The Rp 1.28 trillion (USD 98 million) Treated Distillate Aromatic Extract (TDAE) plant will be built within KIIE and has an annual capacity of 100,000 tons per year. End products will be used as inputs for the rubber and tyre industries. The refinery will be built on 2.3 hectares and expected to be completed in 2017. Oleh karena itu, Pemerintah memprioritaskan pengembangan SDM melalui pengembangan vokasi Sekolah Menengah Kejuruan (SMK) dengan menggandeng Pemerintah Daerah selaku mitra strategis. “Dalam empat tahun terakhir, pemerintah secara besar-besaran membangun infrastruktur. Ke depan, pembangunan infrastruktur tidak akan terlalu banyak (berubah polanya, red). Saat ini, kita perlu membicarakan pengembangan SDM melalui pendidikan vokasi. Pemerintah akan menyiapkan anggaran untuk mempersiapkan pengembangan vokasi SMK ini” kata Menteri Koordinator Bidang Perekonomian Darmin Nasution saat memimpin Rapat Koordinasi Pengembangan Vokasi SMK sesuai Potensi Daerah, pada Jumat (7/12), di Jakarta. Pengembangan vokasi SMK ini merupakan salah satu arahan Presiden Joko Widodo (Jokowi) dalam Sidang Kabinet pada 7 Agustus 2018. Dalam sidang tersebut, Presiden Jokowi menegaskan pengembangan vokasi sangat penting, dengan meningkatkan kemitraan dengan industri, upgrading ketenagakerjaan, sekaligus upgrading di kementerian-kementerian terkait. Rakor ini merupakan lanjutan dari rakor sebelumnya pada 9 November 2018, sebagai tindak lanjut atas arahan Presiden Jokowi tersebut. Kemenko Perekonomian pun bertugas merumuskan pembangunan SDM, termasuk kebutuhan akan jumlah SDM yang ada, lokasi atau daerah yang membutuhkan SDM, strategi yang akan digunakan untuk meningkatkan kualitas SDM, dan Kementerian/Lembaga yang melaksanakan strategi pembanguan SDM tersebut. “Rapat ini menjadi landasan kita untuk memperkuat komitmen, karena pemerintah serius untuk melakukan pengembangan vokasi SMK ini” tambah Darmin.

It is driven by the empirical facts that many coffee shops have transformed to be a supporter of one of the candidates of the governor. By using grounded theory and thematic analysis, this study answers the critical questions of why the coffee shops change and what the factors affecting the transformation. A series of the interview was conducted on a dozen of informants, consisted of political parties, campaign and successful teams of the candidates, Local General Elections Commission (KPUD) and Local Election Supervisory Agency (Bawaslu) of Kepulauan Riau, the owners and the visitors of the coffee shop. Evidence of this study points out that the transformation of the coffee shops is the consequence of both political systems and political structure in Indonesia. The empirical findings of this study are not only worthwhile to the study of the public sphere in the context of Indonesian local political setting but also to the practitioners in designing the honest and fair local leaders election.
