Focus: Provide administrative and financial advice to the Commander/Director, particularly in areas of budget forecasting, devolution and control, and asset management programs. Provide support in relation to the overall management of State Service employees within the District/Directorate

Primary Duties:  Advise the Commander/Director in relation to budgetary processes, monitor expenditure and provide Divisional Managers with advice and assistance with expenditure reviews.

 Provide authoritative advice in relation to budget forecasts, identify risk factors and ensure appropriate financial governance practices are applied within the Command/Directorate.

 Assist the Commander/Director with overall management of State Service employees including recruitment, movements and leave rostering.

 Review and report on district financial performance including preparation of budgetary trend reports. Assist in the preparation of recommendations for remedial action in respect of areas which are not meeting financial, human resource or capital works targets.

 In consultation with the Manager, Asset Management, coordinate and supervise departmental capital works and asset management programs including liaison with responsible officers, tenants and service providers.  Assist with the internal audit of Departmental records, particularly those associated with the receipt and disposal of monies.  Maintain the Departmental Asset Register and Inventory relevant to the District.

Scope of Work: Responsible for the application of specialised expertise in providing successful program and operational service delivery outcomes. Influences the operational activities, skills development and performance of less experienced employees

Direction and Supervision The occupant has considerable autonomy in the day-to-day management of administrative and financial matters with general direction provided by the Commander/Director.

Selection Criteria 1. High-level skills in the forecasting, planning and monitoring of budgets. 2. Sound resource management skills particularly in relation to the administration and deployment of resources. 3. Knowledge of, and experience in, computer applications and financial management systems. 4. Well-developed supervisory and conflict resolution skills with the ability to exercise sound judgement. 5. High level interpersonal skills including:  Oral and written communication ability  Planning skills and ability to establish priorities  Initiative and flexibility 6. Sound knowledge of Financial Management and Audit Act, Treasurer Instructions and State Service employment .

Qualifications and Experience Desirable: Tertiary qualifications in a discipline relevant to business management, financial management or Human Resources are desirable.

Code of Conduct The State Service Code of Conduct, which is contained in Section 9 of the State Service Act 2000 (the Act), reinforces and upholds the State Service Principles (s7) by establishing standards of behaviour and conduct that apply to all employees, including the person undertaking these duties, senior officers and Heads of Agency.

Environment and Conditions The Department of Police, Fire and Emergency Management (DPFEM) is an agency created under the State Service Act 2000. It consists of four operational services: Tasmania Police, Tasmania Fire Service, State Emergency Service and Forensic Science Service Tasmania. The operational services are supported by a range of support functions.

DPFEM strives to provide services that are responsive, socially inclusive and focused on policing, emergency response, community preparedness and emergency management outcomes that contribute to a safe and secure community. The services are delivered by sworn Police Officers, State Service employees (including firefighters and support staff) and volunteers. DPFEM does not tolerate violence, especially violence against women and children.

The working environment is largely office based, however intra-state travel may be required. During the emergency incidents, the person undertaking these duties may be required to provide support for the emergency incident. Employees can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.
