1 The Forum for Research and Policy in Communications (FRPC) appreciates the decision by the CRTC panel hearing the OMNI television licence renewal applications to grant FRPC’s 21 March 2014 request to present additional evidence for the public record, drawn from OMNI television station program logs submitted to the CRTC pursuant to the Television Broadcasting Regulations, 1987 (Television Regulations)

2 Section 10(3) of the Television Regulations requires television licensees to submit these logs to the CRTC with “a certificate signed by or on behalf of the licensee attesting to the accuracy of the contents of the log”. In September 2013 the CRTC reminded television licensees that their logs must “at all times … be accurate, complete and corrected immediately when errors arise”: New procedures related to the evaluation of television program logs, Broadcasting Information Bulletin 2013‐ 515, (Ottawa, 26 September 2013), at paragraph 3.

3 The evidence is attached, and consists of statistics calculated from the information contained in the OMNI program logs.

Summary

The statistics below summarize the information submitted in the 120 programming logs of the five OMNI television stations to the CRTC, pursuant to section 10(3) of the Television Regulations, 1987. The logs describe the stations’ broadcast programming in the 2009/10 and 2012/13 broadcast years. The logs for each of the five stations were downloaded from the CRTC’s website, and converted to Excel spreadsheets. The resulting information is attached, in Tables 1 through 46.
