    Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

I capilista del Pd sono Giuliano Pisapia, Carlo Calenda, Simona Bonafé, Franco Roberti e Caterina Chinnici. Nel programma dem alle elezioni europee si parla di cultura nei capitoli dedicati a istruzione e sicurezza. Nello specifico, il Pd rilancia l’idea di una Carta europea dello studente: “Entro il 2021 - si legge nel programma - attuare la nostra proposta di una E-Card dello studente per accedere in tutta Europa a facilitazioni, prestazioni e servizi (alloggi, musei, teatri, librerie e altri servizi culturali)”. Per il Pd, inoltre, la cultura è un’alleata per “garantire la sicurezza” e “la piena integrazione sociale di tutti i cittadini, a cominciare dai giovani”: la proposta che i dem rilanciano (ne parlava già Matteo Renzi quando era premier) è di “investire 1 euro in cultura per ogni euro speso in sicurezza”. LE BATTAGLIE TARGATE PD IN EUROPA Europa Creativa, importazione di beni culturali, Anno europeo del patrimonio culturale: molte le battaglie che negli ultimi anni hanno visto proprio il Partito democratico scendere in campo per una nuova politica culturale europea. L’Anno europeo per il patrimonio culturale (2018) è stato un successo europeo e italiano. L’eurodeputata Silvia Costa si è infatti battuta fin dal 2014, come presidente della commissione Cultura del Parlamento europeo, affinché venisse dedicato un anno tematico al patrimonio culturale (l’unico organizzato dalla Commissione Juncker).

    POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States. In spite of the victory of the European People’s Party (EPP) in the European elections, it supported Martin As a result the election of the new President of Schulz in July 2104 who stood for a second mandate as Parliament was a lively[1] affair: the EPP candidate – President of the Parliament.     PES Council Resolution Approved by the PES Council in Lisbon on 1 December 2017 PES 2019 Common Candidate roadmap For the first time, on 1 March 2014, a pan-European common candidate was designated by a pan-European party, the Party of European Socialists. This was a revolution in the context of the European election, and an ambitious step for a reinforced European democracy. For the first time in its history, European citizens could vote for a majority in the European Parliament not only through national political parties’ lists, but also with a European common candidate for each family, and its leader would become the president of the European Commission. This new democratic path was initiated by the PES, and we should be proud of having lead the way to other European parties After the European elections to the European Parliament in 2009, and after several discussions among our member parties, the PES decided to include this procedure in the PES Statutes by the 8th PES congress in 2009 in Prague in the following terms: Article 25 of the PES statutes foresee that “The Election Congress shall: - elect the PES common Candidate to the European Commission Presidency, through an open, transparent and democratic competitive process; - adopt the PES Manifesto for the European elections.” Therefore, we agreed to prepare the 2014 European elections by nominating one common candidate on behalf of the PES family for the position of President of the European Commission. Next year, the 2010 PES Council in Warsaw adopted a resolution establishing a Working Group led by PES Treasurer Ruairi Quinn to develop a democratic and transparent nomination procedure for election our common candidate.
