INFORMATION ITEM

The September financials were not available due to the processing of FY2020 numbers. At the end of the month had $112k in the bank. We had to take advantage of our $300k line of credit to maintain a positive cashflow due to timing issues with reimbursements from FDOT. The amount obtained was $162k. We did receive $318k from FDOT this week, which will go back to repayment on the line of credit. Currently we have $200k in the bank.

DISCUSSION AND/OR ACTION ITEMS

Executive Director Compensation (Jim Holton)

Board Officers completed an annual evaluation for the Executive Director for the year ending October 25, 2020. The recommended salary increase is 3% and is included in the FY2021 operating budget. Regional TD Program Agreement with UZURV (Chris DeAnnuntis)

On September 25, 2020, UZURV submitted an Innovation and Service Development grant to the Florida Commission for the Transportation Disadvantaged (CTD). UZURV wants to partner with TBARTA in providing intercounty trips to the transportation disadvantaged community throughout our five county region. The CTD will vote to award grants on October 28, 2020 and, if awarded, the program will begin on November 2, 2020. TBARTA would take the lead on marketing and support services, coordinate with Community Transportation Coordinators (CTCs) to make sure we receive accurate TD eligibility lists, fund customer satisfaction surveys and annual reports and provide trip data. The funding would end June 30th 2023. The fiscal impact to TBARTA is up to $150,000 per year. These expenses will be funded by local contributions and are included in TBARTA’s approved FY 2021 operating budget. It was recommended to move this to the Board for approval.

State Appropriation Discussion (Commissioner Long)

This year’s Legislative agenda has two main issues. First, our appropriation request for $1.5 million in recurring funds. We are requesting a line item flowing directly to TBARTA with some version of general revenue not coming from the transportation trust fund. Second, updating the enabling act which would authorize mayoral appointees, clarify the quorum definition, remove the list of mandated committees from our statute, and remove the CCC from TBARTA. A vote was taken to move the draft agenda forward to the Board for final approval.

OTHER BUSINESS

The issue of finding innovative financing options came up. One pathway worth exploring is the disaster grants from HUD. These are administered by the DEO. Due to past hurricanes the DEO is currently sitting on billions of dollars to disperse out. Pinellas and Hillsborough are qualified recipients of those grants and transportation and infrastructure projects qualify. Chair Holton tasked Ron and staff to look

ACTION ITEM: Commuter Services Ad Campaign

Action: Recommend that the Governing Board approve a purchase order with Clear Channel Outdoor for $101,500 to market vanpool services in Hillsborough County.

Details: • As FDOT District Seven’s provider of commuter services, TBARTA is the recipient of a $350,000 grant to support vanpooling in Hillsborough County. As noted in the grant agreement, the funds will be used to maintain and expand TBARTA’s regional vanpool program. 75% ($262,500) is specifically designated for marketing through “Employer and Community Outreach” with half of that ($131,250) budgeted for FY 2021. • To best meet the grant’s marketing objectives, staff recommends promotion of vanpooling directly to those most likely to become vanpoolers (i.e., commuters along Hillsborough’s busiest highways). Marketing to drivers via billboards and digital media has been explored through discussions with the three major companies most qualified in Hillsborough County: Lamar Advertising, OutFront Media, and Clear Channel Outdoor. • Clear Channel Outdoors’s proposal provides best value for the expenditure, with maximum number of impressions combined with use of strategically selected digital billboards along Hillsborough’s busiest highways, along with a digital media component that will target drivers. The proposed campaign will run for 8 weeks beginning February 2021.

Fiscal Impact: $101,500 to be funded by federal surface transportation program (STP) grant funds. This expense is included in TBARTA’s approved FY 2021 operating budget.

Recommendation: That the Governing Board approve a purchase order with Clear Channel Outdoor for $101,500 to market vanpool services in Hillsborough County.
