    Broadcasting Decision CRTC 2009-145 Ottawa, 17 March 2009 Various specialty, pay, pay-per-view, video on demand and, satellite-to-cable undertakings and community-based television programming undertakings Across Canada Administrative renewals 1. The Commission renews the broadcasting licences for the various programming undertakings set out in the appendix to this decision from 31 August 2009 to 31 August 2010, subject to the terms and conditions in effect under the current licences. 2. This decision will enable the Commission to consider the further renewal of various specialty, pay, pay-per-view, video on demand and satellite-to-cable undertaking licences by taking into account the determinations in Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services, Broadcasting Public Notice CRTC 2008-100, 30 October 2008. 3. In addition, this decision will enable the Commission to consider the further renewal of community-based television programming undertakings by taking into account the determinations that will result from its review of the regulatory frameworks for community-based media to be scheduled in November 2009. 4. It will also permit the Commission to consider the renewal of the major conventional broadcasters at public hearings to be scheduled in April 2009 (CTV, Canwest, Rogers, TVA) and September 2009 (CBC/SRC). 5. The Commission received interventions supporting CTV Limited’s applications as well as a comment from the Association québécoise de l’industrie du disque, du spectacle et de la vidéo (ADISQ) with respect to the applications by Radio Beauce inc., 9183-9084 Québec inc., Radio Mégantic ltée, 9022-6242 Québec inc., Cogeco Diffusion inc., Réseau des Appalaches (FM) ltée and Groupe Radio Antenne 6 inc. 3. In its comment, ADISQ deplored the fact that the Commission did not conduct any compliance evaluation of the musical programming of these stations throughout the licensees’ last licence term. With regard to Canadian content development contributions, ADISQ noted that it could unfortunately not obtain all the information that would have enabled it to assess the stations’ compliance with all of their requirements throughout the last licence term. 4. The Commission did not receive any intervention in connection with the other applications. As part of this process, the Commission considered the interventions and replies received with respect to each of the applications. The approval is subject to three conditions of approval, set out in Appendix 4 to this decision, which relate to the proposed tangible benefits package. Introduction 1. The Commission received an application by Astral Media Radio Inc. (Astral), initially filed on its own behalf, and on behalf of a general partnership consisting of two of its wholly-owned subsidiaries, to acquire the assets of the radio and television programming undertakings across Canada owned by Standard Radio Inc. (Standard). A list of the undertakings to be acquired is set out in Appendix 1 to this decision. Astral also applied for licences to continue the operation of these undertakings under the same terms and conditions as those set out in the current licences. 2.
