Nadezhda graduated with honors from the international law faculty of the Russian Foreign Trade Academy of the Ministry of Economic Development of the Russian Federation, specialization: international lawyer with knowledge of a foreign language.

In 2011-2015 she worked in federal executive bodies –Rosokhrankultura (Federal Service for monitoring compliance with cultural heritage protection law) and the Ministry of culture of the Russian Federation (Department of state protection of cultural heritage). In the Ministry of culture she dealt with issues related to the implementation of the Convention Concerning the Protection of the World Cultural and Natural Heritage 1972, interaction with UNESCO and other international organizations, was also responsible for contacts with World Heritage managers in and abroad, participated in the preparation and examination of legal acts (federal and regional levels). She participated in the preparation of the second cycle of periodic reporting by States signatories to the World Heritage Convention, reports on the state of conservation of the Russian UNESCO sites, international expert missions, preparation of the nomination dossiers of Russian monuments for inclusion into the World Heritage List (Assumption Cathedral and Monastery of the town-island of Sviyazhsk, Monuments of Ancient Pskov, etc.).

At the end of 2015, she headed the World Heritage and International Communication Department at Heritage Institute.

In 2016-2018 the World Heritage and International Communication Department under the leadership of N. Filatova developed strategic planning documents (management plans) for the world heritage sites "Historical center of the city of Yaroslavl", " White Monuments of Vladimir and Suzdal", " Architectural Ensemble of the Trinity Sergius Lavra in Sergiev Posad" and nomination dossiers of the sites for inclusion into the UNESCO World Heritage List - "Petroglyphs of the and the ", " Monuments of the Arctic marine mammal hunters of Chukotka", "Testament of Kenozero" and "Monuments of Ancient Pskov".

Nadezhda Filatova is member of the Council of the Moscow branch of the Russian national Committee of the International Council on Monuments and Sites (ICOMOS), national coordinator of the program of the Council of "European heritage days". As Russian expert Nadezhda participated in the work of the Council of Europe Committee on offences relating to cultural property.

Since 2016, she has been in charge of the program cooperation of the Heritage Institute with the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and CIS countries in the format of multilateral and bilateral cooperation agreements (Republic of Armenia, Republic of , Republic of Tajikistan) and the annual international congress "World Heritage of CIS countries" on the basis of the Heritage Institute (since 2016).

In 2017, as a guest expert, she delivered lectures in the framework of the ICCROM international course "Conservation and restoration of monuments of wooden architecture" at the Kizhi museum-reserve.

In 2018, at the invitation of the Korean side, she acted as a guest lecturer in the World Heritage course at Dong-A University, Busan, Republic of Korea.

In 2018-2019 Nadezhda participated as a guest lecturer and a member of the examination committee in the Russian-French educational project "Re-school" (project L'ecole de Chaillot, architectural Bureau "Rozhdestvenka", Vysokovsky Graduate School of Urbanism (GSU) of the National Research University Higher School of Economics with the support of the Ministry of culture of Russia, the Ministry of culture of France and the Franco-Russian "Trianon dialogue"). N. Filatova is a member of the scientific and expert council on historical settlements under the Association for the development of historical settlements "Russian province", the Expert Council of the Fund for the development and preservation of the Solovetsky archipelago, the Editorial Board of the journal "Protected by the state".

She is fluent in Russian and English, as well as has some basic knowledge in German.

Sphere: state protection of cultural heritage, issues of UNESCO World Cultural Heritage in the Russian Federation.

Key activities: cooperation with UNESCO World Heritage Committee, its Secretariat and its Advisory Bodies on the issues of the Cultural World Heritage; active participation in the preparation of documents on the World Heritage Properties of Russia, including Tentative Lists, World Heritage List Nomination files, State of Conservation reports, Retrospective Inventory Project Forms, reports on the Heritage Impact Assessment for Cultural World Heritage; work with citizens’ appeals on the issues of the Cultural World Heritage in Russia; assistance to the National Focal Point for World Heritage in Russia; participation in the development of proposals for the introduction of amendments and additions to the existing regulatory documents governing the work of the industry.
