Settlement Overview: Llansantffraed is a small hamlet situated on the T-junction where Sta- tion Road leading out of Talybont-on-Usk joins the A40T. It has very good connections with Talybont, and is easy to access , and along the A40.

Description of Current Housing Stock

The settlement contains the listed Llansantffraed House and the church of St Ffraed. Allt Farm, the Allt Bed and Breakfast and a number of other dwellings make up the rest of the settlement.

Key Constraints Area of Archaeological Interest surrounding St Ffraed Church. Summary Assessments: The settlement has been given a very tight development boundary to allow for the possibility of small scale development in the submitted Candidate Site.

Introduction

The following section considers available land within for future development. The survey was undertaken on Pencelli in June 2009 by planning officers from the BBNPA. Survey considered two different types of sites (a) Candidate Sites (b) Development Boundary Review sites (including Development Boundary Review Candidate Sites and areas within current development boundary)

Candidate Sites are those areas of land submitted to the Authority for consideration within the LDP. Candidate Sites are the areas the BBNPA will look to first in considera- tion options for growth of the settlement. In considering the options for growth, Candidate Sites undergo detailed assessment to consider their suitability for future develop- ment, details of each candidate site within Pencelli are given at appendix X . Part of this assessment requires detailed site survey, the findings of which are presented in the pre- ceding section of this document.

Development Boundary Review Sites are those areas of a settlement on or adjacent to current UDP development limits. These sites also include small candidate sites which were considered to be of a scale unsuitable for allocation within the LDP. These sites provide the BBNPA with alternative options for the development of an area. These assessments are speculative on the part of the BBNPA, and should any of these sites be considered suitable to accommodate necessary future growth they will be subject to deliverability assessment. In surveying both types of site the BBNPA intends to merely assess the potential of the site to accommodate further growth and its impact on the settlement should develop- ment occur in the future. The survey considers all options for future development of the area, the inclusion of a site within this report does not necessarily mean that it will be included in the final Deposit LDP.

Development immediately adjacent? Site sits at the south-eastern edge of LLansantffraed. Immediately adjacent to the north-west of the field—using the same access track—is a small collection of buildings comprising a farm house, a bed & breakfast and associated structures.

Impact on settlement if development were to pro- The site sits back from the road and is bordered by trees so development wouldn’t be highly visible. ceed As the site rises fairly steeply away from the road the potential for visual impact on the landscape increases, so it would be imperative that development be confined to the south-west as close to the existing track as possible.

Recommendation Suitable site for small level of development.
