Nr. 48/610 EES-Viðbætir Við Stjórnartíðindi Evrópusambandsins 3.8.2017 Nr. 48/610 EES-viðbætir við Stjórnartíðindi Evrópusambandsins 3.8.2017 REGLUGERÐ FRAMKVÆMDASTJÓRNARINNAR (ESB) 2017/294 2017/EES/48/37 frá 20. febrúar 2017 um breytingu á reglugerð (EB) nr. 748/2009 um skrána yfir umráðendur loftfara sem stunduðu flugstarfsemi sem tilgreind er í I. viðauka við tilskipun Evrópuþingsins og ráðsins 2003/87/EB, 1. janúar 2006 eða eftir þann dag þar sem ábyrgðarríki hvers umráðanda loftfars er tilgreint (*) FRAMKVÆMDASTJÓRN EVRÓPUSAMBANDSINS HEFUR, með hliðsjón af sáttmálanum um starfshætti Evrópusambandsins, með hliðsjón af tilskipun Evrópuþingsins og ráðsins 2003/87/EB frá 13. október 2003 um að koma á fót kerfi fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Bandalagsins og um breytingu á tilskipun ráðsins 96/61/EB (1), einkum b-lið 3. mgr. 18. gr. a, og að teknu tilliti til eftirfarandi: 1) Tilskipun Evrópuþingsins og ráðsins 2008/101/EB (2) breytti tilskipun 2003/87/EB þannig að kerfið fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Sambandsins taki til flugstarfsemi. 2) Í reglugerð framkvæmdastjórnarinnar (EB) nr. 748/2009 (3) er tekin saman skrá yfir umráðendur loftfara, sem stunduðu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB, 1. janúar 2006 eða eftir þann dag. 3) Tilgangurinn með skránni er að draga úr stjórnsýslubyrði hjá umráðendum loftfara með því að leggja fram upplýsingar um það hvaða aðildarríki bera ábyrgð á tilteknum umráðanda loftfars. 4) Innfærsla umráðanda loftfars í kerfi Sambandsins fyrir viðskipti með losunarheimildir er háð starfrækslu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB og er ekki háð innfærslu í skrána yfir umráðendur loftfara sem framkvæmdastjórnin tók saman á grundvelli 3. mgr. 18.gr. a. í þeirri tilskipun. 5) Breytingar á skránni yfir umráðendur loftfara eru byggðar á nýjustu gögnum frá Evrópustofnun um öryggi flugleiðsögu. 6) Brýnt er að þessi reglugerð öðlist gildi sem fyrst til að uppfylla tímamörkin fyrir árlega uppfærslu á skránni yfir umráðendur loftfara sem mælt er fyrir um í b-lið 3. mgr. 18. gr. a í tilskipun 2003/87/EB. 7) Því ætti að breyta reglugerð (EB) nr. 748/2009 til samræmis við það. SAMÞYKKT REGLUGERÐ ÞESSA: 1. gr. Í stað viðaukans við reglugerð (EB) nr. 748/2009 komi textinn í viðaukanum við þessa reglugerð. 2. gr. Reglugerð þessi öðlast gildi á þriðja degi eftir að hún birtist í Stjórnartíðindum Evrópusambandsins. (*) Þessi ESB-gerð birtist í Stjtíð. ESB L 43, 21.2.2017, bls. 3. Hennar var getið í ákvörðun sameiginlegu EES-nefndarinnar nr. 147/2017 frá 7. júlí 2017 um breytingu á XX. viðauka (Umhverfismál) við EES-samninginn, biður birtingar. (1) Stjtíð. ESB L 275, 25.10.2003, bls. 32. (2) Tilskipun Evrópuþingsins og ráðsins 2008/101/EB frá 19. nóvember 2008 um breytingu á tilskipun 2003/87/EB þannig að kerfið fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Bandalagsins taki til flugstarfsemi (Stjtíð. ESB, L 8, 13.1.2009, bls. 3). (3) Reglugerð framkvæmdastjórnarinnar (EB) nr. 748/2009 frá 5. ágúst 2009 um skrána yfir umráðendur loftfara sem stunduðu flugstarfsemi sem tilgreind er í I. viðauka við tilskipun 2003/87/EB 1. janúar 2006 eða eftir þann dag þar sem ábyrgðarríki hvers umráðanda loftfars er tilgreint (Stjtíð. ESB L 219, 22.8.2009, bls. 1). 3.8.2017 EES-viðbætir við Stjórnartíðindi Evrópusambandsins Nr. 48/611 Reglugerð þessi er bindandi í heild sinni og gildir í öllum aðildarríkjunum án frekari lögfestingar. The driving forces are the external and internal pressures, such as demand from the public and society, from governments, stakeholders and shareholders, as well as from NGOs, activists, and the industry- intern economic competition between the airlines. Within the scope of this research, the main focus was on the research question: How can the variation in the claims of sustainable measures reported in the 2018 annual reports and sustainability reports by four different European airlines be explained from the characteristics of the airlines and of the countries in which the airlines are registered?. The ecosystem for the conducted analyses consists of four airlines from four different countries in the European Union. Seven sustainability parameters were chosen in order to objectively analyze the sustainability reporting of the airlines and of their countries of registrations. The parameters are: (I) alternative fuel, (II) CORSIA, (III) aviation tax, (IV) aircraft age, (V) aircraft design, (VI) Dow Jones Sustainability Index, and (VII) atmosfair Airline Index.

    10.2.2015 PL Dziennik Urzędowy Unii Europejskiej L 34/1 II (Akty o charakterze nieustawodawczym) ROZPORZĄDZENIA ROZPORZĄDZENIE KOMISJI (UE) 2015/180 z dnia 9 lutego 2015 r. zmieniające rozporządzenie (WE) nr 748/2009 w sprawie wykazu operatorów statków powietrznych, którzy wykonywali działalność lotniczą wymienioną w załączniku I do dyrektywy 2003/87/WE Parlamentu Europejskiego i Rady, poczynając od dnia 1 stycznia 2006 r. ze wskazaniem administrującego państwa członkowskiego dla każdego operatora statków powietrznych (Tekst mający znaczenie dla EOG) KOMISJA EUROPEJSKA, uwzględniając Traktat o funkcjonowaniu Unii Europejskiej, uwzględniając dyrektywę 2003/87/WE Parlamentu Europejskiego i Rady z dnia 13 października 2003 r. ustanawiającą system handlu przydziałami emisji gazów cieplarnianych we Wspólnocie oraz zmieniającą dyrektywę Rady 96/61/WE (1), w szczególności jej art. 18a ust. 3 lit. b), a także mając na uwadze, co następuje: (1) Dyrektywą Parlamentu Europejskiego i Rady 2008/101/WE (2) wprowadzono zmiany w dyrektywie 2003/87/WE w celu uwzględnienia działalności lotniczej w systemie handlu przydziałami emisji gazów cieplarnianych w Unii. (2) Rozporządzeniem Komisji (WE) nr 748/2009 (3) ustanowiono wykaz operatorów statków powietrznych, którzy w dniu 1 stycznia 2006 r. lub później wykonywali działalność lotniczą zgodnie z definicją zawartą w załączniku I do dyrektywy 2003/87/WE. (3) Wykaz ten został ustanowiony w celu zmniejszenia obciążenia administracyjnego operatorów statków powietrznych poprzez udostępnienie informacji o tym, które z państw członkowskich jest regulatorem danego operatora statków powietrznych. (4) Objęcie operatora statków powietrznych unijnym systemem handlu uprawnieniami do emisji gazów cieplar­ nianych uzależnione jest od wykonywania działalności lotniczej wymienionej w załączniku I do dyrektywy 2003/87/WE, nie jest natomiast uzależnione od umieszczenia danego operatora w wykazie operatorów statków powietrznych ustanowionym przez Komisję na podstawie art.

At least 60 injured people, including children, were taken to hospitals. Flight Z92100 was en route from Almaty, Kazakhstan's largest city, to the capital Nur-Sultan. The cause of the crash is not known. A Reuters reporter close to the scene said there was heavy fog at the time. What's known about the crash? Almaty's airport said there were 93 passengers and five crew on board the Fokker 100 aircraft. A full list of the passengers published by Kazakhstan's interior ministry said there were 85 adults, five children and three infants on board, not counting the crew. The airport said the plane lost height at 07:22 local time (01:22 GMT), before striking a concrete barrier and crashing into a two-storey building. There was no fire upon impact. The airport later published the list of 60 survivors who were being treated at hospitals. Maral Erman, one of the survivors, said the plane was shaking during take-off, Tengri News website reports. She said it first felt as if the plane had landed, but in fact "we hit something". "There wasn't much chaos on board," she said. "There were no screaming." Ms Erman said the crew opened the exit for passengers to get out of the aircraft.
