Current Issues in Comparative Education (CICE) Volume 20, Issue 2, Special Issue 2018 Expanding Teacher Support through Mobile Mentoring in Kakuma Refugee Camp: Benefits and Challenges Mary Mendenhall Teachers College, Columbia University Makala Skinner Teachers College, Columbia University Sophia Collas Teachers College, Columbia University Sarah French Teachers College, Columbia University Introduction Governmental and non-governmental institutions alike have rallied around technology as a potential solution for addressing the dearth of quality educational opportunities and adequately trained teachers in many regions around the world (Burns, 2011; Carlson, 2013; Dahya, 2016). This is no less true in humanitarian and refugee contexts where technology is being used in myriad ways to connect teachers and learners with educational content and resources. A recent landscape review (Dahya, 2016) about the use of Information and Communication Technology (ICT) in these contexts stated that technology has the potential to support education for marginalized populations in crisis contexts, and that teacher training and student learning are the primary areas of focus for utilizing technology for education. In many settings, technology is used for the provision of lesson plans and curricula to deliver subject knowledge directly to students, to train or certify teachers, and to connect individuals and build community (Dryden-Peterson, Dahya, and Douhaibi, 2017; Power, 2012; Winthrop and Smith, 2012). Modes of delivery include computers, laptops, tablets, portable media players, e-readers, personal digital assistants, and mobile phones (Burns, 2011; Carlson, 2013; Winthrop and Smith, 2012; Dahya, 2016). Mobile phones have been singled out as a particularly useful device for communication due to their ubiquity, with the number of people in Africa, for example, with access to mobile phones far outstripping those with access to computers (Burns, 2011; Carlson, 2013; Dryden-Peterson, Dahya, and Douhaibi, 2017; UNESCO, 2012). -

This collection of articles considers those crises emerging between and within the Sudans and seeks to understand both Sudanese and South Sudanese internal dynamics and the way they relate to the external influence of major powers. The history of Sudan, formerly the biggest African country and often considered “a microcosm of Africa”, has been characterized by inequality between the center and the peripheries and by protracted internal conflicts that have shaped the country since its independence from British and Egyptian rule in 1956. The Comprehensive Peace Agreement (CPA), which was signed in 2005 between the Government of Sudan and the Sudan People’s Liberation Movement/Army (SPLM/A), brought an end to the second civil war in Sudan and granted the people of Southern Sudan the right to self-determination through a referendum. -

The primary research questions include an examination of whether or not South Sudan’s 2011 secession signaled a break from the O.A.U.’s traditional doctrines of African stability and noninterference. Additionally, this thesis asks: why did the United States and the international community at large confer recognition to South Sudan immediately upon its independence? Theoretical models are used to examine the independent variables of African stability, ethnic secessionism, and geopolitics on the dependent variables of international recognition and the Comprehensive Peace Agreement. -
Inequality of Child Mortality Among Ethnic Groups in Sub-Saharan Africa M
Special Theme ±Inequalities in Health Inequality of child mortality among ethnic groups in sub-Saharan Africa M. Brockerhoff1 & P. Hewett2 Accounts by journalists of wars in several countries of sub-Saharan Africa in the 1990s have raised concern that ethnic cleavages and overlapping religious and racial affiliations may widen the inequalities in health and survival among ethnic groups throughout the region, particularly among children. Paradoxically, there has been no systematic examination of ethnic inequality in child survival chances across countries in the region. This paper uses survey data collected in the 1990s in 11 countries (Central African Republic, Coà te d'Ivoire, Ghana, Kenya, Mali, Namibia, Niger, Rwanda, Senegal, Uganda, and Zambia) to examine whether ethnic inequality in child mortality has been present and spreading in sub-Saharan Africa since the 1980s. The focus was on one or two groups in each country which may have experienced distinct child health and survival chances, compared to the rest of the national population, as a result of their geographical location. The factors examined to explain potential child survival inequalities among ethnic groups included residence in the largest city, household economic conditions, educational attainment and nutritional status of the mothers, use of modern maternal and child health services including immunization, and patterns of fertility and migration. The results show remarkable consistency. In all 11 countries there were significant differentials between ethnic groups in the odds of dying during infancy or before the age of 5 years. Multivariate analysis shows that ethnic child mortality differences are closely linked with economic inequality in many countries, and perhaps with differential use of child health services in countries of the Sahel region. -

Human Resources for Health Challenges in Fragile States: Evidence from Sierra Leone, South Sudan and Zimbabwe James MacKinnon and Barbara MacLaren The North-South Institute August 2012 Context Health indicators in fragile and conflict-affected states (FCAS) paint a dire picture for their residents, with no quick-fix solution easily identified. Greater financial and human resources are needed to fill gaps, but training new nurses, doctors, midwives and allied health professionals takes time that many fragile states simply cannot afford. Emigration of health professionals from FCAS can create a negative feedback loop for health outcomes and highlights the important challenges surrounding sustainable human resources for health (HRH) in fragile states. To shed light on one aspect of the dynamics of creating robust health systems in FCAS, this report looks at the severity of the health workforce crisis in three FCAS: Sierra Leone, South Sudan and Zimbabwe. The objectives of this report are to: • Identify key health and human resource indicators in the three countries and situate them in the regional context; • Identify key training issues with regard to human resources for health; and • Identify policies in human resources for health and determine their implementation status. This research will inform a scoping study on diaspora engagement in fragile states being developed in collaboration with the International Organization for Migration (IOM). The study will examine the impact of African diaspora health professionals in short and medium-term placements and test the skills circulation theory in fragile states. This project will build on past North-South Institute work on the implications of the brain drain on the status of health in Southern Africa, as well as numerous policy briefs on gender equity, migration and trade. -

African Countries are Awakening Hope for a Better Tomorrow with IDA Statement by Representatives of 49 Sub-Saharan African (SSA) Countries IDA19 Fourth Replenishment Meeting, December 12-13, 2019, Stockholm, Sweden 1. IDA countries have only 10 years to achieve the globally agreed targets of the Sustainable Development Goals (SDGs). Given that it takes 9 years for pledges under any IDA cycle to be fully paid up, IDA19 is therefore, the last replenishment to help finance the SDGs in the time left to 2030. 2. Africa as a continent is making progress towards the SDGs. Growth in many economies has outpaced global benchmarks. More children are in school and health service coverage is expanding. A continent-wide free-trade agreement shows regional cooperation is alive and deepening, including in building roads and power lines that bring countries together and make markets bigger. The support of donors to the 18th replenishment of the International Development Association (IDA18) has been pivotal and has underpinned the partnership between African countries and the World Bank Group (WBG) that has never been stronger. Indeed, Africa’s absorptive capacity to carefully use concessional funds has ensured that the pace of commitment for IDA18 has been record-breaking. 3. We want to acknowledge the strong partnership between IDA and most of our countries. We commend all donors for the important role that IDA has been playing in the transformation agenda of most SSA countries. We are happy with the negotiated IDA19 package and the continuation of all the special themes of IDA18, the Private Sector Window, and the improvements to the various facilities especially under Fragility, Conflict and Violence (FCV). -

And most of those conflicts have their roots in the clash of identities. In the pre- colonial period, language and religion constituted the major expressions of iden- tity. While Ethiopia and the Sudan evolved as a mosaic of diverse linguistic and religious groups, Somalia was characterized by relative homogeneity. Colonial rule created sharply defined international boundaries and partitioned some populations among two or more states. This state of affairs gave rise to irredentist movements, the most prominent two manifesting themselves in Eritrea and So- malia. Irredentism was abetted by the British policy of Greater Somalia, which led to a period of armed confrontation between Ethiopia and Somalia. Con- versely, in the Sudan, the British followed a deliberate policy of separating the South from the North; this was one of the factors behind the eruption of the civil war in the Sudan. While colonial rule might have sown the seeds for the numer- ous conflicts that have plagued the sub-region in the post-colonial period, the situation was aggravated by the assimilationist and integrationist ambitions of hegemonic regimes and the inability of liberation movements to aspire beyond the narrow confines of self-determination. The future salvation of the sub-re- gion seems to lie in the fostering of genuinely pluralistic societies that recognize the merits of multiple identities and aspire for a sub-regional confederation rather than the continued veneration of the nation-state. -

THE WHITE RHINOCEROS By EDMUND HELLER Naturalist, Smithsonian African Expedition (With Thirty-one Plates) PREFACE The white rhinoceros is so imperfectly known that it has been thought advisable to publish, in advance of the complete report of the expedition, the results obtained from the study of the specimens of this species collected in the Sudan by the Smithsonian African Expe- 1 dition, under the direction of Colonel Roosevelt. In order to make this material available to zoologists generally, a series of photographs of the skull of each specimen collected has been added to the paper. This has been found necessary not only to illustrate the text, but in order to fill one of the gaps in the literature pertaining to African mammalogy. Up to the present time no photograph of a perfect skull of this rhinoceros has appeared in print. There have been a few figures published, but none showing structural details well. The present publication will do much to remedy this want, and will also, it is hoped, serve to put the species on a more logical systematic basis. In the present paper considerable emphasis has been placed on the really great structural differences which exist between the white rhi- noceros and the black, with which it has hitherto been generically con- founded under the name Diccros. -
