The Essex County Council (Uttlesford District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment Number 12) Order 202*
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984
The effect of the Order: To amend the following restrictions in the District of Uttlesford: to extend the ‘No Waiting At Any Time’ restrictions on Blythwood Gardens, at the junction with Silver Street, Stansted and to change the timings of the school entrance markings on Ashdon Road, Saffron Walden, to ‘Mon-Fri 8am-9am & 3pm-4pm’. Also to introduce ‘No Waiting At Any Time’ restrictions on Hop Fields, Daunces Mead, Peaslands Road and Crabtrees in Saffron Walden; Highfields and Springfields, The Causeway and Godfreys Way in Great Dunmow.
This Order will be incorporated into The Essex County Council (Uttlesford District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the following tile numbers with revision 1: TL505 245, TL540 375, TL545 385, TL625 215, TL625 217, TL625 222; replacing TL540 377 with revision 2 and inserting TL625 225 at revision 0.

WHEREAS the Essex County Council in exercise of its powers under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby makes the following Order:-

Hopfields/Daunces Mead-Saffron Walden The permanent order for double yellow lines is required to enhance the lines of sight for vulnerable road users, children, pedestrians and drivers alike and to avoid danger to persons or other traffic using the road by removing any form of parking regularly witnessed which encroaches on junctions, where any parking is inappropriate. Larger vehicle access will also be improved by removing parking.
Highfields/Springfields-Great Dunmow The permanent order for double yellow lines is required to enhance the lines of sight for vulnerable road users, children, pedestrians and drivers alike and to avoid danger to persons or other traffic using the road by removing any form of parking regularly witnessed close to or on the junctions. Larger vehicle access will also be improved by removing parking.
Godfrey Way/The Causeway/Mellish Grove-Great Dunmow The permanent order for double yellow lines is required to enhance the lines of sight for vulnerable road users, children, pedestrians and drivers alike and to avoid danger to persons or other traffic using the road by removing any form of parking regularly witnessed close to or on junctions and along The Causeway. Larger vehicle access will also be improved by removing parking.
Blythwood Gardens-Stansted The permanent order for an extension to double yellow lines is required to enhance the lines of sight for vulnerable road users, children, pedestrians and drivers alike and to avoid danger to persons or other traffic using the road by removing any form of parking regularly witnessed leading up to the junction with the B1383.
Ashdon Road-Saffron Walden (Dame Bradburys school) A change to the operational times of the school zig zag restriction is required to reflect the requirements of the school and to offer protection to the pupils during school drop off/collection times, by preventing parking close to the entrance.
