Dear Salvador:

We are representing the Kurdistan Regional Government in an effort to get support from the Senate for a resolution in favor of forming an international donors conference to raise funds for I DP and refugee relief in the Kurdistan Region of .

The resolution is quite simple and straightforward, not asking for funds or even participation by the U.S., just a sign of general endorsement of the conference as recommended by the United Nations.

We are hopeful that Sen. Isakson would entertain sponsorship of the amendment and have, along with the KRG, prepared draft language we suggest be used, which I’ll be happy to provide.

I would like to speak with you at your earliest convenience on this matter, by end of the week if at all possible since I’ll be out of town next week. Joel Cowan, who sits on our board and knows the Senator well, may also be in touch with him to urge his support.

Mesaage from our delegation:

1) Relations between Erbil and Relations have been tense for several months but recently progress has been made. Baghdad has lifted its ban on international flights to Kurdistan and made part-payment of salaries to some KRG civil servants. However, relations are strained and the economic impact on Kurdistan remains severe with many critical issues yet to be resolved, such as revenue­ sharing, the disputed territories, the role of militias, oil exports and the KRG's share of the federal budget.

2) Iraqi elections and the day after

Elections to Iraq's parliament take place on May 12. None of the contenders is expected to win more than 40 or 50 seats. After the elections, and Sunni parties could play a critical role in the formation of the next government. The Kurdish parties will take part in the elections and aim to have as strong a presence in Baghdad as possible in order to resolve the many outstanding issues. US support is needed after the election for the full implementation of the Constitution.

3) Regional and international relations Events in , and impact the Kurdistan Region and Iraq. Recent developments in all those countries are causing concern about stability and a resurgent ISIS. The delegation will outline Kurdistan's post-referendum policies with the neighboring countries and the international community.

4) Kurdistan Region-US partnership

Kurdistan and the United States continue to cooperate in the fight against ISIS whose tactics have changed but is far from finished. We need the United States to continue to support the Peshmerga; to engage with Erbil and Baghdad for the full implementation of the Constitution; and help ensure the Kurdistan Region gets a fair share of the investment pledges made at the Kuwait Conference. The KRG should be a partner in the United States-lraq Council on Trade and Investment (TIFA Council), which was established under the United States-lraq Trade and Investment Framework Agreement (TIFA) to promote trade and investment.

5) Internal political, humanitarian and economic dynamics

The KRG's leadership is striving to maintain unity as the political dynamics of Kurdistan change and the economy remains under severe stress. Kurdistan's parliamentary elections will take place later this year (after the Iraqi elections). The 1.5 million IDPs and Syrian refugees in Kurdistan aren't able to return to their homes due to the lack of security, services and jobs. Christians and Yezidis live in fear and militias are a threat to stability in many areas, including Kirkuk, Sinjar and Nineveh Plain. International pledges of economic support should include Kurdistan's infrastructure and the rehabilitation of liberated areas.

Dear Ruth:

In further follow-up, among the Minister’s priorities is a request by the Kurdistan Regional Government to have the Senate pass a fairly simple resolution favoring an international donor’s conference to provide relief to the more than 1.6 million internally-displaced persons and refugees in the Kurdistan Region of Iraq.

This conference would be held in part to incorporate the U.N.’s Humanitarian Response Plan for Kurdistan. The KRG is asking for a general sign of encouragement from the Senate and given the Senator’s record of support for the Region, the Minister would like him to consider sponsorship.

I'm attaching our draft of the resolution and am hopeful we can work with Mr. Ortega and staff during the upcoming break to refine its language for presentation to the Senator.

Karwan Zebari of the KRG and Dan Puls of our office will also be meeting with Eric Trager of the Committee on Friday to discuss this matter.

H.E. Dr Fuad Hussein Chief of Staff to the Presidency of the Kurdistan Region

Dr, Fuad Hussein was appointed Chief of Staff to President Masoud Barzani, the President of the Region of Kurdistan in Iraq, in 2005. Currently, the post of President is unfilled but the institution of the Presidency remains and is headed by Dr Hussein.

From November 2004 to February 2005, Dr. Hussein served as Senior Consultant to the Iraqi National Communications and Media Commission. In 2003, he was appointed by U.S. General Jay Garner as a member of Iraqi Reconstruction and Development Council [IRDC] in Washington DC to develop plans for the reconstruction of the Iraqi Ministry of Education. Concurrently, he was an advisor for the Coalition Provisional Authority (CPA] in Baghdad to the Ministry of Education in Iraq.

Dr. Hussein graduated from Baghdad University’s College of Education and has published numerous papers and articles on education, the history of Kurdistan and the Middle East. Previously, he lived in exile the Netherlands where he obtained a doctorate in International Relations at the Free University in Amsterdam specializing in Middle East studies. Dr. Hussein was a leading and influential member of the Kurdish diaspora in the Netherlands and a well-known figure among Dutch government circles for his work on refugees, cross- cultural understanding and minority affairs. He speaks five languages.

H.E. Falah Mustafa Bakir Head of the Department of Foreign Relations

Minister Falah Mustafa Bakir was appointed as the first Head of the Kurdistan Regional Government (KRG] Department of Foreign Relations in September 2006, tasked with administering KRG foreign policy and bolstering the Region s relations with the international community for the government's fifth cabinet.

He was reappointed as the Head of the Department in each successive cabinet, including most recently the eighth cabinet in June 2014.

The Minister previously served as the KRG's liaison officer to the Coalition Provisional Authority in 2003 and to the Multi-National Forces' Korean Contingent stationed in Erbil in 2004. He was a Senior Adviser to the KRG Prime Minister from 2002 until 2004, when he was appointed Minister of State.

Earlier in his career, Minister Bakir was the KRG Deputy Minister of Agriculture and Irrigation, from 1999 to 2002. Prior to that, he served as the Kurdistan Democratic Party (KDP] Deputy Head of Public Relations Office from 1996 to 1999. Minister Bakir joined the KDP’s International Relations/Public Relations office in 1991.

Minister Bakir obtained his undergraduate degree at the University of Mosul, his graduate degree in Development Studies at the University of Bath in the United Kingdom, and a senior manager’s executive program certificate at Harvard University’s Kennedy School of Government. He is fluent in Kurdish, English, and Arabic, and lives with his wife and their four children in Erbil. Minister Bakir enjoys and fine art.

H.E. Bayan Sami Abdul Rahman Kurdistan Regional Government Representative to the United States of America

Bayan Sami Abdul Rahman is the Kurdistan Regional Government Representative to the United States of America. Key to her role are strengthening ties between Kurdistan and the United States, advocating her government's position on political, security, humanitarian, economic, and cultural matters and promoting coordination and partnership.

Prior to her US appointment in 2015, Ms. Abdul Rahman was the KRG High Representative to the United Kingdom for 10 years. She was elected to the Leadership Council of the Kurdistan Democratic Party in 2010.

Before her career in public service, Ms. Abdul Rahman worked as a journalist for 17 years. She won the UK Observer Newspaper's Farzad Bazoft Memorial Prize in 1993 and worked for the Financial Times in Britain and Japan.

Her late father, Sami Abdul Rahman, was a leader of the Kurdish freedom movement, playing a critical role in the opposition to Saddam Hussein’s regime. Sami Abdul Rahman was killed in a terrorist attack alongside his elder son Salah in 2004.

Ms. Abdul Rahman is a history graduate from the University of London.

Whereas, the approximately two million displaced people who are living in prolonged displacement in forty-seven (47) IDP and refugee camps located in Erbil, Duhok, and Governorates and elsewhere throughout the KRI have increased Kurdistan's population by more than 30%;

Whereas, with support of international donors and institutions, the KRG Ministry of Interior established its Joint Crisis Coordination Center (JCCC) to lead the operational humanitarian coordination response in coordination with partners;

Whereas, Assyrians, Chaldeans, , Turkmen, , Christians and other ethnic and religious minorities, who have been the subjects of continued persecution, forced displacement, and violence, have been protected and provided refuge by the KRG and the people of KRI;

Whereas, continuing violence and insecurity against religious and ethnic minorities and others makes the safe return of displaced people impossible and has recently forced thousands more to seek refuge in the KRI;
