MINUTES Meeting of 12 July 2017, 9.00 – 12.30 and 15.00 – 18.30 BRUSSELS

The meeting opened at 9.12 on Wednesday, 12 July 2017, with Danuta Maria Hübner (Chair) presiding.

For legal reasons (right to privacy), those present were informed that the meeting would be filmed and streamlined live on the internet.

1. Adoption of agenda AFCO_OJ – PE607.980v01-00

The agenda was adopted with three modifications:

– order of points 4 and 5 of the draft agenda was reversed, respectively “Composition of the European Parliament” (2017/2054(INL)) and “Revision of Regulation (EU) 211/2011 on the citizens’ initiative” (2017/2024(INL);

– points 14 and 6 of the draft agenda were switched, respectively “The implementation of the Treaty provisions concerning national Parliaments” (2016/2149(INI)) and “EU Citizenship Report 2017: Strengthening Citizens’ Rights in a Union of Democratic Change” (2017/2069(INI));

– point 12 of the draft agenda on the vote of the draft opinion “Rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers” (***I – 2017/0035(COD) – COM(2017)0085 – C8-0034/2017) was postponed.

2. Chair's announcements

The Chair reported back to the committee on the meeting of the Working Group on the interpretation and implementation of the Interinstitutional Agreement on Better Law- making of 21 June.

8. The withdrawal of the United Kingdom from the (Article 50 TEU)

Guy Verhofstadt, Parliament's coordinator for the negotiations on the UK withdrawal from the EU, opened the debate and informed on the state of play of the negotiations and of the steps ahead.

There was an exchange of views with Ambassador Marlene Bonnici, Permanent Representative of the Republic of Malta to the EU, on the outcome of the Maltese Council Presidency which gave an overview of what the Maltese presidency has achieved concerning the files of priority for AFCO.

The meeting adjourned at 12.22 and resumed at 15.09 with Danuta Maria Hübner (Chair) presiding.

10. Council Presidency

There was an exchange of views with Matti Maasikas, President of the Council of the European Union, Deputy Minister for EU Affairs of the Republic of Estonia on the Estonian Council Presidency’s programme.
