Recommendations related to this study are listed below. Recommendation 1 That the government should proceed with establishing a new entity to organize leaders’ debates during federal elections and that entity should be established in time to organize debates during the 2019 federal general election; That this new entity must be created in such a way to ensure its independence and neutrality; That the new entity be mandated to educate Canadians about how debates are organized, when debates are occurring, and how Canadians can experience the debates. ................................................................................................................... 21 Recommendation 2 That a new autonomous office be created by the government called Canada’s Federal Party Leaders’ Debates Commissioner (for short: “Debates Commissioner”). Theories on representation provide a framework for the systematic analysis of the types of representation claims made by political actors. I expand on the political proximity approach—which suggests that public office seekers make more substantive than symbolic claims to their partisans than to non-aligned voters—by arguing that Canadian political parties view mainstream voters as their typical constituents and visible minorities, such as Indo-Canadians, as peripheral constituents. Consequently, campaign messages targeted at mainstream voters include more substantive claims than messages targeted at non-white voters.

Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy.

    Modernizing Canada’s Electoral System: Instant Runoff Voting as the Best Alternative By Maxime Dubé, as an individual Summary In the context of electoral reform brought about by the current government, many electoral systems come into contention for replacing the current first-past-the-post (FPTP) system. In this brief, it is argued that the instant-runoff voting (IRV) system is the best alternative for the current FPTP system in Canada. It solves most of Canadians’ issues with the current system, while presenting itself as the least challenging option for all bodies implicated in a federal election. Additionally, the IRV system does not produce coalition governments like other systems, thus allowing the state to remain strong and effective. The adoption of mandatory voting should only be considered after researching methods that will incentivize citizens to vote. Finally, online voting should not to be considered, due to potential security concerns. Introduction The present FPTP system is an electoral system that has been, and still is widely used throughout the world. It “is one of the oldest and simplest electoral systems”1 For instance, this voting system is presently used in all legislative elections in Canada, for national parliamentary elections in the United Kingdom and the United States of America, as well as for India and most Caribbean islands2. With the election of the current majoritarian Liberal government in the 2015 general election, one of the electoral promises made by the party and its leader, Justin Trudeau, was that the general election of 2015 would be the last federal election to be held with the FPTP system3.
