Our aim is to educate, inform, inspire and bring together our employees from diverse cultures across the Nation. You are now part of a large network of 16 zonal railways, 6 Production units in the country, and have access to the many benefits and Privileges bestowed upon employees of .

This guide has been designed to give you any information you may require to know about the facilities, functionalities and responsibilities of the members of ICF community.

INDIAN RAILWAYS – AN OVERVIEW Indian Railways is the second largest railway network in the world, bringing people and places together. Indian Railways play a pivotal role in the growth of Our Country’s economy. For functional efficiency the Indian Railways is divided into 16 zonal railways comprising 67 divisions and 6 Production Units with Railway Board on top of the overall Management Hierarchy.

INTEGRAL COACH FACTORY.

ICF is a premier rail coach building production unit of the Indian Railways. ICF was started in the year 1955 by Shri Jawarhalal Nehru and has celebrated its Golden Jubilee in 2005.

There are around 13000 employees in ICF. It is organised into 8 functional departments, spanning across two divisions – The Shell and the Furnishing divisions. The departments are : General Administration, Accounts, Electrical, Civil Engineering, Mechanical, Medical, Personnel, Security and Stores.

Getting Started

2. EMPLOYEE NUMBER : A unique six digit number is assigned to every employee of ICF. Your number will not change during your entire career in ICF. You are requested to quote this number in all your correspondence with the ICF administration.

3. ID-CARD: Please do remember to have your ID-Card with you whenever you are in ICF. The security staff may request to see your ID-Card when you are in the premise. If you lose your ID-card, please report its loss immediately to the security Commissioner ICF. Duplicate ID-Card will be issued for a fee.

4. NOMINATION PAPERS : Please submit your nomination papers immediately, in respect of Gratuity, Insurance and PF and also Form-6 - declaring the details of your family members. You may give a fresh nomination/ Form-6 whenever there is a change in your family composition.

5. PRIVILEGES :

Pass entitlements:

o Indian Railways offer free travel and concessionary travel facilities to its employees. o During the first five years of the service, an employee is eligible for one set free pass, which will entitle the holder to travel between any two stations on Indian Railways, free of cost. On completion of five years of service, he/she is eligible for 3 sets of passes. o Apart from the above, 4 sets of concessional orders, called Privilege Ticket Orders (PTO's) with which two third concession on tickets can be availed, are offered. o Non-gazetted employees whose basic pay is Rs.7250/- or more or whose scale of pay is Rs.6500-10500 or more are given the above facilities to travel by I Class/II AC while others are entitled to travel by Sleeper Class. o The beneficiaries of the above facilities include self, spouse and children. In case father of the employee is not alive, the widowed mother, sisters, brothers can also derive the benefit, subject to certain conditions. However, an Apprentice trainee (like for the post of Jr. Engineer Gr.II, Section Engineer, Depot Material Supdt., etc.) is eligible for this facility in respect of self only. o Residential Card Pass for commuting between residence and office within the suburban limits is given to the employees, subject to forgoing his Transport Allowance.

Leave Entitlements: o Each employee is credited with 15 days of leave, called Leave on Average Pay (LAP) for every half year in advance on 1 st of January and 1 st of July. This can be accumulated up to 300 days. o 10 days of Leave on Half Average Pay(LHAP) for every half year as above is credited. As the very name suggests, pay is halved if this kind of leave is availed. This leave, if availed on medical account, can be commuted in which case full pay will be paid and two days leave will be debited for every single day leave availed. This kind of leave can be accumulated without any ceiling. o Apart from the above, an employee is entitled for Casual Leave of 8 days in a year for Factory and Administrative office staff and 10 days for Outdoor staff. Any unutilized casual leave will lapse at the end of the year.

Medical Facilities: o ICF has a 101 bedded Hospital where its employees, both serving and retired and their family members are provided with free medical treatment for inpatients and outpatients with complete health care. Every employee has to apply for a medical card affixing the group photo, the beneficiaries are as defined for pass facilities.

Quarters: o Employees are provided with the facility of residential accommodation. Employees will have to register themselves for this facility to the type for which they are entitled to based on the scales of pay and the quarters will be allotted on their seniority.

Salary & Allowances: o The salary includes the following components: i) Basic pay ii) 50% of Basic Pay as Dearness Pay iii) House Rent Allowance @ 30% of (i) & (ii) above subject to certain conditions. iv) Dearness Allowance at the rates applicable from time to time of (i) & (ii) above (17% wef 1/1/2005) v) Transport Allowance at the rates applicable (depending on the scale of pay). This is not given if an employee avails Residential Card Pass. An apprentice trainee is not entitled for any of the allowances from (iii) to (v) above.

All the employees of ICF draw their salary through the Banks as opted by them. You may therefore, give the details of the Bank through which you would like us to credit your salary. You may contact the Chief Office Supdt./ Centralized Bills Section for this purpose.

Canteen facilities There are 4 canteens in I.C.F., One at each of the two divisions, i.e., Shell and Furnishing for exclusive use of the staff working inside the factory with extension counters and one at each of the Division for the Administrative Office staff.

Kalyana Mandapams. ICF has two Kalyana Mandapams, i.e., ICF Kalyana Mandapam and Golden Jubilee Kalyana Mandapam, situated near the ICF bus terminus, which can be availed at concessional rates for performing the functions of the self, family members and dependants.

Holiday Home There are Holiday Homes at the following locations, which are allotted to employees at ICF at concessional rates:

1. Udagamandalam - 4 units for staff. 2. Kodaikanal - 4 units for staff and 2 for officers.

In addition, there are several other Holiday Homes at various locations spread over , maintained by the respective Zonal Railways/ Production Units. If in case you would like avail the Holiday Home facility, you may route your application through ICF, for which you may contact OS/Labour Welfare section/PB.

Other facilities All other facilities like Post Office, Telegraph Office, Ration shop with Cloth centre, Milk Cooperative Store, Banks/ ATM centers etc. are also available in the ICF area.

Schooling facility There are four schools available within the precincts of ICF: 1. ICF Higher Secondary School VI std. to XII std. (State Government aided school) 2. ICF Silver Jubilee Primary School LKG to V Std. (Self financing school) 3. ICF Silver Jubilee Mat. Hr. Sec. VI std. to XII std. School (Self financing school). 4. ICF Colony Primary School I std. to V Std. (State Government aided school)

Creche, Typewriting and Tailoring Institutes. The ICF Women’s Organization is running a Creche for the kids and also a Typewriting Institute. Both the facilities are housed at a building opposite to the ICF Hr. Sec. School. The Tailoring Institute is located in the ICF Silver Jubilee Matriculation Hr. Sec. School.

Training facilities to ICF employees ICF has a Technical Training Centre with modern teaching and equipments to train its employees and also employees of other Railways.

Scouts and Guides Organization : The Scouts and Guides organization is situated at the ICF Silver Jubilee Matriculation Hr. Sec. School campus. Employees and their wards may avail this facility by becoming a member.

ICF Stadium : There is a big stadium which has facility for athletics, football, hockey and other fields sports.

Book Bank : A Book Bank with books on Engineering, Medical subjects for lending to the wards of ICF employees is maintained at the Welfare Centre/Shell. You may become a member by paying a nominal fee for availing this facility for your son/ daughter (Not available for self).

Handicraft Centre : There is a Handicraft Centre where safety garments of workshop employees are being stitched by the wives of the employees. Payment for stitching the garments is paid at fixed dates. This facility is provided to supplement the income of the employees.

Loans and Advances : 1. Fan Advance - Rs. 500/- ( only for Group D employees ) 2. Cycle Advance - Rs.1500 ( only for Group D employee ) 3. Scooter Advance - Rs.30000 ( only for Group C employees with basic pay Rs.5000 & above) recoverable in 70 installments. 4. Car Advance : Rs.180000 ( Group A,B,C employees whose basic pay is Rs.10,500/- or above ) 5. Festival Advance : Rs.1500 ( Group C & D employees whose basic pay is upto Rs.8300/- ) recoverable in 10 monthly installments. 6. PC Advance : Rs.50000 ( Group A,B,C employees whose basic pay is Rs.10,500 or above ) The above advances shall be granted subject to fulfilling conditions attached to the grant of advance .

ICF Institute : The members of ICF Institute can avail the library and other facilities provided in the Institute. Tours, Fetes' are also conducted yearly for the members. Members have to pay a sum of Rs.5/- p.m. for employees with basic pay upto Rs.5000 and Rs.7/- for those with basic pay Rs.5001 and above.

Staff Benefit Fund : This fund provides for scholarship for higher studies of wards of ICF employees, Purchase of spectacles, Payment of medical expenses for the needy, Conducting of tour for employees and their children.

Touch Screen : A touch screen kiosk has been installed at Welfare Centre/ Shell. You may use the same to know more about ICF and your personal details.

6. DUTIES AND RESPONSIBILITIES: All positions have a specific function / task to be performed and you are the choosen one to do the job assigned to you. Therefore act positively and render justice to the position you hold in the Organisational hierarchy.

You may also note that as a responsible Railway servant, you are bound to maintain absolute integrity and maintain discipline as an employee, in your personal life and as a citizen of this great country. You may please therefore, refer to the Conduct Rules laid down for the behaviour of Railway employees.
