We investigate entity framing of political figures through the use of names and titles in German online discourse, enhancing current research in entity framing through titling and naming that concentrates on English only. We collect tweets that mention prominent German politicians and annotate them for stance. We find that the formality of naming in these tweets correlates positively with their stance. This confirms sociolinguistic observations that naming and titling can have a status-indicating function and suggests that this function is dominant in German tweets mentioning political figures. We also find that this status-indicating function is much weaker in tweets from users that are politically left-leaning than in tweets by right-leaning users. This is in line with observations from moral psychology that left-leaning and right-leaning users assign different importance to maintaining social hierarchies.     POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. Diamantene Hochzeit feierte am 28.10.1942 das Ehepaar Richard Zeitsch (86) und seine Ehefrau Hermine geb. Hendrich (81), Untergasse 2. In der Nacht vom Sonntag, dem 1. zum 2.11.1942, wurden die Uhren (um 3.00 Uhr auf 2.00 Uhr) um eine Stunde zurückgestellt. Damit war die Sommerzeit zu Ende und es galt wieder Normalzeit. Zum ersten Mal fand am 14.11.1942 in Arnstadt eine Hochzeit nach dem Tode statt. Die Näherin Silva Waltraud Gertrud Herzer heiratete ihren am 9.8.1941 gefallenen Verlobten, den Obergefreiten Artur Erich Hans Schubert mit dem sie ein Töchterchen namens Jutta (7 30.8.1939 in Arnstadt) hatte. Die Heirat erfolgte mit Wirkung des Tages vor dem Tode, also 8.8.1941. Die Tochter wurde „durch diese Eheschließung legitimiert“. 1943 Der Sturm 8143 des NS-Fliegerkorps baute Anfang 1943 auf dem Fluggelände Weinberg bei Arnstadt eine Segelflugzeughalle im Werte von 3500 RM. Die Stadt gewährte einen Zuschuß von 1000 RM und trat dem NS-Fliegerkorps als Fördermitglied mit einem Jahres- beitrag von 100,00 RM bei. Der fast 18-jährige Schüler Joachim Taubert (7 24.2.1925 in Arnstadt) wurde am 6.1.1943, 9.00 Uhr, in der Wohnung seiner Mutter, der Witwe Gertrud Elisabeth Taubert geb.

    Who is Who in Impeding Climate Protection Links between politics and the energy industry The short route to climate collapse The UK meteorological offi ce forecast at the very beginning of the year that 2007 would be the warmest year since weather records began being made. The scientists there estimated that the global average temperature would be 0.54 degrees above the 14 degree average experienced over many years. The record so far, an average of 14.52 degrees, is held by 1998. 2005, which was similarly warm, went into the meteorologists’ record books on reaching an average of 14.65 degrees in the northern hemisphere. Findings made by the German meteorological service also confi rm the atmosphere to be warming. Shortly before the beginning of 2007 the service reported that the year 2006 had been one of the warmest years since weather records began being made in 1901, and the month of July had been the hottest ever since then. An average of 9.5 degrees was 1.3 degrees Celsius above the long-term average of 8.2 degrees. International climate experts are agreed that the global rise in temperature must stay below two degrees Celsius if the effects of climate change are to remain controllable. But the time corridor for the effective reduction of greenhouse gases damaging to the climate is getting narrower and narrower. In the last century already the Earth’s average temperature rose by 0.8 degrees. The experts in the UN Intergovernmental Panel on Climate Change anticipate a further rise of up to 6.4 degrees by 2100.

Politics and administration during a 'nuclear-political' crisis The Chernobyl disaster and radioactive fallout in Germany ROLAND CZADA Department of Political and Administrative Sciences, University of Konstanz, FRG Abstract. How do public agencies and governments cope with large-scale hazards if they cannot rely on specific laws, previous experience or governmental directions. National and local authorities in West Germany were completely surprised by nuclear fallout from the Chernobyl reactor blaze in 1986. This article describes and analyzes local, regional and national administrative reactions. Attempts by local and state administrators to preserve their freedom of action were confronted with national-level attempts to centralize and coordinate crisis decision making. Many local and regional bodies had to cope with citizen protests and attempts at self-regulation organized by autonomous radiological experts and amplified by the mass media. There was a marked lack of uniformity in government responses to the crisis. This was only in part due to the pervasive uncertainty and the lack of preparedness. Problems of inter-administrative coordination always occur when decentralized political responsibilities meet with geographically extensive threats. The paper is commented on by Klaus König, professor of Government and former advisor to the West German chancellor. Introduction On Saturday 26 April, 1986, the fourth block of the Chernobyl nuclear power plant, 120 km north of the Ukranian capital Kiev, got out of control. The reactor building exploded and the reactor-core melted down during the following days. Hundreds of tons of radioactive graphite-dust were released.
