18th Inter-parliamentary Meeting between the European Parliament and the National Assembly of the Republic of Korea

Introduction

The 18th inter-parliamentary meeting between the European Parliament and the National Assembly of the Republic of Korea took place in Brussels on 22 January 2015.

The South Korean delegation was led by Mrs LEE Meekyung, Chairman of the Delegation for Relations with the in the National Assembly (Democratic United Party). The European Parliament's Delegation for Relations with the Korean Peninsula was chaired by Mr Nirj DEVA (United Kingdom, ERC).

On Wednesday 21 January 2015, the Korean delegation attended an official lunch hosted by Vice-President Mr. Alexander Graf Lambsdorff on behalf of the President and viewed the Korean Art work displayed in the offices of the President. On Thursday 22 January, the delegation held the 18th EU-Republic of Korea Inter-parliamentary Meeting and also met with Mr. , Chairman of the Committee on Foreign Affairs.

This inter-parliamentary meeting was dedicated to four main issues: key political and economic developments in Korea and the EU, the regional situation affecting Republic of Korea (notably inter-Korean relations) and the EU (Ukraine, Southern Mediterranean situation), research and development policies and cooperation and economic and social issues.

EN United in diversity EN Inter-parliamentary Meeting

Chairman Deva welcomed the delegation from the National Assembly of Korea, followed by some introductory words Chairwomen Lee. She refers in that context to the economic situation in the Republic of Korea, the sovereign debt crisis in some EU member states, and to the difficult geostrategic situation on the Korean Peninsula.

The Chairman, following the usual practice, invited the representatives of both executives to say some introductory words on the latest developments in relations between the EU and the Republic of Korea (RoK).

On the Korean side, Ambassador Kim expressed the gratitude of Korean authorities for the constant positive results brought by the EU-Korea relationship and expressed his hopes and wishes for a further strengthening.

On the European Union side, Mr. Wilson, Head of the EEAS Division for relations with Korea, underlined the importance and specificity of Korea among the strategic partners of the EU, its importance in the regional cooperation and the prospects offered by the up-coming EU-Korea Summit in mid-year.

Chairwoman Lee highlighted the fact that both the EU and Korea have been negatively affected by the financial crisis and that both needed to make up for lost time in economic progress. She underlined the quality of the relationship, the significance of the three pillars of the strategic partnership and the importance of the annual meetings. Korea has the obligation to have an active economy and research due to the scarcity of natural resources. It must also confront the problems created by the lowest birth rate in the world, notably the aging population and the financing of health insurance. Finally, North Korea remains the most difficult problem in terms of peace and regional security and integration.

Mr Nagy (EPP, Slovakia) presented an update and summary of the current political situation in the EU and the main challenges ahead. He referred to the EP elections and the process of constitution of the new European Commission and the appointment of the main office holders (presidency of the European Council, High Representative). He outlined the main points of the agenda of the Juncker Commission (employment creation, digital single market, energy policy, 350 billion euro investment fund, TTIP). He also touched on the internal debates in the EU notably on taxes and tax policy optimisation by transnational companies. He also referred to the integration question and United Kingdom's relation with the EU. He concluded by stating that a stronger Europe was needed to face crisis such as the one in Ukraine, that security and defence matters required more EU involvement, that migration and the increased number of asylum seekers highlighted the need to secure Europe borders.

PE 543.437v01-00 2/11 PV\1047543EN.doc EN Mr Reul (EPP, ), former Chair of the Delegation, made a presentation of the EU's policy towards the neighbourhood. Regarding the Eastern neighbourhood, he highlighted the number of agreements and the specific and targeted approach of the EU to each country. In general terms, the EU provides trade preferences, macro financial aid and helps to bring down barriers to trade. In that context, he referred to the negotiations with Ukraine and the decision not to ratify the reached agreements by the then authorities. This led to mass demonstrations in favour of the agreement and a change in government. The Russian reaction was invasion and the annexation of part of the territory of Ukraine.

As far as the Southern neighbourhood is concerned, the most pressing challenges are the security situation, most dramatically the consequences of the emergence of ISIS. We must resolutely defend ourselves and others from terrorism while making it clear that this is not an attack on Muslims. To the usual movements of emigration towards Europe we must now add the flows of refugees from conflict affected zones. He concluded by stating that, even if no enlargement of the EU is planned for the next five years, the process of enlargement to other countries will continue.

Chairwoman Lee referred to the developments in the relations with North Korea, the increased difficulties for separated families in Korea and the difficulties in going along with DPRK idea of suspension of test if joint military manoeuvres RoK-USA. She stated that the sexual slavery organised by Japan during WWII should be acknowledge, expressed her concerns by the revisionist views revival in Japan. She also noted the persistence of similar criminal practices in conflict affected areas which underlined the need to address properly the issue of "comfort women" and thanked profusely the European parliament for the 2007 resolution on the matter. She reminded participants of the fact that, in Europe, several demonstrations in front of Japanese Embassies have taken place, notably and on a regular basis in The Netherlands. In Korea, demonstrations take place every Thursday in front of the Japanese Embassy in Seoul.

Mrs Morvai (Non-attached, Hungary) made a presentation on the need to develop policies that would allow the increase of the birth rate in a social context in which there is also a need to increase women participation in the work force.

Chairwoman Lee noted that the birth rate in South Korea was well below the replacement level, that this would lead to a substantial decrease of the population in the next 20 years and that, indeed, this was a very serious social problem.

Mrs Sun-mee Jin stated her membership to the opposition Alliance for Democracy Party and noted that the demographic situation described by MEPs had similarities with the situation in Korea. There is a global trend of lower birth rates and aging population increase, with a substantial increase of the proportion of single households and couples without children. In Korea there is limited social tolerance for the non-typical households. In order to manage these trends there is a need for more flexibility in the labour market, periods of maternity leave should be extended and improvements in the health and insurance coverage systems made. In that respect, Korea lags behind the EU. The current statute of Korean women is a PV\1047543EN.doc 3/11 PE 543.437v01-00 EN real problem and the current patriarchal system should be abolished. There is some progress on the legislative front and gender quotas for running for election have been introduced but only 6.3% of MPs are women and Korea tops the World table in unbalanced gender representation in the parliament. Finally, she expressed her worries on the current evolution of Japan moving towards far right positions, mentioning that 142 MPs had called for the reform of the Constitution lifting the limitations elated to military development and engagement.

Mr Ali (ALDE, Bulgaria) referred to the success of the EU-Korea FTA and expressed his wish to see a similar development in the area of investments and a further development of FDI between Korea and the EU.

Mrs Byung Joo Min made a presentation on the current Research and Innovation policies and the move towards a creative economy, highlighting the importance of the EU programme 2020 and the focus on "basic research"

Mr Rubig (EPP, ) structured his presentation on research and innovation on four main changes within 2050. The first was the increase of mobility of persons, goods and ideas and the transformations towards a "virtual world"; this will have a major impact on legislation. The second was the tension that can be expected on available resources notably in the areas of food production (water, biodiversity) and raw materials. The third changes are the consequences of IT evolution; in particular the prospects opened by the development of the use of "big data", the expansion of e-government, the security challenges and the technological changes affecting teaching and learning activities. Finally, the fourth change relates to the consequences of the increase in life expectancy towards 100 years, notably in terms of care, with a concentration of the costs at the beginning and the end of life, with likely developments in robotics, nanotechnologies, etc. He noted that Korea is substantially increasing its investments in R&D (ICT, cloud computing, CO2, etc.) and that the EU should follow a similar path.

The Chair and Chairwoman Lee thanked all the participants for their contributions to the debates, expressed their satisfaction for the very constructive nature of the exchanges and expressed their wishes for the future development of the relations, considering that a possible contribution to the intra-Korean dialogue could be an invitation to North Korea to debate issues related to women's rights.
