Oprettelse af Lokaludvalg i Nuuk Til beslutning J.nr.:00.00.00-A30-1-18 Koncernservice - kommunaldirektør Lars Møller-Sørensen / LMS Sagsresumé I henhold til § 32 af Inatsisartutlov nr. 29 af 17. november 2017 om den kommunale styrelse, skal kommunalbestyrelsen nedsætte et lokaludvalg i hver af kommunens byer. Siden 2015 har der været aktive lokaludvalg i henholdsvis Paamiut, Tasiilaq og Ittoqqortoormiit, men ikke i Nuuk. For at imødekomme den nye lov om den kommunale styrelse, skal Kommuneqarfik Sermersooq derfor oprette et lokaludvalg i Nuuk. Indstilling Koncernservice indstiller overfor Udvalg for Økonomi og Erhverv: - at oprettelsen af et Lokaludvalg i Nuuk godkendes - at vedtægtsændringer godkendes - at ændringer i forretningsorden godkendes - at godkende, at lokaludvalget i Nuuk tildeles 1.125.000 mio. kr. i 2018 - at sagen sendes til endelig godkendelse i Kommunalbestyrelsen Sagsfremstilling Kommunalbestyrelsen vedtog i 2012 en principiel beslutning om at nedsætte lokaludvalg i alle kommunens byer med henblik på at skabe øget borgerinddragelse. Efter afholdelse af borgermøder, blev der i januar 2015 oprettet lokaludvalg i henholdsvis Paamiut, Tasiilaq og Ittoqqortoormiit. Etableringsprocessen i Nuuk forløb anderledes og på baggrund af flere undersøgelser og borgermøder, kunne det konstateres, at der var lav tilslutning til et lokaludvalg i Nuuk. Borgerne i Nuuk gav udtryk for at de ønskede en anden form for inddragelse f.eks. via elektroniske medier. Der blev derfor ikke oprettet et lokaludvalg i Nuuk, men i stedet sat fokus på at inddrage Nuuks borgere på anden vis. Sidenhen har Kommuneqarfik Sermersooq iværksat flere borgerinddragelsesorienterede tiltag, herunder Borgerinddragelsesstrategien 2016-2018 og appen Isumaga . For at imødekomme den nye styrelseslov, skal der nu også oprettes et lokaludvalg i Nuuk. -

Særlig kraftigt i Nuuk, hvor stigningen er opgjort til 196 personer. 31,8 pct. (17.796) af landets befolkning bor nu i Nuuk. I bygderne under et, fortsætter faldet i folketallet. I 2017 således med 225 personer, fra 7.356 til 7.131. Den høje bygde-fraflytning i Avannaata Kommunia var dog ikke frivillig, men forårsaget af naturkatastrofen som ramte bygderne Illorsuit og Nuugaatsiaq i sommeren 2017. Adam Grydehøj Island Dynamics Denmark [email protected] ABSTRACT: Both islands and cities are often conceptualized in terms of centre-periphery relationships. Scholarly attempts to nuance popular associations of islands with peripherality and cities with centrality reflect awareness of underlying power relationships. Drawing upon island studies and urban studies knowledge, the case of Nuuk, Greenland, is used to explore how centring and peripheralizing processes play out in an island city. Greenland as a whole came to be regarded as a peripheral region under Danish colonialism, but since the 1950s, Danes and Greenlanders have sought to transform Greenland into its own centre. Nuuk grew into a city and a political, administrative and economic centre relative to Greenland’s small settlements, which came to be seen as central to Greenlandic culture. Nuuk’s rapid growth – dependent on imported Danish designs, materials, technologies, policies and labour – has resulted in an island city of immense contrasts, with monumental modern buildings standing alongside dilapidated 1960s apartment blocks and with strongly differentiated neighbourhoods. Nuuk is both at the centre and on the periphery, enmeshed in power relationships with other Greenlandic settlements and with Denmark. Nuuk is a result of urban design processes that are conditioned by both infrastructural systems and a confluence of spatio-temporal factors.
