Paul's passion for the Mirage started the day he first saw one fly over his house as a kid in the '60s. That interest stayed with him throughout his school years and into adult hood. Paul had also been an avid collector of all things 'Mirage' and his impressive collection included everything from photographs, publications and documents to an authentic ejection seat. Darren was introduced to the Mirage at an early age when his late father, also an instrument fitter in the RAAF, would take him to work and let him crawl all over them and watch them tearing up the skies. Joining the RAAF just too late to be able to work on the Mirage, he was fortunate enough to be able to see some of the last public appearances of the graceful jet at the Bicentennial Airshow whilst he was based at Mirage IIIO: Colours & Markings. Thesis Advisor: Andrew Bennett, Ph.D. ABSTRACT International arms transfers stand at the intersection of security studies and international political economy. They are not simply economic exchanges or transfers in goods, but a crucial part of larger state-to-state relationships. This project investigates fighter aircraft, the single largest segment of the international arms network, to better understand what drives change in these transfer relationships. Most states are unable to indigenously produce fighter jets and are dependent upon one of a very few producers for sourcing their fighter fleets. Because of the large creation costs and path dependent characteristics of these sourcing relationships, changing them comes only at great economic and operational military expense for the importers. Despite these high costs, change does occur; this project explains why. Using a newly coded dataset of international fighter aircraft transfers and descriptive network analysis, I demonstrate, counter to much of the arms trade literature, the fighter jet transfer network has become more centralized following the Cold War, not less. I use this analysis as a foundational platform for the primary research question: under what conditions are states willing to accept the high economic and military costs associated with sourcing change? I propose a typological theory incorporating six independent variables and generating five hypotheses.

    A CLOSER LOOK AT LEAN: THE CHANGES THAT OCCUR WITHIN AN ORGANISATION STRIVING FOR OPERATIONAL EXCELLENCE Tyron Mansfield (301872) A research report submitted to the Faculty of Engineering and the Built Environment, University of the Witwatersrand, in partial fulfilment of the requirements for the degree of Master of Science in Engineering. October 2013 1 Abstract A single case study of a major South African Maintenance, Repair and Overhaul facility was completed over a five week period from November 2012 to January 2013. The primary objective of the research was to track the changes that occur within an organisation which is striving for operational excellence in the context of lean production practices. A systems approach combined with the Baldridge Criteria for Performance Excellence was used to construct a theoretical framework for the study. Three main systems were identified within this theoretical framework, namely; social, technical and structural systems. Each of these systems encompassed individual change elements. Semi-structured interviews and participant observations were used as the principle means of gathering data. Changes were observed within each of the systems, particularly within the department in which lean had been formally implemented. The technical system was found to be the most influenced. This was evidenced by management of resources, particularly of workforce input toward continuous improvement initiatives, and also of equipment and tooling. The quality system was found to be influenced through a continuous assessment of procedures and processes to remove waste within them. The structural system was found to embody many of the lean principles, however low correlation was found between the lean initiative and the respondents’ existing knowledge.

Originally settled by the French in 1764 and the British one year later (although initially each was unaware of the other’s presence), the Falkland Islands/Islas Malvinas were acquired by Spain from France in 1766. The Spanish forced the British to abandon their settlement four years later. The islands were then incorporated as part of the Viceroyalty of the Río de la Plata and ceded to the United Provinces of the Río de la Plata – later renamed Argentina – after it won its independence in 1816. A permanent Argentine population was established in 1823, but ten years later the settlers were forcibly removed by Britain. Despite Argentina’s diplomatic protests, Queen Victoria incorporated the islands into the British Empire as a Crown colony in 1843. While both sides remained intensely adamant about their national sovereignty over the disputed islands, the issue devolved into a matter of possession, and since 1833 the islands have been possessed by – and populated by – the British.
