Previously, he headed the unit on domestic policy in this department. Before joining the Konrad-Adenauer Foundation, Mr. Borchard served as the Head of the Speech-Writing Division at the State-Chancellery of Thuringia, as senior speech-writer to the Minister-President of Thuringia, Dr. Bernhard Vogel. Prior to this he worked as a member at the team of speech-writers for Chancellor Dr. Helmut Kohl in the office of the Federal Chancellor. His previous work experience includes several years as a freelance journalist as well as researcher for contemporary history. Mr. Borchard holds a Ph.D. in contemporary history and political science from the University of Bonn, Germany. His dissertation on “The German Prisoners of War in the Soviet Union. The political importance of the Prisoner-of-War-Problem for both German States and the Western Allies between 1949 and 1955” was awarded the Geffrub-Prize 1999 from the University of Bonn for the best dissertation. Borchard has been publishing widely on German Federalism, contemporary history (esp. prisoners of war) and Christian Democracy and a variety of other fields. Edward BOWLES, Member of European Commission EU-US TTIP Advisory Group Edward manages the Bank’s public affairs team for the West, and has a particular focus on relations with governments, regulatory issues and free trade negotiations. In addition to his role on the European Services Forum Policy Committee, which dates from 2007, he represents the Bank on other industry associations and committees in London and Brussels. As a member of the ESF PC, he was Rapporteur on the EU-India FTA, and has travelled to Geneva as a member of the ESF delegation. Edward joined Standard Chartered Bank in 2007, initially with the Group Compliance & Assurance team, where he had responsibility for the Bank’s relationships with regulators, as well as the UK Government’s regulatory reform agenda. He managed the global regulatory filings for the acquisition of American Express Bank, and had extensive dealings with host regulators in Standard Chartered’s markets, notably in Asia, as well as the UK’s Financial Services Authority. Prior to joining the Bank, Edward worked for 5 years at the UK Ministry of Justice, including as Head of Human Rights policy, Chief of Staff to two Government Ministers and, latterly, the Permanent Secretary (Head of Department). He was accompanied his Minister on bilateral trade delegations to India and Brazil, negotiating market access for UK law firms. Edward also advised on regulatory reform concerning the legal professions, and worked with Baroness Cathy Ashton, now the EU High Representative for Foreign Affairs, for a number of years when she was a UK Government Minister in the Ministry of Justice. Edward qualified as a Barrister in 1993, spending eight years as a Prosecutor, and also holds an MBA from Imperial College, London. He is married, has two children and lives in London and Leuven (Belgium). European Ideas Network 5 Zsolt DARVAS, Senior Fellow, Bruegel Zsolt Darvas, a Hungarian citizen, joined Bruegel as a Visiting Fellow in September 2008 and continued his work at Bruegel as a Research Fellow from January 2009, before being appointed Senior Fellow from September 2013. He is also Research Fellow at the Institute of Economics of the Hungarian Academy of Sciences and Associate Professor at the Corvinus University of Budapest. From 2005 to 2008, he was the Research Advisor of the Argenta Financial Research Group in Budapest. Before that, he worked at the research unit of the Central Bank of Hungary (1994-2005) where he served as Deputy Head. Zsolt holds a Ph.D. in Economics from Corvinus University of Budapest where he teaches courses in Econometrics and but also in other institutions since 1994. His research interests include macroeconomics, international economics, central banking and time series analysis. | Read more at Bruegel http://www.bruegel.org/about/person/view/19-zsolt-darvas/ Joseph DAUL MEP, Outgoing Chairman of EPP Group in the European Parliament, President of the European Poeple’s Party Joseph Daul was born on 13 April 1947 in Strasbourg (France). Having studied agriculture at the Ecole d’Agriculture, he graduated from the Institut des Hautes Etudes de la Défense Nationale in Paris in 1981. Joseph Daul became active in the agricultural professional organisations, through the Centre National des Jeunes Agriculteurs, a highly-developed network at local, regional, national and European level. Thus, in 1976 he was appointed national Vice-Chairman of the CNJA with responsibility for European affairs. Between 1989 and 2002 he was Mayor of Pfettisheim. In 1999, after having been elected in the European Parliament, he naturally joined the EPP Group since it represented his most deeply held European convictions which had always guided his political work. He became a very active member of the Committee on Agriculture and Rural Development, being appointed its chairman in January 2002. In 2002, Joseph Daul was appointed chairman of the Conference of Committee Chairmen. In January 2007, he was elected Chairman of the EPP-ED Group. He remains member of the Committee on Agriculture and Rural Development and substitute member of the Committee on International Trade and of the Delegation to the ACP-EU Joint Parliamentary Assembly. He is also chairman of the European Parliamentary Association, which has its seat in Strasbourg and allows Members of the European Parliament to establish contacts in academic, economic and cultural circles. Cofunder of the non-profit organisation La Manif Pour Tous in October 2012, organisation of which he has perfomed the general coordination since its foundation. Among his other duties, he was responsible for the organisation of demonstrations which have gathered more than one million people and he has taken in charge the liaisons with the authorities. Roman ESCOLANO, President, Instituto de Crédito Oficial (ICO) In accordance with Royal Decree 77/2012, January 5th, published in the Official State Gazette (BOE) on January 6th 2012, Román Escolano is appointed Chairman of Instituto de Crédito Oficial. Román Escolano was assigned the post of Chairman of Instituto de Crédito Oficial at the Council of Ministers meeting held on January 5th 2012. Born in Zaragoza in 1965, he is married with three children. He has a degree in Economic and Business Sciences from Universidad Autónoma de Madrid and has completed the Top Management Programme organised by the IESE Business School. He belongs to the Corps of State Officers of Commerce and State Economists. He has worked as Adviser to the Secretary of State for European Communities (1991-1992); as Director at the Spanish Trade Office in Thailand (1992-1997); and as Adviser to the Minister of Labour. From 2000 to 2004, he was the Director of the Prime Minister’s Economy Department. He has also been a member of the Boards of Directors of Correos, FEVE and ICEX. From 2006 to his current appointment, he was Director of Institutional Relations at BBVA European Ideas Network 7 José Manuel FERNANDES MEP, Member of the EPP Group in the European Parliament Born on 26 July 1967, Vila Verde Graduate in systems engineering and computer science, University of the Minho; currently in the third year of a law degree at the University of the Minho. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.
