Rozporządzenia 4.9.2013 PL Dziennik Urzędowy Unii Europejskiej L 236/1 II (Akty o charakterze nieustawodawczym) ROZPORZĄDZENIA ROZPORZĄDZENIE KOMISJI (UE) NR 815/2013 z dnia 27 sierpnia 2013 r. zmieniające rozporządzenie (WE) nr 748/2009 w sprawie wykazu operatorów statków powietrznych, którzy wykonywali działalność lotniczą wymienioną w załączniku I do dyrektywy 2003/87/WE poczynając od dnia 1 stycznia 2006 r. ze wskazaniem administrującego państwa członkowskiego dla każdego operatora statków powietrznych, w celu uwzględnienia przystąpienia Chorwacji do Unii Europejskiej (Tekst mający znaczenie dla EOG) KOMISJA EUROPEJSKA, (4) Objęcie operatora statków powietrznych unijnym systemem handlu uprawnieniami do emisji gazów cieplarnianych uzależnione jest od wykonywania działal­ ności lotniczej wymienionej w załączniku I do dyrektywy uwzględniając Traktat o funkcjonowaniu Unii Europejskiej, 2003/87/WE, nie jest natomiast uzależnione od umiesz­ czenia danego operatora w wykazie operatorów statków powietrznych ustanowionym przez Komisję na podstawie art. 18a ust. 3 wspomnianej dyrektywy. uwzględniając dyrektywę 2003/87/WE Parlamentu Europej­ skiego i Rady z dnia 13 października 2003 r. ustanawiającą system handlu przydziałami emisji gazów cieplarnianych we Wspólnocie oraz zmieniającą dyrektywę Rady 96/61/WE ( 1), w szczególności jej art. 18a ust. 3 lit. b), (5) Przystąpienie Chorwacji do Unii Europejskiej w dniu 1 lipca 2013 r. oraz kryteria ustanowione w art. 18a ust. 1 dyrektywy 2003/87/WE w celu określenia admi­ nistrującego państwa członkowskiego dla poszczególnych a także mając na uwadze, co następuje: operatorów statków powietrznych oznaczają, że niektórzy operatorzy statków powietrznych powinni podlegać regulacjom Chorwacji. (1) Dyrektywą Parlamentu Europejskiego i Rady 2008/101/WE ( 2 ) wprowadzono zmiany w dyrektywie 2003/87/WE w celu uwzględnienia działalności lotniczej w systemie handlu uprawnieniami do emisji gazów (6) Należy zatem odpowiednio zmienić rozporządzenie (WE) cieplarnianych w Unii Europejskiej. nr 748/2009, 3 (2) Rozporządzenie Komisji (WE) nr 748/2009 ( ) ustanawia PRZYJMUJE NINIEJSZE ROZPORZĄDZENIE: wykaz operatorów statków powietrznych, którzy w dniu 1 stycznia 2006 r. lub później wykonywali działalność lotniczą zgodnie z definicją zawartą w załączniku I do dyrektywy 2003/87/WE. Artykuł 1 Załącznik do rozporządzenia (WE) nr 748/2009 zastępuje się (3) Celem wykazu jest zmniejszenie obciążenia administra­ załącznikiem do niniejszego rozporządzenia. cyjnego operatorów statków powietrznych poprzez wskazanie państwa członkowskiego, którego regulacjom podlega dany operator statków powietrznych.     RASG‐PA ESC/29 — WP/04 14/11/17 Twenty ‐ Ninth Regional Aviation Safety Group — Pan America Executive Steering Committee Meeting (RASG‐PA ESC/29) ICAO NACC Regional Office, Mexico City, Mexico, 29‐30 November 2017 Agenda Item 3: Items/Briefings of interest to the RASG‐PA ESC PROPOSAL TO AMEND ICAO FLIGHT DATA ANALYSIS PROGRAMME (FDAP) RECOMMENDATION AND STANDARD TO EXPAND AEROPLANES´ WEIGHT THRESHOLD (Presented by Flight Safety Foundation and supported by Airbus, ATR, Embraer, IATA, Brazil ANAC, ICAO SAM Office, and SRVSOP) EXECUTIVE SUMMARY The Flight Data Analysis Program (FDAP) working group comprised by representatives of Airbus, ATR, Embraer, IATA, Brazil ANAC, ICAO SAM Office, and SRVSOP, is in the process of preparing a proposal to expand the number of functional flight data analysis programs. It is anticipated that a greater number of Flight Data Analysis Programs will lead to significantly greater safety levels through analysis of critical event sets and incidents. Action: The FDAP working group is requesting support for greater implementation of FDAP/FDMP throughout the Pan American Regions and consideration of new ICAO standards through the actions outlined in Section 4 of this working paper.     Nr. 48/610 EES-viðbætir við Stjórnartíðindi Evrópusambandsins 3.8.2017 REGLUGERÐ FRAMKVÆMDASTJÓRNARINNAR (ESB) 2017/294 2017/EES/48/37 frá 20. febrúar 2017 um breytingu á reglugerð (EB) nr. 748/2009 um skrána yfir umráðendur loftfara sem stunduðu flugstarfsemi sem tilgreind er í I. viðauka við tilskipun Evrópuþingsins og ráðsins 2003/87/EB, 1. janúar 2006 eða eftir þann dag þar sem ábyrgðarríki hvers umráðanda loftfars er tilgreint (*) FRAMKVÆMDASTJÓRN EVRÓPUSAMBANDSINS HEFUR, með hliðsjón af sáttmálanum um starfshætti Evrópusambandsins, með hliðsjón af tilskipun Evrópuþingsins og ráðsins 2003/87/EB frá 13. október 2003 um að koma á fót kerfi fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Bandalagsins og um breytingu á tilskipun ráðsins 96/61/EB (1), einkum b-lið 3. mgr. 18. gr. a, og að teknu tilliti til eftirfarandi: 1) Tilskipun Evrópuþingsins og ráðsins 2008/101/EB (2) breytti tilskipun 2003/87/EB þannig að kerfið fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Sambandsins taki til flugstarfsemi. 2) Í reglugerð framkvæmdastjórnarinnar (EB) nr. 748/2009 (3) er tekin saman skrá yfir umráðendur loftfara, sem stunduðu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB, 1. janúar 2006 eða eftir þann dag. 3) Tilgangurinn með skránni er að draga úr stjórnsýslubyrði hjá umráðendum loftfara með því að leggja fram upplýsingar um það hvaða aðildarríki bera ábyrgð á tilteknum umráðanda loftfars. 4) Innfærsla umráðanda loftfars í kerfi Sambandsins fyrir viðskipti með losunarheimildir er háð starfrækslu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB og er ekki háð innfærslu í skrána yfir umráðendur loftfara sem framkvæmdastjórnin tók saman á grundvelli 3.
