EU ELECTIONS Factsheet: MEPs that voted FOR NATURE in the COMMON FISHERIES POLICY TECHNICAL CONSERVATION MEASURES (TCM) REGULATION INFO In 2016, the European Commission made a proposal to establish new fishing rules in europe. These rules range from the mesh size of the net to to limit fishers from catching baby fish, to temporal closures to limit the impact of fishing on marine ecosystems (such as when seabirds are bycaught). On 16th January 2018, the European parliament voted on this file. Below we provide voting information on 4 key amendments that provide indication whether Members of the European voted for strengthening of the protection of marine ecosystems or on the contrary. Vote on AM 83 (Approved 358 in favour, 314 against, 5 abstained) This amendment changed the definition of driftnets to allow for semi-driftneting (when there is an anchor attached to the bottom of the net). Semi-driftnets are a major problem for the marine environment and by changing this definition, it doesn’t ban them from being used in particular in the Baltic and Mediterranean. Many marine species are bycaught in driftnets, including semi-driftnets. MEPs who voted in favour (+) of this amendment voted for the dilution of the definition and hence supported for increased number of marine species to drown in fishing gear (driftnets). 2. Vote on AM 295 (Not approved 175 in favour, 454 against, 43 abstained) This amendment set a quantifiable target that within 5 years, the bycatch of juvenile fish would be reduced by 50%. MEPs who voted against (-) this amendment failed to prevent the capture of juvenile fish before they can reproduce. 3. Vote on AM 320S (Not approved 214 in favour, 348 against, 107 abstained) This amendment deleted the ban on using driftnets in the Baltic. Driftnets are easy to use but they are not selective and bycatch thousands and thousands of cetaceans and other endangered species. Driftnet ban in Baltic has been in place since 2008. MEPs who supported (+) this amendments put at risk decades of conservation efforts and further engangering species in the Baltic. 4. Vote on AM 272 (Approved 469 in favour, 203 against, 4 abstained) This amendment prohibits deploying fishing nets in areas protected by the Birds and Habitats Directives where this has an adverse effect on the conservation status of the protected species and habitats. The MEPs who supported (+) this amendment voted for stronger protection of species in Natura 2000 sites from the negative impact of fishing. EUROPEAN MARITIME FISHERIES FUND (EMFF) REGULATION INFO In 2018, the European Commission made a proposal to establish a new European Maritime Fisheries Fund. This fund has been controversial in the past because it has subsidized harmful investments, in particular increased the overcapacity of the European fleet. On 4th of April 2019, the European parliament voted on this file. Below we provide voting information on one key amendment that provides an indication whether MEPs voted for strengthening of the protection of marine ecosystems or on the contrary. MEPs who supported (+) this amendment voted for investing in overfishing. TABLE INDEX: GOOD Voted in line with Birdlife International BAD Voted against BirdLife recommendations ABSTAINED Voted to not give an opinion PRESENT BUT NO RECORDED VOTE MEP was present but did not vote NO RECORDED VOTE MEP did not vote but unknown if MEP was present or not for vote. NOTE: Some MEPs were not present for the votes because they had either left the EP by 2019 (i.e. could not vote on the EMFF amendment) or were not an MEP in 2018 (i.e. could not vote for the TCM amendments). BirdLife % Score The percentage is given based on how many “Good” scores out of 5 the MEP had. Abstaining or no recorded vote is given a combined 0.4 weight, and therefore if an MEP abstained/did not vote 5 times, the highest score would be 40%. **Results of votes in green are good for nature** **Results of votes in red are bad for nature** FULL NAME CC EP PG NATIONAL PG TCM AM 83 TCM AM 295 TCM AM 320S TCM AM 272 EMFF AM 312 BL % Sozialdemokratische Partei Eugen Freund AT S&D Österreichs GOOD GOOD GOOD GOOD GOOD 100% Karoline Sozialdemokratische Partei Graswander-Hainz AT S&D Österreichs GOOD GOOD GOOD GOOD GOOD 100% Angelika Mlinar AT ALDE NEOS – Das Neue Österreich GOOD GOOD GOOD GOOD GOOD 100% Sozialdemokratische Partei Evelyn Regner AT S&D Österreichs GOOD GOOD GOOD GOOD GOOD 100% GREENS Michel Reimon AT /EFA Die Grünen - Die Grüne Alternative GOOD GOOD GOOD GOOD GOOD 100% GREENS Monika Vana AT /EFA Die Grünen - Die Grüne Alternative GOOD GOOD GOOD GOOD GOOD 100% GREENS Thomas Waitz AT /EFA Die Grünen - Die Grüne Alternative GOOD GOOD GOOD GOOD GOOD 100% Sozialdemokratische Partei NO RECORDED Karin Kadenbach AT S&D Österreichs GOOD VOTE GOOD GOOD GOOD 88% Josef Sozialdemokratische Partei NO RECORDED Weidenholzer AT S&D Österreichs GOOD GOOD VOTE GOOD GOOD 88% Barbara Kappel AT ENF Freiheitliche Partei Österreichs BAD BAD GOOD GOOD BAD 40% Georg Mayer AT ENF Freiheitliche Partei Österreichs BAD BAD GOOD GOOD BAD 40% Franz Obermayr AT ENF Freiheitliche Partei Österreichs BAD BAD GOOD GOOD BAD 40% Harald Vilimsky AT ENF Freiheitliche Partei Österreichs BAD BAD GOOD GOOD BAD 40% NO RECORDED NO RECORDED NO RECORDED NO RECORDED Othmar Karas AT EPP Österreichische Volkspartei VOTE VOTE VOTE VOTE BAD 32% NO RECORDED Lukas Mandl AT EPP Österreichische Volkspartei BAD BAD BAD BAD VOTE 8% Heinz K.
