Project opportunities in , , and the ()

Landell Mills is pursuing EU-funded project opportunities in Kenya, Namibia, Zambia and the Indian Ocean (Mauritius base). The broad objective of each will be to provide technical assistance to national and regional authorising offices in support of the management of their respective portfolios of EU- funded support, and to ensure that this is done efficiently and effectively and in compliance with EU funding requirements (ordinarily as per the European Development Fund).

Each project opportunity will require some generic skill sets and experience as well as some specific knowledge and experience. Broadly, the generic skills and experience required will include:

• Master’s degree in management, economics, development, procurement, accounting, finance (public or otherwise) or similar or equivalent professional experience • Full fluency in English (also French in the Indian Ocean and possibly Swahili in Kenya) • Experience in providing advice and/or management in relation to EU programming, e.g. as a TA to NAO or RAO (at least five years) • Experience in building capacity of national/regional staff development programming, implementation and/or monitoring and evaluation acquired in a development cooperation or public administration environment (at least five years) • Experience in sub-Saharan Specific knowledge and experience may include. • Team Leader experience of at least 5 years including one long term (24 months or more) EDF/EU funded assignment as a team leader (for team leaders in each project) • Experience in the management of EDF funded programme estimates, such as an Imprest Administrator or Imprest Accountant • Familiarity with EU procurement for services, supplies, works and grants • Sectoral expertise in (Zambia and Namibia), education and skills (Namibia), good governance, including access to justice/electoral reform (Zambia), renewable energy (Kenya and Zambia), public finance and accounting (Indian Ocean) • Support to civil society organisations (CSOs) and non state actors (NSAs) • Cross-cutting issues, such as gender, employment, the environment and climate change • Experience of multi-donor and platforms • EU visibility and communications While many of the positions will be long term, the opportunity for short term inputs is also likely. The projects are expected to start from September onwards and will last between 20 and 60 months each.
