Reports To: Board of Commissioners

Position: Chief Executive Officer (CEO) consistently demonstrates behaviors that enhances professional performance and reflects the key moral commitments, ethical principles, values and philosophy of the Institute as set forth in the Mission Statement. The CEO provides overall leadership and coordinates activities of all aspects of the District, the Hospital, Clinic and all related facilities, with the objective to ensure that the delivery of patient and healthcare service programs are consistent with the District and Hospital’s values, as set forth by the Board of Commissioners. The CEO also:

 Maintains contemporary knowledge of ideas and developments in all phases of Hospital & Clinic administration.

 Provides leadership to all personnel, the Board of Commissioners, and the Medical in the form of continuing education as to the changes in the healthcare industry.

 Promotes the financial management of the Hospital & Clinic, to include an internal budgetary process, monitored on a monthly basis, and reported to the Board of Commissioners for the evaluation of the financial viability of all services.

 Promulgates and enforces all rules and for the proper conduct of the District Hospital & Clinic and its purposes made by and under the authority of the Board of Commissioners. Serves as the District Superintendent to assure adherence to all state specifically including those found at RCW 70.44.090. Formulates, establishes and enforces such additional procedures, rules and regulations as may be necessary to provide for the proper admission, care, safety and discharge of patients.

Qualifications:  Master’s Degree required. Experience in Hospital Administration or Management. A minimum of five years health care management experience.  Ability to lead and manage a critical access hospital.  Experience at senior/executive level in critical access hospital management.  Three years of progressively responsible experience in hospital operations.  Proven financial skills including reimbursement, managed care and financial accountability.  Proven ability to recruit, train and motivate personnel in order to balance staffing strength with profitability and growth.  Ability to interact successfully with people of disability, community agencies, media physicians.  Commitment to a participation management style and to a team-oriented model of care.  Demonstrated ability to lead and effect change, including skills in continuous quality improvement and promoting ongoing professional development.

Responsibilities:

Professionalism:  Attend all meetings of the Board of Commissioners and its committees, as required.  Specify personnel accountability and ensures that performance is evaluated on a minimum of an annual basis.  Ensure compliance with regulations governing the Hospital & Clinic and, as appropriate, rules of accrediting bodies, by continually monitoring the activities and initiating changes as required.  Encourage the integration of Hospital & Clinic with the community by implementing effective communications.  Represent the Board of Commissioners to the community.  Initiate, develop and maintain cooperative relationships with the business community and other regional healthcare providers.  Generate community involvement through auxiliary, volunteer and staff programs.  Speak before community and business groups about healthcare issues and the Hospital & Clinic’s programs to meet community healthcare needs.  Promote health awareness in the community and makes frequent visits to various business and special interest groups to promote Hospital & Clinic services.  Ensure departmental activities are consistently communicated to the hospital-wide leadership  Establish and maintain healthy working relationships with the executive team, Board, staff, physicians, management, vendors, and other internal and external customers.  Facilitate and expect timely and direct resolution of problems/conflicts between individuals and teams.  Function consistently as a role-model and coach in strong teamwork practices and ensures leadership performs at the same standard.

Competence:  Recommend policy positions concerning , government and other matters of public policy.  Provide comprehensive and accurate information for Board of Commissioners, for their use in decision-making and policy matters.  Assist with identifying potential Board Members.  Make available to the Board of Commissioners and its committees, periodic reports showing the professional services and financial activities of the Hospital & Clinic and submits such special reports as may be required by the Board.  Responsible for the employment, selection, control and discharges all professional management staff members of the Hospital & Clinic.  Establish formal responsibilities and accountabilities of all members of the professional management staff and evaluate, or ensure the evaluation of their performance on a minimum annual basis.  Participate in and make recommendations regarding any litigation involving the Hospital & Clinic.  Work with the community to develop special interest groups to support and evaluate and recommend services for the Hospital & Clinic.  Ensure the gathering, analyzing and reporting of information to communicate departmental strategies, outcomes and improvements.  Initiate and support communication, which is productive and constructive in its contribution to the exchange, and passes on information between staff and departments.  Consistently communicate with staff regarding hospital-wide activities.  Demonstrate use of computer programs necessary to perform job functions effectively.  Inspire and encourage staff and leadership to learn and develop by serving as a coach and mentor.  Responsible for the development of leadership.  Identify safety concerns and actively seeks to resolve these issues.  Demonstrate knowledge of current trends in the healthcare field and analyzes the potential impact on the facility.  Participate in and/or chairs multiple hospital committees and works toward optimal hospital outcomes

Quality:  Ensure the attainment of Hospital & Clinic goals through the selection, development, motivation and the evaluation of all professional management staff.  Ensure that the patient care and operational needs of the Hospital & Clinic are attained through the selection, training, motivation and evaluation of all employees.  Implement appropriate staffing levels and a plan of departmentalization to facilitate effective delivery of patient care and support services.  Monitor the adequacy of the Hospital & Clinic’s medical activities through coordination with the Board of Commissioners, Medical Staff and patient care staff, the policies needed to assure quality healthcare services.  Create an operating environment, which facilitates the effective practice of medicine by the physician members of the Medical Staff.  Consult with leaders of the Medical Staff concerning patient care needs and allocation of resources to effectively meet those needs.  Represent the Board before the Medical Staff.  Coordinate the recruitment and retention of members of the Medical Staff.  Ensure the gathering information to measure quality and identify needs regarding patient care, staff education and development, equipment, materials, references and supplies.  Seek input from staff, leadership and the executive team to guide decision-making.  Promote leadership development and teamwork.  Establish clear standards consistent with the Strategic Plan and Mission and Vision of Coulee Medical Center, and articulates expectations for compliance.  Continually assess the quality of work and provides ongoing recognition and support for those exemplifying the Mission and Vision of Coulee Medical Center  Receptive to ideas and identifies opportunities for improvement in systems and procedures and demonstrates participation in implementing improvements.  Promote -based practices to achieve desired outcomes.  Support leadership’s ability to take responsibility, authority, and accountability for high quality work.

Planning:  Provide leadership to the Board, involving the Commissioners in the strategic planning and financial planning process, which supports the Hospital & Clinic Mission Statement and Goals.  Participate with the Board in charting the course of the Hospital & Clinic in response to the needs of the community.  Evaluate the effects of external forces on the Hospital & Clinic and integrates appropriate responses in the Hospital & Clinic short and long range strategic plans.  Complete annual operating plan to facilitate achievement of goals established in the Hospital & Clinic long-range strategic plan.

 Develop and implement an organizational plan to meet the needs of the Hospital & Clinic.  Work closely with the Board of Commissioners to enhance its effectiveness in meeting the needs of the Hospital & Clinic and its related facilities.  Make short and long term plans for new opportunities or changes within facility  Participate in the strategic planning of the facility  Identify and implement annual strategies which support the hospital’s strategic direction.  Review policies and procedures for effectiveness and appropriateness on an on- going basis.  Apply critical and creative thinking to resolve problems and remove barriers.  Participate as a member of the administrative team.

Financial Viability:  Review and recommend compensation and benefits for all members of the professional management staff.  Negotiate professional and ensure that appropriate salary or contractual rates are developed and maintained.  Review and recommend compensation and benefits consistent with Board approval and limitations on the Hospital & Clinic’s ability to afford benefits.  Promote delivery of healthcare services in a cost-effective manner consistent with maintaining an acceptable level of quality.  Assure the sound fiscal operations of the Hospital & Clinic including the presentation of a comprehensive annual operating budget and implementing and monitoring of that budget following Board approval.  Present to the Board of Trustees a capital equipment budget and implements that budget following Board approval.  Plan the use and maintenance of physical resources of the Hospital & Clinic.  Ensure the Hospital & Clinic has an appropriate risk management program and is appropriately insured.  Arrange contractual relationships with consultants, contractors, architects and similar professional in planning and developing facilities, financing and personnel programs.  Sign contracts or other instruments as the authorized representative of the Hospital & Clinic except in cases where execution shall have been expressly delegated by or the Board to some other officer or agent of the Hospital & Clinic.  Determine and allocate resources to support the facilities function.  Oversee the development and monitoring of all department budgets.  Actively assess the daily, weekly and monthly financial matrix.  Consistently communicate and collaborate with colleagues about decisions which involve financial and operational issues.

Safety:  Demonstrate knowledge of emergency policies and procedures.  Perform all duties in a safe and efficient manner.  Follow established guidelines when using protective devices and equipment.

 Demonstrate awareness of potential hazards and reports unsafe conditions to appropriate hospital staff to maintain a safe environment for patients, families, and staff.  Monitor medical equipment for adequacy and safety and requests service for maintenance and repairs. Infection Control:  Demonstrate knowledge of infection and exposure control in all patient care to prevent the spread of disease and infection.  Adhere to strict Coulee Medical Center infection control guidelines for hand washing and standard precautions, and blood borne pathogens as evidenced by appropriate use of personal protective equipment.  Report any and all exposures in accordance with OSHA and Coulee Medical Center guidelines, policies, and procedures.

Patients’ Rights:  Provide privacy and maintains confidentiality.  Ensure the patients’ independence and right to make personal choices to accommodate their needs in accordance with the interdisciplinary care plan.  Provide care that ensures patients are free from abuse, mistreatment, and neglect, and reports any such incident to the appropriate hospital staff.  Provide care to avoid the need for chemical/physical restraints by maintaining a safe environment for patients.  Ensure care and security of patients’ personal possessions.

Physical Demands: Sitting: 80% Standing/Walking: 20% Occasional lifting/carrying of supplies and equipment weighing up to 30lbs Occasional pushing/pulling of equipment and filing cabinet drawers weighing up to 20lbs Occasional stooping/kneeling/crouching to access documents and supplies in lower cabinets. Frequent reaching/handling/fingering to complete paperwork, use the phone and computer. Frequent talking, hearing, seeing to interact with staff and vendors.
