We believe that the essential steps could be taken within five years. On- tarians sometimes forget how quickly Ontario’s higher education system can change to meet critical needs. The number of publicly supported uni- versities in Ontario doubled in the period from 1960 to 1965. The college system was created in less than three years, from early 1965 to the fall of 1967. College enrolments were expanded by almost 40 percent in less than five years to meet the needs of displaced workers during the recession of the early 1980s and by another 30 percent during the recession of the early 1990s. The university system added room for 90,000 more undergradu- ate students between 2000 and 2005 to accommodate the double cohort. In every case, the government made decisions about what needed to be done and worked with higher education leaders to get on with the job. The starting point for addressing our proposed agenda should be a focused consultation process with universities and colleges and with as- sociations representing students, faculty, and staff. These consultations, which might require two to four months, should focus on whether there are better proposals for addressing the issues we have identified. Changes of the magnitude we recommend are bound to be contentious; however, our review of the policy papers published by higher education stake- holders over the past two years suggests that there is broad consensus (though not unanimity) on the problems Ontario faces and widespread recognition that the solutions must go beyond simply spending more of the government’s and students’ money.

Barker Thesis submittedfor the Degree of Doctor of Philosophy in Environmental Science Environment Department University of York August 2003 Abstract Coral reefsprovide many servicesand are a valuableresource, particularly for tourism, yet they are suffering significant degradationand pollution worldwide. To managereef tourism effectively a greaterunderstanding is neededof reef ecological processesand the impactsthat tourist activities haveon them. This study explores the impact of divers and snorkelerson the reefs of St. Lucia, West Indies, and how the reef environmentaffects tourists' perceptionsand experiencesof them. Observationsof divers and snorkelersrevealed that their impact on the reefs followed certainpatterns and could be predictedfrom individuals', site and dive characteristics.Camera use, night diving and shorediving were correlatedwith higher levels of diver damage.Briefings by dive leadersalone did not reducetourist contactswith the reef but interventiondid. Interviewswith tourists revealedthat many choseto visit St. Lucia becauseof its marineprotected area. Certain site attributes,especially marine life, affectedtourists' experiencesand overall enjoyment of reefs.Tourists were not alwaysable to correctly ascertainabundance of marine life or sedimentpollution but they were sensitiveto, and disliked seeingdamaged coral, poor underwatervisibility, garbageand other tourists damagingthe reef. Il 17 giugno 1837, a tre giorni dalla morte di Giacomo Leopardi, il Ranieri scriveva al conte Monaldo per annunciargli il triste evento. Pochi giorni dopo, il 26 giugno, riprendeva la penna per descrivergli in dettaglio gli ultimi giorni del poeta. Con più misura, il 18 luglio, gli accennava e accludeva: «la prima notizia che ho mandata del mio adorato amico a questo nostro giornale letterario intitolato il Progresso» (sc. “Il Progresso delle Scienze, delle Lettere e delle Arti”, vol. XVII, Anno VI, n. 33, quaderno di maggio, Napoli, dalla Tipografia Plautina, 1837, p. 166 s.). Si tratta di un breve necrologio, che da qualcuno, non del tutto a torto, è stato definito la miglior cosa scritta dal Ranieri su Leopardi. E certo non ha né la pesantezza né la prolissità della Notizia2 premessa all’edizione fiorentina del ‘45, e nella sua essenzialità, merita di essere conosciuto.
