesting an election to authorize for six (6) years a levy of a property tax in an amount not to exceed fifty cents ($0.50) per thousand dollars of assessed valu- ation. This levy would only be used for providing emergency medical care and services including but not limited to funding a portion of the contract with West Pierce Fire and Rescue to provide advanced life support services and Town personnel performing emergency services, training, operating expenses and medical supplies.

The existing emergency medical care and services levy authorized by the voters of the Town of Steilacoom at the August 5th, 2015 Special Election expires at the end of 2021. This levy will pass if a simple majority of the votes cast are in favor of the levy. If the levy is approved, it will become effective in 2022.

Explanatory Statement

For many years, East Pierce Fire & Rescue has asked the voters repeatedly to renew its emergency medical ser- vices (EMS) levy. Under current state law, however, the Fire Department can ask the voters to extend this levy for a 10-year period.

The Board of East Pierce Fire & Rescue has passed a resolution requesting an election to authorize a property tax levy in an amount not to exceed fifty cents per $1,000.00 of assessed valuation, each year for ten (10) successive years. This levy would re-establish the voter-approved EMS levy at 50 cents and would provide sufficient EMS revenue to fund the district’s Paramedic program, including the salaries, equipment and medical supplies of fire- fighter paramedics, and the cost to deliver critical advanced life support care and emergency ambulance transport service.

Approximately 75% of the calls for service by the district are EMS calls. Growth and call volume have increased during the last several years since the voters first approved an EMS levy. The regular property tax levy does not provide funds for an adequate level of emergency medical services. Without this levy approval the district would not be able to maintain its current excellent level of service.

Ballot Title The Board of Fire Commissioners of East Pierce Fire & Rescue adopted Resolution No. 940 concerning an increase in the District’s property tax levy. If approved, Proposition No. 2 will authorize the District to restore the previous voter-authorized regular property tax levy rate for fire and emergency medical services of one dollar and fifty cents ($1.50) per thousand dollars ($1,000.00) of assessed valuation for collection in 2022, allow annual increases of up to six (6%) percent for each of the succeeding three (3) years and use the 2025 levy dollar amount for computing the limitation for subsequent levies. Should Proposition No. 2 be approved?

Explanatory Statement East Pierce Fire and Rescue is placing a four-year regular levy lid lift proposition on the August 3, 2021 ballot. This proposition will maintain the current level of fire suppression, rescue, and fire prevention services. This measure will re-authorize the property tax levy rate of $1.50 per $1,000 of assessed valuation coupled with annual increases of up to 6% in each of the three subsequent years.

This proposition meets the requirement of certain tax laws, mandating that any increase in revenue of more than 1%, over the previous year, be approved by voters. The voters previously approved the property tax levy rate of $1.50; this would re-establish that authorized amount. The dollar amount of the levy in the fourth year would be used to establish the base amount for calculating 1% increases in the future.

Approval of this proposition would allow the Fire District to maintain the high level of services it provides to the community. Rejection of this proposition would lead to the loss of approximately $4,071,376 in projected tax reve- nue in the first year alone, which could affect the Fire District’s ability to continue its level of services.

Ballot Title The Board of Fire Commissioners of Pierce County Fire Protection District No. 16 adopted Resolution No. 04-21- 759 concerning an increase in the District’s regular property tax levy. If approved, Proposition No. 1 will restore the District’s regular property tax levy for fire and emergency medical services to the previous voter-approved rate of one dollar and fifty cents ($1.50) per thousand dollars ($1,000.00) of assessed valuation for collection in 2022, set the limit factor at six percent (6%) for each of the succeeding five (5) years and use the 2027 levy dollar amount for computing the limitation for subsequent levies. Should Proposition No. 1 be approved?

Explanatory Statement Pierce County Fire Protection District No. 16 (the District) is placing a property tax lid lift proposition on the August 3, 2021 ballot.

The District responded to the community’s requests for emergency medical care, fire suppression, rescue, and other emergencies, 2,504 times in 2020. This is a 20% increase in calls for service since 2015. However, while firefighters are responding to more calls, the statutorily approved $1.50 fire levy rate is projected to fall to $1.15 in 2022 due to 1% limitations set forth by statute. Passage of this measure would maintain the levy rate of $1.50 per $1,000 of assessed value for 2022 and provide for a limit factor of up to 6% in the succeeding five years. The dollar amount of the levy in 2027 would be used to calculate future levy increase limits.

If approved, this measure authorizes the District to maintain the levy rate of $1.50 per $1,000 of assessed prop- erty value as approved by voters. A taxpayer with the average home value of $400,000.00 would anticipate an increased tax of $8.66 per month if this measure passes. Revenue raised by this measure provides sustainable funding for the District.

I will propose a program to fight illegal dumping in KP Parks. Dumping costs the parks district thousands of dollars each year in refuse fees and man-hours, and has caused the closure of public facilities and parking areas. A “Don’t Dump on KP Parks” initiative could install cameras and create a community-wide lookout for dumpers. Dumpers could be prosecuted, and their names and likenesses published in an ad in the KP News.

Accomplishments during my previous term include Gateway Park, specifically support for the Splash Pad. I spoke up for dog owners until the off-leash park was finally built. I requested the highway sign for Maple Hollow, and will do the same for Taylor Bay and Rocky Creek.
