The ideology that is reflected in the discourse of Tempo Magazine in 2017 'the case of Mega Corruption e-KTP is seen from the text structure which includes the macrostructure. The global meanings studied are interrelated. The data obtained by journalists are used to discuss the topic of e-KTP case. "Fireball Corruption KTP". Superstructure discourse discussed based on the introduction, the contents, the cover, but not found conclusions. The preliminary section described has always supported the title of the discourse. The content section is the focus of journalist's study on e-KTP corruption issues. The closing section used by journalists always gives a settlement of the news presented. The microstructure of the discourse uses effective, straightforward and diction sentences. Ideology is seen from social cognition. There is a linkage of texts that journalists describe with the community. All perceptions and actions, and ultimately the production and interpretation of this discourse are based on the mental representation of every event that takes place. Events are presented based on a lot of evidence and believed to be true. -

INDONESIA 2018 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Indonesia is a multiparty democracy. In 2014 voters elected Joko Widodo as president. Domestic and international observers judged the 2014 legislative and presidential elections free and fair. Domestic and international observers judged local elections in June for regional executives to be free and fair. Civilian authorities generally maintained control over security forces. Human rights issues included reports of arbitrary or unlawful killings by government security forces; torture by police; arbitrary detention by the government; harsh and life-threatening conditions in prisons and detention centers; political prisoners; censorship, including laws addressing treason, blasphemy, defamation, and decency, site blocking, and criminal libel; corruption and attempts by government elements to undermine efforts to prosecute corrupt officials; criminalization of same-sex sexual activities at the local level and violence against lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and forced or compulsory labor. While the government took steps to investigate and prosecute some officials who committed human rights abuses, impunity for serious human rights violations remained a concern. In certain cases, the courts meted out disparate and more severe punishment against civilians than government officials found guilty of the same crimes. Section 1. Respect for the Integrity of the Person, Including Freedom from: a. Arbitrary Deprivation of Life and Other Unlawful or Politically Motivated Killings There were allegations the government or its agents committed arbitrary or unlawful killings. These included reports by human rights groups and media that military and police personnel used excessive force that resulted in deaths during arrests, investigations, crowd control, and other operations. -

MISUSE OF LEGITIMATE BUSINESS TRANSACTIONS BETWEEN COUNTRIES AS THE LATEST CORRUPTION METHOD Arin Karniasari* I. INTRODUCTION Corruption eradication has always been and will always be a commitment for the Indonesian government. The Indonesian National Police, the Indonesian Prosecution Service and the Corruption Eradication Commission, as the state institutions which are authorized to investigate corruption, are working together to eliminate corruption acts in Indonesia. As an illustration of their efforts, the following chart shows the number of corruption cases handled by the Indonesian National Police, the Indonesian Prosecution Service and the Corruption Eradication Commission over the last four years:1 Number of Corruption Cases 1000 800 911 876 833 600 628 400 371 200 273 80 196 87 202 96 123 0 2014 2015 2016 2017 INP IPS CEC Those corruption cases occurred in various administrative sectors which relate to goods and services procurement conspiracy, licensing conspiracy, bribery, extortion and budget manipulation2 perpetrated by various professions such as members of parliament, ministers, governors, mayors/regents, high-level officials, judges, prosecutors, policemen, advocates, businessman and corporations,3 which are categorized as “legal subjects” by the Law on Corruption Eradication. However, despite the abundant cases handled by Indonesian law enforcement apparatus, it does not mean that the efforts to investigate and prosecute those cases were easy. The criminals have and will always try to develop their methods in committing corrupt acts, as mentioned by an adage which says that criminals are always one step ahead of law enforcement. The development of civilizations and Industrial Revolution 4.0, which was supported by the advancement of information technology, has created more complex, sophisticated, faster, globalized and undetected methods of crime. -

He faces strong opposition in the parliament. EPA/Made Nagi Indonesia’s president-elect Joko Widodo, popularly known as Jokowi, will be sworn into office today in a divisive political environment. Jokowi, who won 53.15% of the votes in the presidential election, will have to work with a parliament controlled by the opposing coalition. Defeated candidate Prabowo Subianto’s Red-and-White coalition holds 292 seats. Parties supporting Jokowi hold 207 seats. On Friday, Jokowi met with Prabowo after months of political tension. Prabowo stated that his party should now support the new president. He also said that he would remain critical if the government went against the people’s aspiration. The meeting does not ensure Prabowo’s coalition will go along with the Jokowi government. Although Prabowo did not say it openly, being critical could still also mean being obstructive to Jokowi’s reform plans. Divided government Indonesia’s current political landscape, in which different political parties or different coalitions of parties control different branches of government, is generally referred to as “divided government”. 1 A divided government is nothing new. It happens in developing as well as in developed countries. It happened in Ecuador after the military regime in 1979 as well as in Mexico between 1997 and 2000. Germany and the United States also have divided governments. At times, a divided government can result in better checks and balances. -

Sesuai dengan asas legalitas, penyelenggaraan pemerintahan dalam suatu negara hukum menghendaki kepastian hukum dan persamaan perlakuan. Pengisian jabatan pimpinan DPR terhadap Setya Novanto dan Fahri Hamzah tidak mengikuti prosedural yang sama. Usulan penggantian Setya Novanto oleh Golkar dilaksanakan oleh pimpinan DPR, akan tetapi usulan pemberhentian Fahri Hamzah oleh PKS tidak dilaksanakan sesuai dengan prosedur yang berlaku. Penelitian ini bertujuan untuk mengetahui kesesuaian penggantian dan pemberhentian Setya Novanto dan Fahri Hamzah dengan peraturan perundang- undangan yang berlaku. Penelitian ini menggunakan metode penelitian yuridis normatif. Berdasarkan kajian yang telah dilakukan terbukti bahwa pemberhentian dan penggantian jabatan pimpinan DPR terhadap Setya Novanto dan Fahri Hamzah tidak sesuai dengan ketentuan yang berlaku. -

The research paradigm is constructivism. The type of research is qualitative. Technique of collecting data in this research is observation, interview and documentation. Data analysis technique in this research is descriptive. The advantages possessed by Batam Pos is to have news writing standard that is 12 “rukun iman” news and Batam Pos become part of Jawa Pos Group. The advantage of redactional management from Batam Tribun is Tribun Batam has news criteria presented that the news must meet the 4 benefits are: Intellectual benefit, Emotional benefit, Spritual benefit and Vertikan benefit; 2) Batam Pos and Tribun Batam both have weakness (Weakness) so that it can be an obstacle in implementing editorial management to attract readers interest is on Batam Pos sometimes there is reporter who after carrying out the task of turn off the communication tool. -

ISSN 2549-5607 The 1st International Conference on Language, Literature and Teaching ANALYSIS OF PAN AND KOSICKI NEWS MODEL IN CASE “PAPA MINTA SAHAM” IN ONLINE MEDIA MERDEKA.COM AND SUARAKARY.ID Siswanta Slamet Riyadi University Surakarta [email protected] Abstract This paper aims to understand the news framing Setya Novanto (SN) in the case of “Papa Minta Saham” in the online media Suarakarya.id and Merdeka.com. By using the model of Pan and Kosicki framing analysis, some aspects highlighted by both editors was analyzed according to four structural analyses of syntax, script, thematic and rhetoric that have a better understanding about bias of reporting of both online media. Results of research conducted during November to December 2015 showed that Merdeka.com and Suarakarya.id built reality constructed that SN as ethics and authority incumbency offender, SN as a broker of high profile, as Chairman of the House of Representatives had embarrassed the nation of Indonesia, and SN do not deserve as role models by other officials. Because of news, framing process conducted both online media bias raises the mass media, especially bias by selection of sources and bias by placement. Merdeka. com less wise in implementing the principle of presumption of innocence against SN, on the other hand Suarakarya.id dismissed reports facts that lead to evidence of involvement of SN the legislative and ethics incumbency offender. Freeport Indonesia. This research is based on the concept of corruption culture, criminological theories and views of some economic and political observers. The research findings revealed the existence of corruption culture on political crime agreement scenario in case of “Papa Asking The Stock” that are provoking the extension of concentrates export license, diversion of issues and political lobbying to suppress stock divestment and smelter development. The nature of social structures and socio-cultural situations, responses to social situations and relationships with the perpetrators affecting individuals and groups crime behavior. A previous social culture behavior encourages learning in behavior at the society afterwards. State creates the crime laws to protect and maintain its power. The perpetrators rationalize the criminal act on securing and save their interests. -

Indonesian Presidential Election 2019 Prabowo Subianto: Reluctant Yet Strong Contender By Alexander R Arifianto SYNOPSIS Prabowo Subianto enters the 2019 Indonesian presidential election with less elite support and financial resources compared to incumbent president Joko Widodo. However, he has gained strong backing at the grassroots level by tapping the mobilising power of the conservative Islamic figures and organisations. COMMENTARY PRABOWO SUBIANTO enters the 2019 Indonesian presidential election with lukewarm elite support as well as lack of financial resources to fund his campaign. This is in contrast to his opponent – incumbent president Joko Widodo (Jokowi) – who has gathered endorsements from the majority of political parties, national and regional politicians, retired military officers, and other notables. Having entered the presidential contest in every election since 2004, Prabowo does not seem to spend a lot of time on the campaign trail this election and also does not have the large pool of campaign aides he used to have in previous elections. Instead, Sandiaga Uno, his vice presidential running mate, has been travelling widely across Indonesia to give stump speeches and pay visits to markets, mosques, and other campaign sites. -

ISSUE: 2016 NO. 35 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE SHARE THEIR UNDERSTANDING OF CURRENT EVENTS Singapore | 22 June 2016 Indonesian Parties in a Deep Dilemma: The Case of Golkar Ulla Fionna* EXECUTIVE SUMMARY Known as the obsolete New Order’s electoral vehicle, the Golkar Party (Partai Golkar) has defied the odds to maintain its position as a major party in Indonesia. The 2014 elections have proven most testing. Although it secured second place, the party has since suffered leadership splits. The party may have had numerous splinters and spin-offs in its long history, but recent struggles forced it to hold an Extraordinary National Congress (Musyawarah Nasional Luar Biasa/Munaslub) in May 2016. In short, Golkar has failed to regenerate its top ranks since the departure of Suharto. This problem has culminated in the election of former House Speaker Setya Novanto as party chairman. Novanto is one of Indonesia’s most controversial politicians who has eluded various allegations of involvement in high-profile corruption cases. In fact, the party had to hold an Extraordinary National Convention (Musyawarah Nasional Luar Biasa/Munaslub) in a bid to solve its leadership problems.
