The ideology that is reflected in the discourse of Tempo Magazine in 2017 'the case of Mega Corruption e-KTP is seen from the text structure which includes the macrostructure. The global meanings studied are interrelated. The data obtained by journalists are used to discuss the topic of e-KTP case. "Fireball Corruption KTP". Superstructure discourse discussed based on the introduction, the contents, the cover, but not found conclusions. The preliminary section described has always supported the title of the discourse. The content section is the focus of journalist's study on e-KTP corruption issues. The closing section used by journalists always gives a settlement of the news presented. The microstructure of the discourse uses effective, straightforward and diction sentences. Ideology is seen from social cognition. There is a linkage of texts that journalists describe with the community. All perceptions and actions, and ultimately the production and interpretation of this discourse are based on the mental representation of every event that takes place. Events are presented based on a lot of evidence and believed to be true. -

INDONESIA 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Indonesia is a multiparty democracy. In 2014 voters elected Joko Widodo as president. Domestic and international observers judged the 2014 legislative and presidential elections free and fair. Domestic and international observers judged local elections in June for regional executives to be free and fair. Civilian authorities generally maintained control over security forces. Human rights issues included reports of arbitrary or unlawful killings by government security forces; torture by police; arbitrary detention by the government; harsh and life-threatening conditions in prisons and detention centers; political prisoners; censorship, including laws addressing treason, blasphemy, defamation, and decency, site blocking, and criminal libel; corruption and attempts by government elements to undermine efforts to prosecute corrupt officials; criminalization of same-sex sexual activities at the local level and violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and forced or compulsory labor. While the government took steps to investigate and prosecute some officials who committed human rights abuses, impunity for serious human rights violations remained a concern. In certain cases, the courts meted out disparate and more severe punishment against civilians than government officials found guilty of the same crimes. Section 1. Misuse of Legitimate Business Transactions Between Countries As the Latest Corruption Method
MISUSE OF LEGITIMATE BUSINESS TRANSACTIONS BETWEEN COUNTRIES AS THE LATEST CORRUPTION METHOD Arin Karniasari* I. INTRODUCTION Corruption eradication has always been and will always be a commitment for the Indonesian government. The Indonesian National Police, the Indonesian Prosecution Service and the Corruption Eradication Commission, as the state institutions which are authorized to investigate corruption, are working together to eliminate corruption acts in Indonesia. As an illustration of their efforts, the following chart shows the number of corruption cases handled by the Indonesian National Police, the Indonesian Prosecution Service and the Corruption Eradication Commission over the last four years:1 Number of Corruption Cases 1000 800 911 876 833 600 628 400 371 200 273 80 196 87 202 96 123 0 2014 2015 2016 2017 INP IPS CEC Those corruption cases occurred in various administrative sectors which relate to goods and services procurement conspiracy, licensing conspiracy, bribery, extortion and budget manipulation2 perpetrated by various professions such as members of parliament, ministers, governors, mayors/regents, high-level officials, judges, prosecutors, policemen, advocates, businessman and corporations,3 which are categorized as “legal subjects” by the Law on Corruption Eradication. However, despite the abundant cases handled by Indonesian law enforcement apparatus, it does not mean that the efforts to investigate and prosecute those cases were easy. The criminals have and will always try to develop their methods in committing corrupt acts, as mentioned by an adage which says that criminals are always one step ahead of law enforcement. The development of civilizations and Industrial Revolution 4.0, which was supported by the advancement of information technology, has created more complex, sophisticated, faster, globalized and undetected methods of crime. -

The article aims to determine the political cleavage among Indonesian political parties, whether classifed into the ideological spectrum or the organisational degree. From a methodological standpoint, it is qualitative research by employing in-depth interviews and online news collection as a data gathering technique. The study’s fnding depicts that the ideological cleavage is no longer relevant under the open-list proportional representation system because political parties eventually have pragmatical orientations rather than ideological considerations. It can be proven that the position of nationalist secular parties is not merely in the approval side but also in the denial and dilemma sides. Likewise, the position of nationalist Islamist parties can be found on two sides: denial and dilemma. This fnding verifes that Indonesia’s ideological contestation is waning and inactive when political parties cope with power issues. On the contrary, the ideology is revived when it deals with religious and tribal afairs. The method used in this research was qualitative research method. The data used in this research was news texts from Kompas daily newspaper, which reported about the case of profiteering of the name of Indonesian President and Vice President. Data collection method employed was literature study. The data in was analyzed with the orientation of analytic descriptive method. The results of data analysis showed that at the level of macro structure, superstructure, and micro structure, the global meaning of discourse developed in the news is about the settlement of cases of profiteering of the President and Vice President. -

He faces strong opposition in the parliament. EPA/Made Nagi Indonesia’s president-elect Joko Widodo, popularly known as Jokowi, will be sworn into office today in a divisive political environment. Jokowi, who won 53.15% of the votes in the presidential election, will have to work with a parliament controlled by the opposing coalition. Defeated candidate Prabowo Subianto’s Red-and-White coalition holds 292 seats. Parties supporting Jokowi hold 207 seats. On Friday, Jokowi met with Prabowo after months of political tension. Prabowo stated that his party should now support the new president. He also said that he would remain critical if the government went against the people’s aspiration. The meeting does not ensure Prabowo’s coalition will go along with the Jokowi government. Although Prabowo did not say it openly, being critical could still also mean being obstructive to Jokowi’s reform plans. Divided government Indonesia’s current political landscape, in which different political parties or different coalitions of parties control different branches of government, is generally referred to as “divided government”. 1 A divided government is nothing new. It happens in developing as well as in developed countries. It happened in Ecuador after the military regime in 1979 as well as in Mexico between 1997 and 2000. Germany and the United States also have divided governments. At times, a divided government can result in better checks and balances. -

Sesuai dengan asas legalitas, penyelenggaraan pemerintahan dalam suatu negara hukum menghendaki kepastian hukum dan persamaan perlakuan. Pengisian jabatan pimpinan DPR terhadap Setya Novanto dan Fahri Hamzah tidak mengikuti prosedural yang sama. Usulan penggantian Setya Novanto oleh Golkar dilaksanakan oleh pimpinan DPR, akan tetapi usulan pemberhentian Fahri Hamzah oleh PKS tidak dilaksanakan sesuai dengan prosedur yang berlaku. Penelitian ini bertujuan untuk mengetahui kesesuaian penggantian dan pemberhentian Setya Novanto dan Fahri Hamzah dengan peraturan perundang- undangan yang berlaku. Penelitian ini menggunakan metode penelitian yuridis normatif. Berdasarkan kajian yang telah dilakukan terbukti bahwa pemberhentian dan penggantian jabatan pimpinan DPR terhadap Setya Novanto dan Fahri Hamzah tidak sesuai dengan ketentuan yang berlaku. -

This study employed qualitative method. The location of this research was at the office of the regional representative council (RRC) of Nasdem party of North Sumatera. The technique of data collection was by using the interview method. The informants were the chairperson of the regional representative council and the chair of the winning team for the general election of the Nasdem party. The results of this study indicate that the candidcay in political recruitment or selection conducted by the RRC of Nasdem party of North Sumatera province uses an inclusive model. The determination of selectorate utilized exclusive model. The determination of where the candidate selection used centralistic pattern or model. The decision making procedure for determining the candidates was by using candidate pattern with more democratic selection principles.
